This is to confirm that we met on 2/17 and disfussed with all the various parties involved, the official
creation of the Warren Road Sewer District anQ the 3-Way Municipal Agreement for same, We reviewed
the draft, made several constructive changes fo benefit all parties, and the agreement is being re-drafted
for further review and execution by the end of ithe 1st week in March, subject to the various elected parties
required to review and vote their support.
Peter, you have agreed to attend our 9:15am Board Meeting on 2/24 to present the latest draft, so that
in my capacity as Mayor and Brent's and Jeff's in their respective roles may complete the document and
execute it as it unfolds by our hopeful deadlinQ. This is our goal at least, subject to Board support of the
process...."Thanks for coming to explain the mptter in brief on 2/24....We'll get you on the agenda 1st
thing, br:fore we all get into SEQR and Deer via Randy's guidance.

You zre welcome to look through my file for a paper-traill....Otherwise....Bea was briefed by Brent on
this months ago too as Chair of the DPW and Jeff and Brqnt are totally up to speed on this....We also
covered this a bit in this week's Board Meetirig and previous Bd. Mtgs. over the past two
years,...Briefly, the Town & Village of Lansing are growing in users and their waste streams through
our system to our WWTP for treatment....Thq Warren Road Sewer District is NEW and was approved
by thr: Village in May of 2009 by MOU sign$d by myself and the Town of Lansing's Supervisor Scott
Pinney...It's been designed. the $$$ have bee[r allocated, and Town of Ithaca wants to move forward
with oonstruction. TOA informs us their gralpt money must be submitted for with the contract now
being crafted...all by 31512010. We are tryin$ to work wilh their deadline, as we could benefit by the
increased usage, and they have the demand, and this will take the load off what might otherwise be
septic treatment in TOA, a drain on the envirqnment by some's measure.
SIDE ISSIJE BY WAY OF HISTORY AND NOT lNvo[.VED.....Interestingly much of the Town of
Lansing is on Septic, and it became political two to three years ago when they were to install sewer and
stop using septic. We-VOCH, accommodated the Town of Lansing..but they did not deliver when the
publio voted down the sewer....There's more Xo this story that Brent and I have been advocates for with
some success...We can talk and should beforg you "take over", as this goes back to Mayor Lynn.
For now, this Warren Road Sewer district agreement we hope to reach in the next week or so, will over
time bring up to 200 new sewer units to our SWTP, for which we have capacity....Peter Grossman
who's negotiating and drafting for VOCH w/Brent Jeff and I will attend our Bd Mtg. and elaborate
further.
It good news and will affect lower rates per oirr users by itrcreasing volume.....Best, Jim
