Heads From: Norma Manning, Clerk RE: April 2010 Report April was a busy month in the Village Clerk's office., We welcomed our new officials who took office and hit the ground running. The Clerk's office had a bid opening for the Fire Dept.'s self-contained breathing apparatus on April 6. One bid was received from Tyler Fire Equipment at a price of$51,050.00. We received two FOIL requests—one from Molly Shoemaker regarding info on TCAT and the paving of Northway,Midway and Khnewoods roads; and one from the Ithaca Journal requesting last year's pay to all employees. As an aside,we also received two in March—one from CayugaDeer.org and one from the Ithaca Journal asking for a copy of the Police Dept.'s taser policy. Requests to FOIL requests were all answered. Deena Hayes, New York Municipal Insurance Reciprocal (NYMIR) and I conducted the Village's annual building inspections. Deena and I went through the Village Hall, George joined us for the Fire Station, and Jeff Frisbie/Tim Eighmey took her through the DPW. She will be sending me a follow-up letter on how she viewed the buildings as they relate to safety in the workplace. Both Lisa Withrow (CHPD) and Mary Jane Neff worked to get boxes of permanent records ready for microfilming at Image Integrators in Syracuse. The boxes were picked up by Image Integrators, and we should be seeing them back along with the microfilm sometime this month. This is a continuation of the Village's records management program. Mayor Supron and I met with Steve Locey (L,ocey and Cahill) on April 28 to talk about the status of the health consortium. We spent a few hours discussing the progress that the health consortium has made over the past few years. We asked a lot of questions and got a lot of answers. The consortium needs 2000 contracts to make this all work, and presently without the teamsters, there are at approximately 21Q0. The two holdups at this point are the reserves (the State wants the reserve money available day 1), and the union issue (the State says that the union reps should have voting rights). This issue is currently in discussion. We went through the side/side comparison that is up on the website and Steve will be getting back to us with answers to some of the blanks. On the issue of different deductibles, he said that he would be sure that our new plan matches our plan that we have now. There will be no difference. We also agreed that there needs to be at least a 45 day advance notice to the municipalities as to when the plan will begin. As it stood that day (4/28/10) things were still not moving forward as quickly as they thought. If it happens this year,it probably won't be until the summer or early fall. Kate and I were very glad we had the chance to "fills in the gaps" and I believe we both now feel more comfortable moving forward. As the Clerk's office moves into the month of May,lwe will be very busy with a few key items. Since June 1 is the beginning of our fiscal year, all pay increases (along with special checks issued to the Police) will be entered in preparation for the first pay in June. And, of course, tax bills are being prepared in conjunction with Tompkins County Assessment, and will be received in our office the last week in May. Typically we mail the bills out the last day of May, but since Memorial Day is May 31't this year,we are going to try to get them out on Friday,May 28. This timing will totally depend on when Assessment delivers them to us, as we need a day or so to get them sorted, stamped, and mailed. Local Law 3 of 2010-Amending Section of Village of Cayuga Heights Zoning Ordinance Adding a Fitness Center to the List of Permitted Uses in the Village's Commercial District-was filed with the State. We have not received word that the proposed local law is law yet with the State. Also,attached is Mary Jane's phone log for April. She answers most of the phone calls,and as you can see,keeps some good notes.When I saw her notes,I decided to just copy them so you could read the description of the calls rather than have a sheet with just the number per subject matter. Let me know which way you want me to continue. I have to apologize that I.didn't keep a log last month. I will be more vigilant this month and remember to write my calls down. As an aside,I:have received a few suggestions for changes to the minutes. I have made the corrections,highlighted them, and will resend the minutes at the end of the day. This makes it very easy for you to see any proposed changes,and we can easily approve the minutes Monday night with everyone having seen the corrections. We'll see how this works out. IF you have any suggested corrections,please send them to me before end of day on Monday so I can make them before the meeting. We then don't have to take the time(on the floor)to go over each change. Thank you.
