BOARD OF TRUSTEES
Minutes of a Special Meeting of the Board of Trustees of the Village of
Cayuga Heights held April 23, 1997 at 4:30 PM in the Village Hall.
PRESENT: Mayor Anderson; Trustees Bisogni, Fleming, Kira, Kusse; Treasurer
Silber; Supt. of Public Works Cross.
ABSENT: Trustees Collyer, Meinhardt, Att. Tyler.
Mayor Anderson called the meeting to order at 4:30 PM.
Treasurer Silber distributed copies of his-report and Abstracts.
In reviewing the Abstract of Warrants, Trustees questioned the bill from True,
Walsh b Miller for Intermunicipal Cable Commission fees for professional
services rendered for the month of March amounting to $1,031, pointing out that
this item appears on the Abstract list on a monthly basis. Suggestion was made
that.pehaps the cost for legal services could be shared with other participating
municipalities. Trustee Bisogni stated he has questioned this item numerous
times before and will continue to do so until it is stopped, adding he believes
it to be a waste of taxpayers' money. Trustee Kusse asked if the Village might
be better off taking "what we get and not continue to spend $1,000 each month."
The Mayor will review the matter with the Village Attorney.
Motion by Trustee Fleming, seconded by Trustee Kira:
VOTED to approve the Abstract of Warrants in the following amounts: General Fund -
$15,214.15; Sewer Fund - $8,252.71; Water Fund - $3,675.11. Trustees Bisogni,
Fleming, Kira, Kusse voted YES.
Treasurer Silber left the meeting - 4:40 PM.
Mayor Anderson reported on the following:
-Re N.E. Subarea Study, Mayor and Supt. Cross spent portions of two days interview-
ing two Module 1 proposers and two firms including both Module 1 and Module 2
proposals. It was understood in the RFP that the Modules could be treated sep-
arately. The Client Committee met to discuss the proposals and final recommenda-
tions were left to the Project Management Team. The Client Committee will meet
on April 29 to consider the recommendations.
-Re Cornell Chilled Water Line Easement - Attorney Tyler has reviewed the proposed
agreement and sent comments to Shirley Egan, Cornell counsel. Trustee Kusse asked
for clarification of the language relative to the "advice and consent" clause re-
ferred to in Attorney Tyler's letter to Mayor Anderson.
-List of Officers for the Cayuga Heigths Fire Department was presented.
Motion by Trustee Kira, seconded by Trustee Fleming:
RESOLUTION 4830 - APPROVE'LIST OF OFFICERS
VOTED to approve the List of Officers for the CHFD. (List attached to Official
Minute Book.) Trustees Bisogni, Fleming, Kira, Kusse voted YES.
Motion by Trustee Fleming, seconded by Trustee Kira:
RESOLUTION 4831 - AUTHORIZE CHIEF WALL TO HIRE PT POLICE CLERK
VOTED'to authorize Police Chief Wall to hire Darlene Armstrong to the position
of part -time Police Clerk to fill the vacancy created by Pat Stone. Trustees
Bisogni, Fleming,.Kira, Kusse voted YES.
It was the consensus of the Board to advertise in The Ithaca Journal alerting
Village residents to the Refuse Collection Information.
Supt, of P.W. presented a written report which has been placed on file.

Supt. Cross reported that after he had learned from a Foster's Equipment rep-
resentative on 3/18/97 that the Sewer Jet for the WWTP for which he had been
given authorization to purchase from them at the March 17, 1997 Board meeting
at the State Contract price was no longer available at State Contract price, he
proceeded, realizing that a contract bid was now required, to advertise for bid
for this equipment, including a rotating hose reel upgrade, in the April 16
publication of The Ithaca Journal with a bid open date of April 23, 1997 at
2:00 PM. Supt. Cross submitted the results of two bids received: Foster's
Equipment, Inc. - $24,267 and Roberts Equipment - $28,386. He noted that
Foster's base price (without upgrade) was*$21,892 - $8.00 less than the State
Contract figure previously approved.
Motion by Trustee Fleming, seconded by Trustee Kusse:
RESOLUTION 4832 - AWARD BID TO FOSTER'S EQUIPMENT, INC.
VOTED to award the bid for a 1997 Trailer Mounted Sewer Cleaner with attach-
ments to Foster's Equipment, Inc., low bidder, at a price of $24,267.
Trustees Bisogni, Fleming, Kira, Kusse voted YES.
Trustee Fleming moved and Trustee Kira seconded to adjourn the meeting:
