MINUTES of a Public Hearing - 6/18/90
MINUTES of a Public Hearing, duly published and posted, held June 18, 1990 at
7:15 p.m. in the Village Hall, to consider proposed Local Law No. 2 of 1990 -
Sewer Rents.
PRESENT: Mayor Anderson; Trustees Camp, Fleming, Wheeler; Treasurer Silber;
Supt. of P.W. Rogers; Police Chief Wall; Fire Chief Miller.
ABSENT: Trustees Pimentel, Searle, Weiss; Acting Attorney Oesterle.
OTHERS PRESENT: Betty Matyas.
Mayor Anderson opened the Public Hearing to consider enactment of proposed
Local Law No. 2 of 1990. The Mayor read Section 6 of Article XIV - Sewer Rents,
changing the interest added on all sewer rents unpaid after July to an additional
one per cnetum for each month and fraction thereof thereafter until paid. There
were no comments and the Hearing was declared closed at 7:20 p.m.

Minutes of a regular meeting of the Board of Trustees of the Village of Cayuga
Heights held June 18, 1990 at 7:30 p.m. in the Village Hall.
PRESENT: Mayor Anderson; Trustees Camp, Fleming, Wheeler; Treasurer Silber;
Supt. of P.W. Rogers; Police Chief Wall; Fire Chief Miller.
ABSENT: Trustees Pimentel, SEarle, Weiss; Acting Attorney Oesterle.
OTHERS: Betty Matyas.
Mayor Anderson called the meeting to order at 7:30 p.m.
Motion by Trustee Camp, seconded by Trustee Fleming:
VOTED to approve the minutes of a Public Hearing and regular meeting held May 21,
1990 as previously furnished Trustees in photocopy form with the inclusion per
Trustee Camp, of an additional comment made by Patty Mutkoski at the Public Hear-
ing: "How is construction and supervision going to be overseen, seeing how Jack
is a property owner? Has the Board given thought to the process ?" Jack Rogers
requested that Trustee Fleming's response be included also: "Jack does not make
policy; he does what the Board tells him." Unanimously passed.
Moved by Trustee Camp, seconded by Trustee Fleming:
VOTED to approve the Abstract of Audited Vouchers dated 6/18/90 in the following
amounts; General Fund - $98,659.99; Sewer Fund - $17,209.27 with the addition
of the insurance bill from Ithaca AGency for $83,600.47 and to change the account
charged for the storm door installed at 825 Hanshaw Road to A3410.48. Unanimously
passed..
Trustees Camp, Fleming and Wheeler voting yes.
Mayor Anderson reported on the following:
- Correspondence from Attorney Albanese in connection with the reopening of Reming-
ton Road as it relates to his client, Donald Cranz.
- Public Hearings re rate increase for NYTel.

- Materials received from Trustee Wheeler re state imposed sewer moratoriums.
- Notice of Action on two recent ZBA cases and Trustee Wheeler's letter relative
to brochure prepared by Mr. Garrison Evans, Senior Planner, to be used by members
of the various Zoning Boards of Appeal in Tompkins county. Trustee Wheeler urged
Board members to review the brochure with the thought of requiring the Village
of Cayuga Heights Board of Zoning Appeals to abide by this document.
- Letter from Trustee Wheeler with recommendations re traffic relief on N. Trip-
hammer Road, to wit, a 3 -way stop at the intersection of N. Triphammer /Winthrop
Drive and blinking signal "STOP AHEAD" at N. Triphammer /Hanshaw Road. Chief Wall
stated that he will contact Jim Napoleon for guidance regarding requirements for
installing such signs. It was suggested that these be in place before the start
of the new school year.
Motion by Trustee Wheeler, seconded by Trustee Camp:
RESOLUTION 467 - AUTHORIZE POLICE CHIEF TO PURCHASE STOP SIGNS
VOTED to authorize Chief Wall'to purchase stop signs to have on hand for possible
future implementation of the recommendation to install 3 -way stop signs at the
N. Triphammer /Winthrop Drive and Cayuga Heights /Hanshaw Roads intersections.
Unanimously passed.

- Letter from Gordon Kirkwood expressing concerns regarding increase in volume
and rate of speed of car and truck traffic on Cayuga Heights Road. Chief Wall
reported that as a result of comments made at a prior meeting by Messers. Myers
and Collyer, he instructed his officers to monitor traffic on Cayuga Heights
Road, and the results showed such comments regarding high rates of speed are not
borne out by the traffic speed monitoring.
-Midge Wilson re her view that all fire engines should be the color red for reasons
of safety.
-Copy of proposed Tompkins County Law re disposal of solid waste - hearing scheduled
for July 10.
-DEC - re revolving fund for expansion of Sewer Plant - they ask what the Village's
intentions are relative to 1 /expansion and 2 /overhaul and repair.
- Volume I of Cornell Campus Plan - the Mayor will get more copies for Board dis-
tribution.
Betty Matyas, reporting on CHCA activities, presented a list of new board members
and officers: President - Jim Bisogni, Vice - President - Fran Kozen, Secretary -
Sharon Free, and Treasurer - Sue McCutcheon. Terry Byrnes and Dennis Miller will
serve on the board for three -year terms each and Terry Minor will fill the term of
Bea Szekely for one year. She said that the Association's main focus this year
will be the newsletter with a few scheduled events during the year such as Barbe-
cue /Village Run, Meet the Candidates, etc.
Fire Chief Miller presented his written monthly report which is on file.
Chief Miller reported that the bid opening for the new

some discussion concerning the vehicle insurance cost as it relates to vehicles
actually in use and the Treasurer said he will meet with a representative from
Ithaca Agency and Jack Rogers, who asked to be included, to review the list of
vehicles currently in use by the D.P.W.
The question of possible overlapping of sewer plant coverage will be discussed also.
In connection with the Fire Contract between the VCH and Town of Ithaca and the
question raised by the State Auditor relative to the formula used to arrive at th e
annual charge to the Town, the Treasurer will investigate further into the Town's
contract with the City to determine how that charge is computed.
Police Chief Wall presented his statistical report which is on file.
Chief Wall reported that he has temporarily lost the services of part -time
Officer Van Vorce until September due to a home accident in which he was involved.
It was agreed to raise the fee for mowing by Village crews on private property
from $20 to $35 per hour.
The Mayor was instructed to write once again to Mr. Ginsberg and Mr. Timmons remind-
ing them of the Board action relative to their respective Zoning Ordinance violations.
Supt. of Public Works Rogers presented his monthly report which is on file.
Supt. of Public Works Rogers reported an increase in the hourly charge by Yaw's
Environmental Processes, Inc., in connection with the Borg - Warner special treat-
ment - a charge which is passed on to Borg - Warner in their monthly bill from
the Village of Cayuga Heights for special treatment.
Motion by Trustee Camp, seconded by Trustee Fleming:
RESOLUTION 46$ - ADOPT LOCAL LAW #2 OF 1990 - SEWER RENTS
VOTED to adopt Local Law #2 of 1990- Amend Article XIV - SEWER RENTS, Section 6
of the Village of Cayuga Heights Ordinances, stating that on all sewer rents un-
paid after July 1st, interest of five per centum shall be added for the month of
July, and an additional one percentum for each month and fraction thereof there-
after until paid. Effective 6/1/90. Unanimously passed.
Trustees Camp, Fleming and Wheeler voting yes.
Motion by Trustee Camp, seconded by Trustee Fleming to adjourn the meeting.
Meeting adjourned 10:00 p.m.
