VILLAGE OF CAYUGA HEIGHTS
PROPOSED LOCAL LAW "F" OF THE YEAR 2011
A LOCAL LAW CONSOLIDATING THE POSITION OF VILLAGE CLERK AND
VILLAGE TREASURER AND ESTABLISHING THE POSITION OF
“CLERK-TREASURER”
Be it enacted by the Board of Trustees of the Village of Cayuga Heights as follows:
SECTION I. PURPOSE AND INTENT.
The Board of Trustees of the Village of Cayuga Heights (the “Village Board”) finds,
pursuant to the authority granted to the Village Board under the Village Law of the State of
New York, that it is desirable for the good government of the Village of Cayuga Heights, its
management and business, the general welfare of the inhabitants and property of the Village
of Cayuga Heights, to provide economical and efficient overall direction and coordination
of the day-to-day activities of the Village of Cayuga Heights, and that it is in the best
interests of the Village of Cayuga Heights to create an office of Clerk-Treasurer and to
authorize the Village Board to appoint an individual to the position of Clerk-Treasurer, all
in accordance with the further terms and provisions of this Local Law.
SECTION II. AUTHORITY.
This Local Law is enacted pursuant to the grant of powers to local governments provided for
in (i) Section 10 of the Municipal Home Rule Law to adopt and amend local laws not
inconsistent with the provisions of the New York State Constitution or not inconsistent with
any general law relating to its property, affairs, government or other subjects provided for in
said Section 10 of the Municipal Home Rule Law and (ii) Section 3-300 of Village Law.
SECTION III. CONSOLIDATION AND ESTABLISHMENT OF CLERK-TREASURER
POSITION.
As of the effective date of this Local Law the position of Village Clerk and Village Treasurer
shall be consolidated into one position to be known as the Village of Cayuga Heights Clerk-
Treasurer.
APPOINTMENT; COMPENSATION.
The appointment and compensation for such position will be fixed and determined
by the Board of Trustees.

GENERAL POWERS AND DUTIES
The individual duly appointed to the position of Clerk-Treasurer shall assume all
duties as provided for under Sections 4-402 (Village Clerk) and Section 4-408
(Village Treasurer) of the Village Law. If an individual is duly appointed to such
position by the Board of Trustees, any reference to the Village Clerk, Village
Treasurer, or Village Clerk-Treasurer in the Village of Cayuga Heights Laws and
Ordinances, will be deemed to be a reference to the Clerk-Treasurer, and the duties
of such office will be assumed and performed by the Clerk-Treasurer.
SECTION IV. SUPERSEDING EFFECT.
All Local Laws, resolutions, rules, regulations and other enactments of the Village of Cayuga
Heights in conflict with the provisions of this Local Law are hereby superceded to the extent
necessary to give this Local Law full force and effect.
SECTION V. VALIDITY.
The invalidity of any provision of this Local Law shall not affect the validity of any other
provision of this Local Law that can be given effect without such invalid provision.
SECTION VI. EFFECTIVE DATE.
This Local Law shall be effective as of ________________________________, 2011.
