SUBJECT: PROGRESS REPORT – POLICE DEPARTMENT POLICY REVIEW PROJECT

Chief Steinmetz has previously provided me with fifty eight separate General Orders which
govern the operation of the Village of Cayuga Heights Police Department. All of the policies
have completed an initial review.
The initial review process has indicated that these almost all of the directives were “boiler
plated” from another police agency of similar size and composition. A process that is widely
used and accepted in the law enforcement profession.
However many of the polices were not amended to adhere to the hierarchy of the Cayuga
Heights Police Department, the established practices of the police department and/or have not
been reviewed or updated to insure their compliance with legislative changes, case law
decisions or changes in the modern day law enforcement practices.
I am now in the process of completing a second more comprehensive review of each individual
directive and conducting an in-depth analysis of each directive. My analysis will include a
determination that the policy, in its current form, meets the standards of current law
enforcement professional best practices, legislative changes and case law interpretations or
requires amendment, revision or deletion.
Upon submission of my final report to you and the Board of Trustees each policy will have an
explanation of the findings and recommendations for corrective actions or amendments to
insure that the Village Police Department will operate in a manner that promotes
professionalism, increases community support and protects the municipality from undue risk
and liability.
It will also include recommendations for additional policies that are currently not adopted by
the Cayuga heights Police
I anticipate the final report will be submitted to you and Chief Steinmetz no later than October
25, 2012.
