BOARD OF TRUSTEES
Minutes of a special meeting of the Board of Trustees of the Village of
Cayuga Heights held October 5, 1992 at 7:00 PM in the Village Hall.
PRESENT: Mayor Anderson; Trustees Collyer, Fleming, Janis, Kira, Pimentel;
Attorney Geldenhuys; Supt. of P.W. Rogers.
ABSENT: Trustee Perry. 11
OTHERS PRESENT: Approximately 20 Villagers.
Mayor Anderson called the meeting to order stating its main purpose was to discuss
the Draft Generic Environmental Impact Statement for Planned Unit Development and
added he would accept input from the audience to some extent. The Attorney re-
viewed the SEQR requirements as they related to the Draft GEIS and Trustees made
changes to the latter as they reviewed it page by page. Dooley Kiefer submitted
a list of comments regarding the proposed PUD and left the meeting.
Motion by Trustee Pimentel, seconded by Trustee Fleming:
RESOLUTION 4400 - ACCEPT DRAFT GENERIC ENVIRONMENTAL IMPACT
STATEMENT WITH CHANGES
VOTED to accept the Draft Generic Environmental Impact Statement for a Planned
Unit Development with alterations, subject to possible'furtheroinput from:!the
Board:as'.welluas: the public during a forthcoming public hearing. Trustees Collyer,
Fleming, Janis, Kira, Pimentel voted YES.
Motion by Trustee Fleming, seocnded by Trustee Pimentel:
RESOLUTION 4401 - PUBLIC HEARING TO CONSIDER DRAFT GEIC
AND PROPOSED PUD
VOTED to hold a public hearing on November 11, 1992 at 7:00 PM to consider the
adoption of the Draft Generic Environmental Impact Statement and the proposed
Planned Unit Development. Trustees Collyer, Fleming, Janis, Kira, Pimentel voted
YES.
There was discussion concerning the Recreation and Cultural Center project and
the Mayor informed the Board that the Town of Ithaca agrees to apply the Village's
portion of youth recreation funds each year, in the amount of approximately
$7,000 to the $15,000 annual pledge, thereby obligating the Village to a 10 -year
annual commitment of $8,000.
Motion by Trustee Fleming, seconded by Trustee Collyer:
RESOLUTION 4402 - VCH PLEDGES TO PARTICIPATE IN COMMUNITY
RECREATIONAL CENTER
VOTED to accept the terms of the Village of Lansing's proposal for a community
recreational center to be constructed and located in the Village of Lansing,
with the condition that the Village of Cayuga Heights.receives assurance from
the Town of Ithaca that approximately 32% of their annual total pledge will
represent the portion which is the Village's share (approximately $7,000),
thereby leaving a commitment of ±$8,000 each year.from the Village of Cayuga
Heights. Mayor Anderson; Trustees Collyer, Fleming, Kira voted YES. Trustees
Janis and Pimentel ABSTAINED.
