The most noteworthy item is the recent activity on the Upland Road Subdivision project by Mark Macenas. This is a project that proposes to subdivide approxirnately 10 acres of 'land along E. Upland Road into,B building lots. The pCIect consists of 2 lots wittr frohtage along E. Upland and the other 6 lotswill have frontage on a private cul-de-sac road. There is a storrinw-ater management facility planned to handle all of the increased run-off, and 3 of the lots with steep slopes have Jcondition foi Site ptan Review by the Planning Board prior to issuance of a building permit. The project was initially reviewed by the previous Trustees (Mayor Lynn's group) acting as the planning Board. Mr. Macenas attended several meetings to answer quedtionsand eveniuially th6 planning Board held a public hearing to review the SEQR for the project. At that time, the Planning Board gave Preliminary Approval of the project with several conditions that Mr. Macenas need-ed to satisfy before coming back for final approval. A combination of time delays in getting some of the legal documentation to satisfiT the conditions and a down turn in the economy have leqO to Mr. Macenas not coming back for final approval until now. Since we now have a new Planning Board, we are in the process of bringing all of the new membersi "up to speed" on the project before we can official respond to Mr. Macenas' request for final approval. As of point of information, Randy Marcus was previously retained by some neighbors of this project, and therefore he has recused himself (and his firm) from representing the Village in this mattei. The Village was prwiously represented by the Miller Mayerfirm, of which Elena Flash has been working on this project for the Village. Overthe next couple of months, the Planning Board will be discussing this proyect. Initially, they will review the past work done by the developer for the previous Plpnning Board, and then thby wili get irrto the specific process of granting final approval. lf any of the Trustees are interested in furthbr details, please contact me and I will show you the file and a brief summary of the engineering and legal aspelcts of the project.
