Minutes of a regular meeting of the Board of Trustees of the Village of Cayuga
Heights held February 19, 1990 at 7:30 p.m. in the Village Hall.
PRESENT: Mayor Anderson; Trustees Camp, Weiss, Wheeler; Attorney Oesterle;
Treasurer Silber; Supt. of Public Works Rogers; Police Chief Wall; Fire Chief
Millier.
ABSENT: Trustees Fleming, Pimentel, Searle.
OTHERS PRESENT: M/M Rothaus, Dooley Kiefer, Kay Newman, Carol Schmitt, Charla
Thorbecke, Blanche Maynes.
Mayor Anderson called the meeting to order at 7:30 p.m.
Moved by Trustee Wheeler, seconded by Trustee Camp:
VOTED to approve the minutes of the regular meeting held January 15, 1990 as pre-
viously furnished Trustees in photocopy form. Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.
Moved by Trustee Camp, seconded by Trustee Weiss:
VOTED to approve the Abstract of Audited vouchers dated 1/15/90 in the following
amounts: General Fund - $31,601.00; Sewer Fund - $25,552.41 and to add to the list
the bill from Phil Rodda for the installation of a boiler at the Fire Department
in the amount of $575.90. Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.
Mayor Anderson reported on the following: I ;
- Letter from resident on N. Triphammer Road relative to the condition of the road
edges and sidewalk resulting in NYTel's recent installation of ducts. The Mayor
reported that the telephone company has dropped in crusher run and will finish up
the work in the spring.
- Grievance Day was February 13 and not one property owner fron the Village appeared.

-Re Village of Lansing's notes of their December Board meeting referencing the
request by Bolton Point to appoint Noel Desch Administrative Commissioner, an act
which requires approval from all five municipAlities, the Mayor was instructed to
contact George Conneman advising him that the Cayuga Heights Board had not received
such a request and further, it would like to know the precise job description of
the position.
-New York State auditors are at present auditing the 1988 -89 records relative to
finance and compliance with State regulations.
-Re the proposal from Jim Dennis, Attorney Oesterle will comment in her report.
- Letter from Ted Wixom of Bolton Point re installation of water main blow -offs in
the the lower part of the Village - turned over to the Engineer for his review and
recommendation at a future meeting.
- Letter from Trustee Wheeler to the Board proposing that the Board consider urging
Department heads to plan their long -term capital needs. Treasurer Silber said
that he had already asked Department heads to discuss the issue with their respective
committees and to submit such a list with their budget proposals.
- Letter from Margaret Harding of County Office for the Aging re optional changes
in provisions for partial property tax exemption for senior citizens. Mayor
Anderson stated that the Village in 1986 adopted the $12,025 income level with
50% of assissed valuation exempted from taxation. The Board agreed to take no
action on the sliding scale with a limit of $15,625 annual income level and 20%
exemption.
- Letter to the Board of Trustees from lot owners abutting the closed portion of
Remington Road to be discussed later in the meeting. Also, a letter from the
Shepherds expressing concern that the explanation of the Remington Road issue which
appeared in the recent issue of Village Voices was somewhat incomplete and request
that clarification of the matter be included in the next issue.
Fire Chief Millier presented his mohthly report which has been filed.
Chief Millier reported that the truck committee is still working on specifications
for the new ladder /pumper truck. He requested that monies received from the in-
surance company and through sale of used fire equipment be used to make necessary
purchases.
Moved by Trustee Weiss, seconded by Trustee Camp:
RESOLUTION 4119 - AUTHORIZE PAYMENT OF PURCHASES WITH MONEY RECEIVED
VOTED to authorize the Fire Department to use monies received from the insurance
company for recovery of stolen items and from the sale of used fire equipment to
replace the radio and siren and to purchase three sets of turnout gear.
Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.
Treasurer Silber distributed and reviewed briefly the January Budget Status Report.
He referred to the proposal by Ciaschi, et al (copies of which Trustees had before
them) to audit Village records for the current year - 1989 -90.

Moved by Trustee Camp, seconded by Trustee Weiss:
RESOLUTION 4120 - ACCEPT PROPOSAL OF ACCOUNTING FIRM
VOTED to accept the proposal of Ciaschi, Dietershagen, Schaufler, Mickelson for
services as independent certified public accountants in connection with the Village
audit for 1989 -90 fiscal year, to billed on an hourly basis. Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.
The Treasurer requested Executive Session to discuss personnel matters.
The Attorney stated that her report consisted exclusively of items that need to be
discussed in Executive Session - pending and potential litigation and personnel
matters. It was agreed to do this at the end of the regular meeting.
Police Chief Wall presented his monthly report which is on file.
Chief Wall stated that No Parking signs have been installed on Oak Hill Road which
appears to be working effectively. He requested the Board set a date for public
hearing.
Moved by Trustee Camp, seconded by Trustee Wheeler:
RESOLUTION 4121 - PUBLIC HEARING TO CONSIDER PROPOSED LOCAL LAW #1 OF 1990
VOTED to schedule a Public Hearing March 19, 1990 at 7:15 p.m. in the Village Hall
to consider the adoption of a proposed Local Law No. 1 of 1990 entitled "Traffic
Control Law" which amends and supersedes Local Law No. 2 of 1986 - Section 7b -
(No Parking regulation). Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.
RESOLUTION 4122 - INCREASE MEO POSITIONS TO FIVE AND REDUCE LABORER POSITIONS
TO THREE
VOTED to authorize the addition of two MEO positions in the DPW for a total of five
and to reduce the number of Laborer positions from five to three and to so notify
the Personnel Department of this action. Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.
Motion by Trustee Camp, seconded by Trustee Wheeler:
RESOLUTION 4123 - AUTHORIZE JOB RECLASSIFICATION FOR LABORER QUICK
VOTED to authorize job reclassification from Laborer to Motor Equipment Operator
for Edwin Quick without change in salary, effective immediately. Unanimously
passed.

Supt. of Public Works Rogers mentioned the need for a compressor unit for the DPW
at an estimated cost of $11,000 to $13,000. He was instructed to investigate the
State Contract price.
Motion by Trustee Camp, seconded by Trustee Weiss:
RESOLUTION 4124 - RENEW BC /BS HEALTH INSURANCE COVERAGE AT INCREASED RATES
VOTED to renew the contract for health insurance with Blue Cross /Blue Shield of
Central New York, Regionwide II coverage, at monthly premiums of $142.50 for
Individual and $347.39 for Family, for the year April 1, 1990 through March 31,
1991. Unanimously passed.
Trustees Camp, Weiss and Wheeler voting yes.

RESOLUTION 4125 - ENTER EXECUTIVE SESSION
VOTED to enter Executive Session at 9:16 p.m. for discussion regarding pending and
potential litigation and personnel matters. Unanimously passed.

Motion by Trustee Camp, seconded by Trustee Weiss:
RESOLUTION 4126 - ADJOURN TO REGULAR SESSION
VOTED to adjourn to regular session at 10:54 p.m. Unanimously passed.

Moved by Trustee Camp, seconded by Trustee Wheeler:
RESOLUTION 4127 - LAW FIRM OF SUGERMAN ET AL TO REPRESENT VILLAGE
VOTED to instruct Attorney Oesterle to advise the law firm of Sugerman, Wallace,
Manheim & Schoenwald of Syracuse, New York to represent the Village in the lawsuit
with Rocco Lucente because of a conflict of interest. Unanimously passed.
