Reason for Plan
Required by FEMA/NYSEMO, in order to be eligible for federal/state
grants, and potential reimbursement of federal/state funds after a
major disaster happens to assist in recovery
To ensure everyone involved understands role in emergency situations to
prevent unnecessary delay in service,
To ensure continuity in service to the residents
To promote quicker recovery after incident occurs,
Plan Design
Based on FEMA, NYSEMO, and Tompkins County Plan
A constantly evolving document, Main body not very fluid, appendices
are ever changing depending on needs of Village
VCH multi-disciplinary approach
Allows for central location information on various emergencies that the
village could encounter (resource listing, communications,
command center/structure, designated areas of responsibility, etc)
Training requirements set
Freedom of Information Law issues
Appendices
Actual working portion of the document
Security of Plan
Still needs to be done by this board/Mayor
Emergency Planning Committee Chair Person, and committee
members,
Designation of PIO,
Timeline for training
Resolution adopting plan (sample in plan)
