RE: September Update
1. As the new crosswalk on N. Triphammer Road is nearing completion, one the last pieces of
the project to be installed is a new lamp/post at the south end of the new island. This
lamp/post will be the same as the others that are located in the other islands to the north.
Since all of the street lights in the Village are owned and maintained by NYSEG, they need
the Village to authorize them to add the new lamp/post to the current inventory which is
billed to the Village on a monthly basis under PSC Service Class-III. This means that the
new pole will add $5.50 and the new lamp will add $7.52 to our monthly street lighting bill.
This requires the following resolution:
RESOLUTION XXXX: To authorize NYSEG to install one new 18’ (or less) fiberglass
lamp post and one new 70W post top light at the new island on N. Triphammer Road, at
cost of $5.50/month for the post and $7.25/month for the lamp.
2. I was recently asked by former Trustee Frank Collyer about the status of a NYSEG program
to replace all existing mercury vapor lights (bright white light) with high pressure sodium
(yellow colored light). According to NYSEG’s Chris Argetsinger, they are continuing to
implement that program, but some of the older style lights are still working and they don’t
replace them until they fail.
3. With the design of the court addition nearing completion, I am anticipating the building
permit process for the project. This is a topic that I need the Trustees feedback on. The one
project is in the past that required “full review” was the new fire station about 10 years ago. It
has a lot coverage of more than the 15% allowed and may have also exceeded the
allowable height. As a government use building, the local municipality has the right to waive
its own process. In the case of the fire station, the Trustees chose to submit the project to a
“full review” which included ZBA approval.
Since the land that the Village owns is a relatively small “island” parcel, it is likely that the
proposed new additional footprint will exceed the 15% allowable lot coverage, and the 30’
required side/rear setbacks. Therefore, as the Zoning Officer, I need to know if the Trustees
want this project to be reviewed by the ZBA.
Also, I have discussed the issue of Planning Board Review with Attorney Gutenberger, and
we both interpret that the project is not subject to Site Plan Review because it is not a new
use or a change in existing use. Unless the Trustees require otherwise, this project will not
be submitted for review by the Planning Board.
4. The new DPW radios have been delivered and will be put into service immediately. This will
allow us to proceed with the removal of the antenna pole in the back yard of Village Hall.
5. As a reminder, the Village needs to keep momentum on the implementation of the new
Sewer billing method as soon as possible as the budget season approaches.
