Re: Report of the Police Department for March, 2013
In the month of March the police department received 315 calls for service. In addition to these calls, 78
uniform traffic tickets were issued and 14 parking tickets were written. A breakdown of the calls for
service is as follows:
There was 1 felony burglary complaint in which a rental property manager reported an attempted break -in
to an apartment building he was overseeing. No items were reported missing, although there were signs of
attempted entry. There are no suspects in this case.
3 misdemeanor complaints were handled including scheme to defraud and 2 incidents of larceny. Of the
two larceny complaints 1 involved 2 village street signs being taken from Texas Lane and Northway Road.
The DPW was notified and the signs were replaced. There are no leads at this time. The remaining larceny
complaint was reported as a stolen bicycle. The complainant located the missing bicycle the next day. The
incident of fraud included a fraudulent phone call made to a resident stating that they had won a lottery and
would need to send a specific amount of money in order to claim their pri ze. The complainant has not
reported any further contact from the suspect company.
6 penal law violations were handled including 2 for harassment, 2 for drug possession, 1 for disorderly
conduct and 1 for trespassing. The first harassment call came in from an employee of Kendal of Ithaca in
which the complainant states she is being harassed by an ex-boyfriend. The investigation of this case is
still active. The second harassment complaint involved a juvenile receiving multiple requests for
interaction via internet gaming. Necessary advice was rendered to the parent and no other information has
been reported. 1 of the drug possession complaints came in as an odor of marijuana being present in the
college townhouses. A college age student was found to be in possession of marijuana and an arrest was
made. The second incident took place after an odor of marijuana was detected during a traffic stop. The
driver forfeited paraphernalia and traffic violations were issued. An offense of disorderly conduct was
committed during an employee dispute at a local business. Possible charges may be filed pending further
investigation. A trespass of property was reported by the on duty officer involving two college students
who were attempting to climb the Jessup Rd. fence. A no trespass sign was clearly visible and the officer
rendered necessary advice to the students.
There were 6 calls for Local Law violations. 3 for dog control, 2 for noise and 1 for soliciting without a
permit. 2 of the 3 dog control complaints were reported as loose dogs in the area. The officers on duty
were able to make contact with the pet owners and warnings were issued. The 3 rd complaint involved a very
aggressive dog chasing a pedestrian who was running on village roads . After the dog owner was identified
and contacted a local law citation was issued due to the extreme fear the dog caused. The 2 separate noise
complaints were both reported as loud music coming from a local fraternity house. Officers responded and
found the fraternity to be conducting a “mixer”. The house president was issued a local law violation. The
soliciting without a permit complaint was reported as a suspicious person going door to door. The suspect
vehicle was identified by the on duty officer and contact was made with a person selling meat products. A
verbal warning was issued by the officer stating that a solicitor permit would need to be obtained for future
sales within the Village of Cayuga Heights.
In summary a total of 6 arrests were made. 1 for unlawful possession of marijuana, 1 for Local Law dog
control, 1 for local law noise, 1 for suspended registration and 2 for execution of active warrants.
6 Motor vehicle accidents were investigated, 1 of which involved a deer. There were 2 additional deer
incidents which occurred. Both involved deer tags being found on deceased deer within the village. Tags
were turned over to the Cornell deer management program.

178 hours.
Sincerely,
Chief James Steinmetz
