Absent: Trustee Crooker
Mayor Supron called the meeting to order at 9:35AM
County Local Waterfront Revitalization Plan – Trustee Riesman gave an overview of the Plan.
The Village of Cayuga Heights was the only municipality who did not sign the plan within the
County. It wasn’t that the Village was opposed to the Plan – it just wasn’t high priority on the
Village’s agenda. The County is ready to revisit the Plan – this about protecting and revitalizing
the waterfront – even thought it has no impact on the Village, the Village should show it’s
support. Trustee Riesman continued that with the Village signing onto the Plan – would allow
the County to then formally apply to the State for a grant. There is no financial obligation to the
Village. She feels strongly about this plan and is asking the Board to read the information that
will be provided and then at the next meeting she will put a resolution on the table for
consideration.
Attorney Marcus – the Bolton Point Water Commission is undertaking 2 capital projects. Some
of the documentation has already been given to the Board. In order to fund the 2 projects there
will be a bonding process.
The first step would be for the Village to the sign off on the two SEQR reviews. Southern
Cayuga Lake Intermunicipal Water Commission operates as if they were a separate municipality
having been granted the necessary authority by the five participating municipalities. They, as an
entity, have undertaken the SEQR review and completed it for each of the two projects: the new
tank at Burdick Hill and the replacement of mains on N. Triphammer. To inform the
participating municipalities of its intent and to make each municipality familiar with these
projects, the Commission has created a resolution for each of the municipalities to consider
confirming the awareness that the Commission has completed the SEQR process for the two
projects.

Resolution # 7110 to acknowledge and affirm the results of the Bolton Point Water
Commission’s SEQR review and to authorize Mayor, Clerk and Attorney for the Village to take
such steps and execute such documents as may be necessary, desirable and/or appropriate to
effectuate the intent of this resolution.

The second item would be the Supplement to the Agreement of Municipal Cooperation for
Construction, Financing and Operation of an Intermunicipal Water Supply and Transmission
System Relating to 2012 Burdick Hill Tank Project (New Tank No. 1). Attorney Marcus read
portion of the resolution. He also indicated each of the five municipalities are completing and
signing the exact same supplement.

Resolution # 7111 to enter into the Supplement Agreement of Municipal Cooperation for
Construction, Financing and Operation of an Intermunicipal Water Supply and Transmission
System Relating to 2012 Burdick Hill Tank Project (New Tank No. 1) and to authorize the Mayor
to execute this agreement on behalf of the Village.
Discussion: Trustee Szekely confirmed that revenue from water usage within the Village is used
to cover the indebtedness. Mayor Supron explained that it is all done through the budget and the
water usage. Trustee Andolina indicated that the burden is looked at every year and the water
usage charge is adjusted accordingly.

Attorney Marcus gave a brief history of the Bond Resolution document and explained that the
document goes into detail about the Village’s share of the amount of the Bond. This is the
document that must be approved by a “super” majority – or five out of seven members of the
Board. There is also a requirement for the Clerk to certify the document, publish it in the legal
notices and post the document in 5 locations within the Village. Once this has occurred there is
another certification and then the necessary documents will then go to the Bond Counsel who will
issue other items. Attorney Marcus declined to read the entire document into the minutes.
(NOTE: a copy of the Bond Resolution follows resolution 7112 with signatures obtained after
this special meeting)

Resolution # 7112 authorizing the issuance of $2,000,000 Joint Serial Bonds of the
Village of Cayuga Heights, the Village of Lansing, and the Towns of Lansing, Ithaca and Dryden,
all in the County of Tompkins, New York, to Pay the Cost of Water System Improvements for the
Burdick Hill Road Tank / N. Triphammer Road Water Main Project and authorize the Mayor to
execute this agreement on behalf of the Village.

Treasurer Mangione – Sherpa Technologies Agreement
Sherpa Technologies has submitted a revised renewal IT services contract. Treasurer Mangione
has changed it slightly. The Village will receive a status report of when, who the work was done
for, how long it took – these are standard in the industry. This has not been done in the past and
we were not able to identify work done with time charged. In the instance he needs to be here
over the two hours will need to be approved prior and why.
There have been failures of equipment recently. One was Chief Steinmetz’s machine a couple of
months ago, Mr. Cross’s machine just the last week as well as Court Clerk Kannus’ machine
decided to malfunction at the same time. Thankfully Mr. Cross’ machine was still under
warranty and should be back soon. These revisions to the renewal contract for maintenance will
move the Village in the right direction to stay on track.
The rate of the contract is a good rate in this business. They have been very helpful in identifying
quotes for the replacement equipment and software. They are compliant with the NYS
purchasing agreements. Currently we are working without a contract and would like to see a
resolution to sign the contract.

Resolution # 7113 to authorize Mayor to sign annual Managed IT Support Services
Agreement commencing June 1, 2012 through May 31, 2013

One item was missing from the Monday’s abstract # 1. The Citi Bank credit card still has an
outstanding amount on the statement. This is related to the fraudulent charges that were made
after a legitimate charge at Home Depot to charges in England. There were other charges that
were not included on the affidavit from the original statement. This statement has a due date of
July 1st and is obviously needed prior to the July 9th meeting.

Resolution # 7114 to approve Citibank voucher #27 in the amount of $1,373.79 in order
to avoid a late fee and instruct the Treasurer to make payment thereon.

Mayor Supron opened the discussion for the sidewalks in the Village. Some have not been
maintained and the there is a Village Sidewalk Maintenance Plan but has not been followed.
Trustee Szekely suggested that the Village intern, Mr. Tenant, be given the task to do a sidewalk
inventory – noting where the sidewalks with the most damage is determined. Once this inventory
is done, the Board will have the information to determine the repair schedule for the future.

Trustee Riesman added that the second sidewalk in disrepair is on White Park Rd. The worst
disrepair is in front of the Uhlig’s house. In the Public Works committee it was discussed with
the cost would it be better to remove the sidewalk instead of repairing it. Is the sidewalk being
used? She further advocated for repairing sidewalks instead of removing in the sidewalks to
promote a safe and walkable Village. In this particular case this sidewalk connects with others.
It was further decided that the Board will continue to gather information regarding sidewalks and
their condition to be able to discuss this further at the July 9th meeting.
