This looks great.
Panic Buttons: I noticed that the quote was for 3 wireless buttons. I think I need only two: clerk's office and under the
bench. There may be a need for the Village Clerk's office, Kate's and your offices as well. Could they give us a quote for
two and a quote for five? I bet the quote for two (court's needs) would he more than 2/5 of the quote for five. I am just
afraid if I submit the quote for three, then the State will cut 1/3 of the price.
Handicapped Bathrooms and Jury room: We ultirr ately will probably need something more official looking that break
out the costs more, but this is a great preliminary version,
Air conditioning: We still need this piece.
When you send me the air conditioning piece, and maybe the estimate for two panic buttons, I will finish the draft
application and run it by everyone. If we are in agreement, then Norma can get a resolution put together for the 10/12
trustee meeting.

I apologize for pestering you all about this relatively minor issue, but I want to make sure the process keeps moving and
everyone has a chance to add their thoughts before it is too late. I meet with Norma, Brent and Pat yesterday and saw
some of the a-mails Jeff sent previously. The items we are seeking grant money(grant available for all items together is
$30,000) include (in rough order of priority and the percentages are the amount the Village would be expected to
contribute. The person whose name is attached to each item will provide the description of the item and specifications
and an estimate of cost.):

Before 10/12: Norma will draft trustee resolution approving grant application

10/18: Brent and Pat will have the final full set of information on their items
10/19: Glenn will submit the application with all back up documentation (and Glenn will be out of town between 10/20
and 11/1)

All,
I have a draft of the application for the Justice Courl Grant application. There are some computer glitches that are
adding to the complexity of getting this completed. I am going to drop off hard copies of the material I have so far at the
Village offices today. Please check this carefully anc note that the timeline is tight and the JCAP requirements are fairly
strict. So if we leave out any piece of the required information, they won't even consider the application, especially
since we are asking for the maximum amount.
Application:
P. 1 The general instructions, including the need to also attach (to be mailed in after the electronic copy of the
application is sent):
-the signature page (GG to do)
-the Court's budget (Jeff to do)
-the certified resolution of the Village agreeing tot e terms of the application (Norma to draft and the trustees to
agree)
- other construction documentation (Brent to do—see separate instruction for construction projects at p. 6)
-detailed estimate for materials+/or labor
-sketch with dimensions of existing floor plan along with proposed floor plans
-digital photographs of exterior and interior of building and rooms impacted
p. 2 Applicant information—completed
p. :3 Grant Items—You cannot see the "comments" in full when you look at the application on line or even when you
print it off. You only see the first 10-15 words. I contacted the State about this and they are checking to see what the
problem is. In any case, on p. 4 1 include those full comments.
p. 5 some info on the panic buttons
p. 6 Brent's drawing of the handicapped bathrooms and jury/conference room
p. '7 blank page because I was unable to print out the memo from Taitem Engineering to Brent re: air conditioning.
Brent is going to leave me a hard copy so 1 can include it.

to review this page.
P. 9 Completing the process—Once we have agreement on the application and the trustees pass the resolution
(10/12), 1 will do the electronic signature (probably 10/18 when I return from one of my trips)

10/1 GG drops off this e-mail and the draft application to all of you
10/4 Any suggestions for changes are given to GG
10/5 GG makes any changes and gives them to everyone (GG out of town 10/6- 10/8 and 10/11 - 10/16)
10/12 Norma has prepared, and the trustees vot to support the grant application
10/15 Brent completes the additional descriptions and materials on the three projects give to GG
Jeff give GG a copy of the Court's budget
Norrna (or her sub?) certifies the resolution and gives it to GG
10/18 GG does electronic signature to finalize application
GG sends in paper copy of finalized paper application

I am also out of town from 10/19 - 10/31 (the JCAP deadline), Thus, we really need to get this fully done by 10/18. If
anyone has questions, please let me know.

"Panic Buttons" - The Court Clerk often works at the court after hours when no one is in the
building. Court sessions are scheduled for the evenings when the building is otherwise
unoccupied, and occasionally we do not have a police of icer present. It would be very helpful to
have a couple "panic buttons" that would be connected to the 911 system in case there is a need
for assistance for a security threat or even medical emerg ency. We are requesting a JCAP grant
of$1,250 for the installation of the system. The Village will pay the ongoing cost thereafter
($404 per year). (More information is attached to the application.)
Air Conditioning (and Heating) - The courtroom is in a building that was built in 1928. The
heating system dates back to then as well and regulating the temperature in the courtroom is
unpredictable. The courtroom is not air conditioned. T us, in the winter the courtroom can be
very cold and in the summer it can be very hot. We wish to install an energy efficient"split
ductless" system whose primary function is to provide a r conditioning in the summer,but it: also
will provide heat in the winter. The cost estimate provided to the Village Engineer is between
$10,000 and $15,000. We are asking the JCAP grant to cover $7,500 of the cost. The remainder
($2,500 to $7,500)will be paid by the Village. (More i formation is attached to the application.)
Handicapped Restrooms and Jury/Conference Roo - As mentioned above, the building in
which the court sits is very old. The courtroom is located on the ground floor but until recently
was not accessible by wheelchairs. Thanks to a prior JCAP grant and contribution by the
Village, the first floor elevation was altered to allow for wheelchairs in the courtroom.
Unfortunately, once in the building a wheelchair bound person would find no handicapped
accessible restrooms. Further, the building has no facilities for a jury room (we occasionally
have used the police department's "training room,"but its use is highly inconvenient for the
police and the appropriateness of a police facility is questionable. Also, the building provides no
space where attorneys and their clients, or the prosecutor and defense attorneys may meet to
discuss their cases outside the presence of the judge or the public. The Village Engineer has
created a plan for the addition of a set of handicapped a cessible restrooms and a small
jury/conference room which would be next to the courtroom. He estimates that the total cost
would be approximately$60,000. We are requesting that JCAP fund what remains available
from a maximum JCAP grant($30,000 -1250 -7500= 21,250). The shortfall on the addition's
cost will be borne by the Village ($38,750). (More in rmation is attached to the application.)

Brent, here is a link to the Daikin website with some info on the VRV (variable refrigerant
volume) systems. As I said, we have been estimating these systems at between$15.50/SF and
$17.50/SF with the higher amount including central mechanical ventilation through an ERV
(energy recovery ventilator).
The design costs for the system should run b tween$12500 and $17500 depending on some
variables.
