I hereby subn iit the annual report of activities of the Cayuga Heights Police Department
for the year e iding 2011.
The Police D partment has experienced some personnel changes during the year. The
full time offi ers have remained intact with the changes being reflected in the
department's part time employees. After 10 years of dedicated service Officer Karl
Bowers stepr cd down and I would like to take this opportunity to thank him. This left
the departme it with two vacancies for part time police officer. An interview process was
initiated, and as a result we welcomed Officer James Landon and Officer Pete Huges to
the departme it. Both have prior law enforcement experience and have already shown
their worth t the village and its residents. I would also like to greet James Conlon who
was hired in a department's part time police clerk's position. James retired from the
Ithaca Collet Campus Safety Division after 22 years of service, the last 10 as a
dispatcher. I le is very capable and a perfect fit within our department. Lastly I would
like to also e nbrace Valerie Caward, an additional School Crossing Guard who is utilized
when covera a is needed.
The 2011 ye continued to challenge the Police Department, as with every municipality,
with increased demands for service and increased work loads,while maintaining the
same departy ent resources. We were able to meet these challenges by using the newly
implemented (December 2010), county wide"Spillman" system. Spillman incorporates a
Computer Ai ded Dispatch, Mobil Data, and Record Management Systems. One of
Spillman's si rongest assets is a county wide, shared data base that can be accessed by all
county law a ifercement agencies that are on the system. Another value is the search
ability of thi data and the reports that can he generated from it. The system continues to
be a work in progress as we further learn it's capabilities. The Village's Deer
Remediation Program is still a topic of high interest. The Police Department will
continue to r enter the project to insure the safety of the village, and its resident's.
In the fall of 2 10 the Police Department, for the first time ever, applied for an S.T.E.P.
Grant, (Stratel is Traffic Enforcement Program),through the NYS Governors Traffic
Safety Commi Ltee. The department was awarded the grant with the applied emphasis
being on pede trim safety in the Comers Community area and school zone speed
enforcement e are looking forward to implementing these special details and will
continue to ap ly for future traffic grants.
When the 201 data is analyzed it reveals a consistent number of felony,misdemeanor,
and violation domplaints handled when compared to 2010. There was an increase in the
number of Vil age Ordinance complaints handled as the result of additional Dog Control
Law violation being reported. Overall the department incurred a 7%increase in the total
number of cor iplaints handled this year. The number of arrest nearly doubled this year
with misdeme inor, violation,and warrant arrest reflecting the most increase.
The departmej it saw an increase in the number of Vehicle &Traffic Law arrest, and
tickets issued. V&T misdemeanor arrests doubled and the number of speeding tickets
issued increased by 70%. The numbers reflect a 17%rise in the total number of tickets
issued for the ear. Parking tickets remained consistent with last year. The other figures
were relative] proportioned as in the previous year.
The departme is proposed 2012 goals and objectives are to maintain our commitment to
providing the community with a strong, service oriented police department. This was the
foundation on department was built on,and is one of the many reasons that our village is
unique. With he use of continuing education, professional development, progressive
training,and dated equipment we can meet this challenge. As we increase our
knowledge of he Spillman System we hope to utilize our data for tracking incidents and
criminal trend so we can target department resources as needed. Another priority will be
Vehicle&Tra ffic enforcement with emphasis placed on pedestrian safety and speed
enforcement.
