April was a busy month in the Village Clerk's office. -il7e welcomed out new officials who
too'k office and hit the ground running.
The Clerk's office had a bid opening for the Fire Dqpt.'s self-contained breathing apparatus
on April 6. One bid was received ftom Tyler Fre Eluipment ^t a price of $51,050.00.
\Te,received two F'OIL requests - one from Molly $hoemaket regatding info on TCAT and
the paving of Northway, Midway and I{rnewoods rpads; and one from the IthacaJournal
tequesting last year's pay to all employees. As an asi]de, we also received two in March - one
from CayrgaDeer.org and one from the Ithaca Journal asking for a copy of the Police
Dept.'s taser policy. Requests to FOIL requests we{e all answered.
Deena Hayes, New York Municipal lnsurance Reciflrocal (IJYA{IR) and I conducted the
Village's ann:ual building inspections. Deena and I went through the Village Hall, George
joined us for the Fire Station, andJeff Fdsbie/Tim irighmey took het thtough the DP\7.
She will be sending me a follow-up letter on how shg viewed the buildings as they relate to
safiety in the wotkplace.
Both Lisa \Withrow (CHPD) zndMary Jane Neff wotked to get boxes of petmanent records
ready fot microfilming at Image Integrators in Syraouse. The boxes were picked up by
Image Integrators, and we should be seerng them back along with the microfilm sometime
this month. This is a continuation of the Village's rgcords management ptogram.
Mayor Supron and I met with Steve Locey Q-ocey ahd Cahill) on April28 to talk about the
status of the health consortium. We spent a few hours discussing the progress that the
health consortium has made over the past few yearsl S7e asked a lot of questions and got a
lot of aflswers. The consortium needs 2000 conuacts to make this all.work, and presently
without the teamsters, there Me at apptoximately 21Q0.
The two holdups at this point are the resewes (the State wants the resewe money available
day l),and the union issue (the State says that the ulrion reps should have voting nghts)'
This issue is currently in discussion'
We went through the side/side comparison that is up on the website and Steve will be
getting back to us with answers to some of the blan*s. On the issue of different deductibles,
h" ruid that he would be sute that our new plan matphes our plan that we have now. There
willbe no difference. We also agreed that there needs to be at least a 45 day advance notice
to dre municipalities as to when the plan will begin. As it stood that day (4/28/10) things
were still not moving forward as quickly as they thought. If it happens this year, it ptobably
wofl't be until the summet ot eaily fal*
I(ate and I were very glad we had the chance to "fIll in the gaps" and I believe we both now
feel more comfortable moving forward'
As the Clerk's office moves into the month of May, we will be very busy with a few key
iterns. Since June 1 is the begrnning of out fiscal yeat, alJ, pay incteases (along with special
checks issued to the Police) will be enteted in preparation fot the ftst pay lnJune. And, of
cogrse, tax bills are being prepared in conjunction wjth Tompkins County Assessment, and
will be received in our oini. the last week in May. Typically we mail the bills out the last day
of May, but since Memorial Day is May 31" this yea1, we are going to try to get them out on
Friday, May 28. This timing will totally depend on rVhen Assessment delivers them to us, as
we need a day ot so to get them sotted, stamped, a4d mailed.
Thank you for all your help and patience this mont$ getting lists, phone numbers, addtesses,
etc. all in place.

All,
Sorry, left out a few things.
Local Law 3 of zoro - Amending Section of Village of Cayuga Heights Zoning Ordinance Adding a Fitness Center to the
List of Permitted Uses in the Village's Commercial District - was filed with the State. We have not received word that the
proposed local law is lawyet with the State.
Also, attached is Mary Jane's phone log for April. She answers modt of the phone calls, and as you can see, keeps some
good notes. When I saw her notes, I decided to just copy them so yqu could read the description of the calls- rather than
have a sheet with just the number per subject matter. Let me know which way you want me to continue. I have to
apologize that I didn't keep a log last month. I will be more vigilant this month and remember to write my calls down.
As an aside, I have received a few suggestions for changes to the mihutes. I have made the corrections, highlighted them,
and will resend the minutes at the end of the day. This makes it very easy for you to see any proposed changes, and we can
easily approve the minutes Monday night with everyone having seen the corrections. We'Il see how this works out. IF you
haveany suggested corrections, please send them to me before end of day on Monday so I can make them before the
meeting. We then don't have to take the time (on the floor) to go over each change. Thankyou.
