Mayor Supron called the meeting to order at 7:02 PM
Approval of Minutes – November 14, 2011 and December 5, 2011
Motion: Trustee Szekely
Second: Trustee Karns
Resolution #6990 to approve November 14th minutes as submitted.
All approve – no nays - Motion carried

Second: Trustee Riesman
Resolution #6991 to approve December 5th minutes as submitted.
All approve – no nays; Trustee Karns, Andolina, Crooker abstained –
Motion carried
Report of Fire Superintendent Tamborelle
Fire Superintendent Tamborelle was not in attendance. He previously submitted his report
to the Board.
Report of Asst. Superintendent of Public Works Frisbie
Asst. Superintendent of Public Works Frisbie previously submitted his report to the Board.
He stated the Capital Projects were 100% complete and leaf pickup is scheduled to continue
until December 15th. They are allowing for pickups to continue one week after the 15th if the
DPW needs the extra time to complete all pick ups.
Privilege of the Floor (PoF)
Mayor Supron read the proposed revised Privilege of the Floor (PoF) guidelines

Resolution #6992 to adopt the revised POF guidelines.
All approve – no nays - Motion carried

Report of Mayor Supron
Marcham Hall addition – Mayor Supron gave an update on the addition project. The
Zoning Board of appeals has approved an area variance. The Planning Board has approved
the site plan review. Larry Sharpsteen has been hired to cost out materials in an effort to
save money.
Deer management update- Mayor Supron gave an update on the Deer Management Plan.
She is currently working with Paul Curtis from Cornell on a contract to track the deer
population. A contract is also being worked on with White Buffalo regarding the
sterilization and culling of the herd.

Resolution #6993 to authorize the Mayor to sign a contract with Cornell not to exceed
$25,000 to estimate deer abundance.
All approve – no nays - Motion carried
Motion: Trustee Andolina
Second: Trustee Crooker
Resolution #6994 to authorize the Mayor to sign a contract with White Buffalo not to exceed
$35,000 and is contingent on insurance feedback from NYMIR regarding the sterilization
and culling of the herd.
All approve – no nays - Motion carried
Proposed Local Law “J” – Weapons Discharge. Mayor Supron explained an overview of the
proposed Local Law.

Resolution #6995 to schedule a Public Hearing for 9 am Wednesday, December 21st at
Marcham Hall.
All approve – no nays - Motion carried
Cayuga Lake Watershed Intermunicipal Organization has made an annual dues request.
Motion: Trustee Karns
Second: Trustee Hamilton
Resolution #6996 approve the annual dues request of $900 to the Cayuga Lake Watershed
Intermunicipal Organization.
All approve – no nays - Motion carried

Tompkins County Council of Government (TCCOG) has made an annual funding request.
Motion: Trustee Szekely
Second: Trustee Karns
Resolution #6997 approve the annual funding request of $250 to TCCOG.
All approve – no nays - Motion carried
Motion: Trustee Karns
Second: Trustee Riesman
Resolution #6998 approve an additional $100 contribution to TCCOG towards the
December 1st meeting.
Ayes- Trustees Karns, Riesman, Hamilton, Szekely, Crooker, Mayor Supron
Nays – Trustee Andolina
Motion carried
Courier Newsletter – In lieu of the Courier Newsletter, an informational mailing with Village
information and updates will be mailed to residents using the funds originally set aside for
the Courier.
Report of Police Chief Boyce
Sergeant Steinmetz attended in the place of Police Chief Boyce. Police Chief Boyce
previously submitted his report. Sergeant Steinmetz added to the report a felony DWI arrest
was made in November.
Resolution to sell the cage that was removed from the old #124 to the Vestal PD for $100.

Resolution #6999 authorizing Police Chief Boyce to sell the cage that was removed from the
old #124 to the Vestal PD for $100.
All approve – no nays - Motion carried
Report of Superintendent of Public Works Cross
Superintendent of Public Works Cross was not in attendance. He previously submitted his
report to the Board.
Report of Clerk Mills
Deputy Clerk Podufalski attended in the place of Clerk Mills. Clerk Mills previously
submitted her report.
Resolution to waive penalty late fees on water bill due to family death out of the country.

Resolution #7000 authorizing Clerk Mills to waive the $19.23 late fees on water bill Y6315 – 330 N
Sunset Dr, due to the owner attending an immediate family death out of the country during the
November payment due date.
All approve – no nays - Motion carried
Report of Treasurer Mangione
Treasure Mangione presented her submitted report
Treasure Mangione asked that the resolution to add Court Clerk Patricia Kannus as a signer
on the four Justice accounts be tabled.

Trustee Riesman informed the Board the gym was no open and that Tera Rose was
moving to Triphammer Rd.
