DATE: July 18, 2011 TO: Public Works Committee FROM: Brent Cross, Village Engineer RE: Crosswalk on The Parkway at E. Upland Road BACKGROUND: There have been various requests from the public for a formal crosswalk across The Parkway at the north side of E. Upland Road. NEED ASSESc;MENT: This request has been discussed at past Public Works Committee meetings and deemed to be a reasonable request to be investigated for safety and feasibility of installation. Since the sidewalks along both E. Upland and The Parkway �rovide access to the Elementary School, there is justification to make crossing these intersections to be as safe as possible. EXISTIG CONDITIONS: There are currently sidewalks on the south side of E. Upland Road and on the west side of The Parkway. The curbs have all previously been constructed with curb "ramps" to allow HCP accessibility at these locations. There are stops signs in all directions at this intersection. The horizontal and vertical alignments are quite straight in both directions, except for a slight down grade from east to vest on E. Upland. This allows for good site distance is all directions. SAFETY ANALYSIS: Based on the "clean" features of the intersection, the delineation of the crosswalk at this location should enhance the safety of this crossing. It is my opinion that no additional signage is needed to announce this crosswalk as it is located at a controlled intersection which is already in compliance with MUTCD for stop sign requirements. The CH Police Chief has ordered the installation of this crosswalk on a trial 120 day basis with no know problems identified FEASIBILITY: Since the sidewalks, curb ramps, and stop signs are already installed, this project would only r quire the "painting" of the stripes on the pavement. The! DPW has recently purchased a new painting machine and should be able to maintain the line striping on a regular basis (probably twice per year) without adding any cost to the annual budget. RECOMMENDATION: The p rmanent installation of this crosswalk will require approval of the Village Tr stees. Therefore, I recommend that the Trustees pass a resolution to authorize the temporary crosswalk installation to remain as a permanent pedestrian facility. - e;, z' A 4
