Brent,
Your comments are definitely in agreement with what we (Wade, Dan, and l), have discussed and agree upon. We
would add that, if TMDLs are to be implemented, the Monitoring Partnership should be the leading stakeholder, and
an active participant on the development of the plan. + I .,'4gxt+llt- -

The SiC will meet tomorrow at midday and we will find out what the official position of the IAWWTF would be.
Best regards,
Jose

Subject: Cayuga Lake Modeling Project
Jose,
Thank you for your time to discuss the pending Cayuga Lake Modeling Project that the NYSDEC is proposing as a
condition to the Cornell LSC SPDES Permit. As we both have similar thoughts on the potential impact if such a condition
on the lthaca Area WWTP and the Cayuga Heights WWTP, I have drafted the following comments that I want the
Village to considered sending to the NYSDEC in as public comment in reaction to the pending LSC permit renewal.
t. The Village is one of only three point source that is regulated by a permit to discharge into the south end of
Cayuga Lake.
2. The combined phosphorus loading of the three point sources accounts for a relatively small portion of the
total phosphorus contributed by the numerous non-point sources that discharge into the south end of Cayuga
La ke.
3. The Village of Cayuga Heights requests that non-point sources be identified in the watershed study so that
they can be included in'the evaluation of the phosphorus analysis of the south end of Cayuga Lake,
4. In the event that the study results in the implementation of a Total Mass Daily Loading regulation, the Village
of Cayuga Heights requests that the NYSDEC coS>gl'dEr regulation of all point and non-points sources on an
equalsample/testing metric basis. '/ ff!yl*1-
Do you have any suggestions or recommendations for alternative language? Will the IAWWTP have any similar
comments?
Sincerely,
Brent Cross
