srhereas TCAT changed the route of Route 30 without having
undertaken a traffic survey, risk assessment or having
p'ovided adequate opportunity for local residents to express
their views on the planned change prior to its
implementation.
whereas the principal of cayugaHeights school, local
residents and parents of school children have expressed clear
concerns that having the Route 30 pass through ihe back
entrance of the cayuga Heights Elementary school roughly g6
times a day exposes them to a new, and unaccep table,risk of
death or serious injury if struck by abus.
we therefore request that TCAT immedi ately re-route the
Route 30 out of the intersection of cayuga Heights
Flementary school until a thorough assessment can be doneby a neutral parties and adequate local consultation is
undertaken.
The assessment process should address each of the route
options available and will:
l. Provi de data on pedestrian, vehicular and cycle trafficpatterns. Data should cover all seasons of the year, all
times of day, and special events such as assemblies at the
school.
2. Assess the risks that local residents and school
members are exposed to by the TCAT operation. Thiswill include quantitative data on numbers of individuals
directly exposed to the risk of being struck by a bus
under each route option.
3. Assess the roads and intersections to be used under
each option, identiffing factors that affect the safe
operation of a bus.
4. Document the impact of the route options on the
TCAT timetable.
5. Provide statistics on the likely survival of a pedestrian
or cyclist if struck by a TCAT bus at its normal
operational speed of 25 - 35 MpH.
6. Recommend traffic management options and specific
actions to mitigate risks under each of the options and
assess how these would impact upon the bus timetable.
7. undertake an anonymous survey of cayuga Heights
residents and those living in the catchment of cayuga
Heights School parents to assess the views of those
affected by the routes under consideration by TCAT.
8. Present the findings of the study to residents in an
easily accessible form at and,conduct a public
consultation.
