Also enclosed for reference is the 1115109 Vilfage Resolution approving last year's budget. As you probably know, the City of lthaca's Fr4nchise Agreement with Time Warner Cable requires that the three participating municipalities (The City of lthaca, the Town of lthaca and the Village of Cayuga Hei$hts) submit a capital budget for public, educational and governmental access operatfons ("PEGASYS") every year by the end of June for the next fiscalyear. Th_e capital budget is funded through the $.15/subscriber/month fee that is charged to TWG subscribers in the participating comriunities. This "PEG Fee" goes direifly from the subscriber to TWC where it stays unfil the capital purchases are made. The AOC drafts a budget for these purchases and submits it to the Municipalities for review and approval. The Municipalities forwNrd their decisions to TWC. This process allows subscribers, through their eledted representatives, to have a say in what happens to their PEG Fees. The budget before you addresses the current equipment needs of community, government and educational access. Every ypar we solicit proposals from the local schools for equipment they need to show theii programming on the educational channel. We do the same for governmental entities that use the government channelto cablecast their meetings and events. Although no proposals were brought before the committee that were sufficlently developed to be included as line items in this budget, some are likely to becofie fundable soon and to that end we earmarked $3,000.00. Which items will fail is impossible to predict a year in advance. Approved unanimously Approval of Fy 20rl1 Budget wHEREAS, section 1s.12 of the Franchise ftgreement between the city of Ith aca a nd Time Warner E ntertain ment-Advafrle/Newhouse parlnersh ip (TWC)of January 2003 requires the participating mrinicipalities (City of tthaca, Town ofIthaca, Village of cayuga Heights) to provide TWc with an annual budget forpublic, educational and governmental access operations by June 30 of-eachcalendar year, and WHEREAS, the city of lthaca's ordinance #loo3-17 , par 1g-4-G, requires theAccess Oversight Committee (AOC) to provide the participating municipalitieswith a recommended annual budget by May Ct of each calendlr year, now be it RESOLVED, that the {OC accepted the attaQhed capital budget for Fiscal year 2011 in the amount of $28,500.00 at their reg;rlar meeting of iltay 11,2010, and BE lT FURTHER RESOLVED, that the AOC forwards their recommendations forapproval by the Common Council of the City of lthaca, the Supervisor of theTown of lthaca and t!: Mayor of cayuga Heigtrts so that they may meet theirobligation to provide TWC with an annual bud-get for public, eOucitional andgovernmental access operation, which budgei is due June 30 of each calendar
