Superintendent Tamborelle submitted a list of officers for the Cayuga Heights Fire Department
for approval by the Board of Trustees as follows:

Department as elected by the Cayuga Heights Fire Company, approved and forwarded for
consideration by the Fire Council of the Cayuga Heights Fire Department, and presented by

Schedule a Public Hearing for the proposed Local Law “C”, establishing Annual Sewer Rates, as
defined in Article XII, Sewer Rents, of the Village of Cayuga Heights Articles
#7070 Schedule a Public Hearing for the proposed the proposed Local Law “C”, establishing Annual
Sewer Rates, as defined in Article XII, Sewer Rents, of the Village of Cayuga Heights Articles to begin
at 7:05 PM April 16, 2012, at Marcham Hall.

Discussion – the purpose for this change in billing is to remove the sewer rents line item
from the Village tax bill and insert a new line item for Sewer Rents on the current Water
Billing through Bolton Point. This change for sewer billing is based on water
consumption. Superintendent Cross did a comparison with the available NYCOM
resources and with other municipalities in Tompkins County. The rates range from
$2.90/1000 gallons (Dryden and Trumansburg) and up to $6.16/1000 gallons in other
counties. The Village is proposing a rate of $2.15/1000 for inside the Village and
$3.22/1000 for outside the Village. (See a copy of the spreadsheet used to determine
rates located at the end of the minutes)

Discussion of proposed Local Law “B” – Tax Cap Override – the public hearing was held
at the March 12, 2012 meeting but was not voted on due to not having a 60% quorum
present at that meeting.
Treasurer Mangione indicated that the Village could raise $2.3 million without exceeding
the Tax Levy Cap. The only items that are to be excluded is that amount that is
considered excess in the increase in the retirement costs – for both DPW and Police
unions – which was not a significant number.
One line item that can be adjusted is by applying an increase in the trash tag pricing and
stricter enforcement of the weight limit that is already in effect.
The Cayuga Heights Police Dept provides coverage to the Town of Ithaca during court
sessions. The contract has not been revised in several years. The current rate is
$150/court session and has not changed since 2006. This renewal will be revised.
Treasurer Mangione again suggested that the approval of the Tax Cap Override is as a
precautionary measure in the event that the levy exceeds the 2%. If this was to happen,
we may loose the state aid. The assessed value has changed from last year decreasing
from $383,389,414 to $378,159,414. With the 2% cap in place, the levy would be close.

Report of the Clerk – Mills
She will provide the monthly report for the April 16th meeting
Report of the Attorney – Marcus
Attorney Marcus would like to defer until the end of the meeting and in a private Attorney-Client
session.
Report of the Treasurer – Mangione
BPJS cleaning services has provided an adjusted monthly estimate from $970 to $790 with a term
of net 15 instead of net 30. He would bill at the beginning of the month and the Village would
pass the Abstract in time (usually) to meet this deadline. He also said there would be an
additional startup of $175 to bring the building up to the standard of cleanliness and he would
then be able to continue at a weekly maintenance schedule. He will be using environmentally
safe products and provide a vacuum cleaner for on site use. He is fully insured. The Board
would like to have a confidentiality statement on file.
#7072 Resolution to approve initiate a relationship with BPJS Cleaning Services for a period of
three (3) months and then re-evaluate the services at a cost of $790 per month with a startup cost
of an additional $175.

Discussion – Clerk Mills will contact Maid in Ithaca and terminate their services as of
May 1, 2012. The probation department with the Sheriff’s department will provide
specific project needs. Cleaning supplies have been purchased and will be kept upstairs
in the Clerks storage closet. The Board requested to have the cleaning be done two days
during the week.

Trustee Privilege of the Floor
Trustee Szekely received a note of thanks to the DPW crew from Martha Brodhead, 324
The Parkway, that on Friday, March 16th, she had some issues with tree debris that had to
be picked up received instant help.
The full Board needs to be aware that Asst Superintendent Frisbie is drafting a revision of
the pruning policy. NYSEG had an outside vendor trimming trees and doing work
without notifying the Village office.
Trustee Szekely would like Clerk Mills, as the Village Election officer, to note some
suggestions that were a result of the recent election forum held at Kendal on March 14th.
o There should be a name plate for each candidate on the table that can be easily
read from anywhere in the room.
o The Moderator should be briefed before hand concerning which candidates for
election are standing for which party. Question collection should be clearly
explained so that the audience is aware where to submit their questions and if they
will be collected throughout the forum.

Treasurer Mangione indicated that the Water, Sewer and Capital Funds’ budget still need
to be reviewed and the Capital Fund should be reviewed by the Finance Committee make
determinations regarding Bond Anticipation Notes which mature in May 2012. Trustee
Andolina added that the committees should meet to look at the line items that still need
fine tuning. Treasurer Mangione continued saying that the figures discussed at the
Budget workshop on March 29th will be ready in the next couple of days and will be
distributed to the Board.
