Mayor Supron opened the meeting at 9:07AM
Treasurer Mangione stated she would be attending a three day class in Solvay for Advanced
Municipal Accounting the rest of the week.
Treasurer Mangione: Looking at the “Fast Facts Summary Sheet”. If we make no changes to the
Tax Levy it will meet the criteria of the State and meet the 2% Tax Cap. Comparing last year
and this year - the Tax Base is down from the 2012 Budget and accounts for some of the
increase. Our revenue is estimated to be just short of $3.6 million. Surplus will cover the capital
expenses as discussed at the April 16th meeting: $90,000 for CHFD air packs, bond payments
and $90,000 for Marcham Hall renovation –now exceeding the goal established for surplus
spending. $100,000 has been put into contingency funds - this is an estimate – could be slightly
higher or slightly lower.
Trustee Andolina reiterated that the Capital items will be:
Air packs $90,000
Marcham Hall renovations $90,000
Deer Remediation $75,000
Treasurer Mangione indicated that none of the $360,000 Surplus for the current fiscal year has
been used yet. We will know more when the end of the year spending has been completed.
There is an excess in revenue of $500,000 for this fiscal year. DPW will be spending the rest of
its budget for capital projects on road work. Delayed spending until the spring assures lower
asphalt costs. Each department has gone above and beyond not to spend down or over spend
their budgets. Of course the easy winter has helped with keeping costs down as well.
The Board will need to decide how much to pay down on the bond anticipation notes prior to
refinance. The State recommends paying some of the principle along with refinancing.
However, there are two ways to accomplish this – refinance as bond anticipation notes - one or
both; or roll them into bonds. For example, the fire truck has a balance of $230,000 – should the
Village pay $30,000 and finance $200,000? Or, do we pay more and refinance less. Part of what
is in surplus includes the amount from the Town of Ithaca. They have completely paid their
portion of the truck.

Chief Steinmetz requested filling the open full-time position in the Police Department. He
would like to start the process and advertise the position.

Resolution #7084 to authorize, pending approval of counsel, Chief Steinmetz to advertise the one
full-time police position as soon as possible.
