1. Sewer Rents: I had a meeting with Jeff Silber, Mary Mills, Kristin Gutenberger to discuss
what needs to be done to allow the Village to change our current sewer billing basis
from equivalent household units to water consumption. Fortunately, the existing
legislation is contained the relatively brief Article XI I: Sewer Rents. This local law is
intended to address how the Village properties are charged for sewer. It does not
address how "outside" customers, which are addressed through a separate contractual
agreement between the Village and the served municipality. Kristin is planning to have a
draft local law to revise the current ordinance before the meeting. Provided that the
Trustees are comfortable with the proposed language, we will need to set a public
hearing for the next meeting. Assuming that this process moves forward without delays,
the new language will be in place in time for use in the calculation of budget FY'11-'12.
2. Sheds: Kristin is revising the previous version of the proposed local law as discussed at
the last Trustee meeting. Provided that the revisions are acceptable, we will need to
schedule a public hearing for the next meeting. In the meantime, it has been determined
that Mr. Sigel's appeal will need to be acted upon by the ZBA prior to the passing of the
new local law.
3. 825 Hanshaw Road: During the painting project, misc. needed repairs were identified.
We have received a written quote for the following work from Beaver Dam Construction:
-extend roof overhang over the living room windows.....$1,050 plus materials
-build new shed roof over existing porch flat roof..........$1,200 plus materials
If you wish to proceed with this work, you will need to pass a resolution to authorize the
work and identify the specific account to be charged.
4. Emerald Ash Borer: Andre Bensadoun has provided a recommended strategy for
dealing with the EAB problem, which includes budgeting funds for the next 3-4 years.
He also suggests that we don't wait for the next budget cycle to get started. Therefore,
he recommends that we treat 1/3 of our 108 inventoried trees this winter. The cost
would be 36 trees at $50-$75/tree. We would get a firm quote from one or more
vendors. If the Trustees wish to move forward on this plan, you will need to pass a
resolution to authorize expenditure of up to $2,700 to be paid for out of a specific
account as recommended by the Treasurer.
5. 1 have received the latest version of the plans for the Hanshaw Road project from
Tompkins County Highway. There will be a public information meeting on 1/19/11 @
7pm at DeWitt School to view the latest plans.
