Steinmetz, Lee Donner, Anita Watkins, James LaVeck, Jenny Stein, Eric Huang ************************************************************************* The meeting was called to order at 7:05 pm by Mayor Gilmore. The Mayor introduced Attorney Randy Marcus, who led the trustees through the SEQR long form. The goal for this meeting is to complete Part 1. Part 2 will probably not be started, as the Board is still waiting for information pertinent to Part 2. It was noted that the Village of Cayuga Heights is the lead agency ad the DEC does not wish to be lead or participate in the process. As lead agency, the Village of Cayuga Heights will perform SEQR. Trustee Donner asked if sterilization is “set in stone”. Atty. Marcus explained that the Board is going through the review of the draft deer remediation plan. After the Board comes up with a conclusion, the Board will look at the plan that they will use. The Description of Action on page 1 was discussed and modified as follows: The Village of Cayuga Heights proposes to engage in deer population control by means of tubal ligation sterilization of 20 to 60 does, followed by culling of the remaining male and female unsterilized deer living within our 1.84 square mile Village boundary. This project is designed to reduce the size of the herd in the initial 3 years, and then provide stability in herd numbers thereafter, bringing the herd count closer to more normal levels achieved in the wild. The long term target is a herd size of 20 to 60 deer total, versus the total of up to 300 estimated to now live within the Village. Where possible, all healthy deer venison culled will be donated to local foodbanks. The Board then proceeded through Part 1 of the SEQR form. Various trustees took on questions that needed research and will report back on their findings at the next SEQR meeting. Atty. Marcus stated that a count of the deer population would be needed before proceeding with Part 2. It was suggested that the Board meet before Thanksgiving to continue the SEQR process. Motion by Trustee Supron Seconded by Trustee Riesman Move to pass Resolution xxxx scheduling a special meeting of the Board of Trutees to continue review of the long environmental assessment form on Tuesday, November 24 at 9:00 am at the Marcham Hall. 2 Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely VOTED YES. Motion by Mayor Gilmore Seconded by Trustee Bors Move to enter Executive Session at 9:15 PM to discussed proposed litigation. Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely VOTED YES. Motion by Mayor Donner Seconded by Trustee Szekely Move to enter Executive Session at 10:10 PM to come out of Executive Session. Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely VOTED YES. Motion by Trustee Bors Seconded by Trustee Supron Move to adjourn meeting at 10:11 PM.
