Meeting of the Board of Trustees
Present: Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and
Szekely, Supt. Cross, Ass’t Supt. Frisbie, Chief Boyce, Treasurer Silber, Fire Supt.

Mayor Gilmore called the meeting of the Board to order at 12:00 noon.
The minutes of September 14, 2009 were presented for approval.
Motion by Trustee Szekely
Seconded by Trustee Riesman
Move to approve the minutes of September 14, 2009.
Mayor Gilmore, Trustees Andolina, Riesman, Supron and Szekely voted YES.
Trustees Donner and Bors ABSTAIN.
Report of the Treasurer – Treasurer Silber distributed the end of year (5/31/09) report.
He explained that the General Fund was budgeted for 3.4 million and ended up at 3.3
million with the shortfall mostly in sales tax and interest. Expenditures were budgeted at
3.6 million, actual was 3.2 million. There was a decline in fines by one-half. The water
fund was budgeted at $412,000 revenue, with $414,000 taken in.
The Court audit was distributed earlier at a Board meeting and needs to be accepted by the
Board. The Employee Handbook will be discussed at the October 19 Board meeting.
The abstract of vouchers was presented. Treasurer Silber answered questions from the
trustees.

Move to pass Resolution 6562 approving Abstract of Audited Vouchers dated
10/13/09.
Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely
voted YES.

At this time, Chief Boyce introduced new police clerk Lisa Withrow to the Board.
Report of the Clerk – Clerk Manning explained that Resolution 6554 passed at the
September Board meeting setting up the Special Meeting on October 28 needed to be
amended and passed as follows:

Seconded by Trustee Riesman
Move to pass Resolution 6554-01 setting up a special meeting of the board of Trustees
on October 28, 2009 at 7:00 pm at the Cayuga Heights Elementary School to hear
public comments on the 9/21/09 draft proposal for deer remediation in preparation of
conducting SEQR review.
Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely
voted YES.

Report of the Ass’t. Supt. of Public Works – Report was distributed and is on file. Ass’t
Sutp. Frisbie reported that the street striping was performed prior to school starting. The
TCAT bus stop at 824 Hanshaw Road should be completed by the end of October. The
crosswalk in front of Chemung Canal Bank is completed and after the bus shelter is
completed, the one in that area will be done.
Report of the Supt. of Public Works – Supt. Cross requested that the Board approve a
change order (the first change order in the water line project) to Chicago Construction for a
“cut/cap” on an existing main.
Motion by Trustee Andolina
Seconded by Trustee Donner
Move to pass Resolution 6563 authorizing the Mayor to sign a Change Order #1 on
the contract with Chicago Construction in the amount of $968 for a miscellaneous
“cut/cap” on an existing main.
Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely
voted YES.
The Mayor mentioned that since he had stamped, addressed envelopes to the homes in the
areas of the water main project, he wanted to send a letter saying that the project was
completed, hope everyone is pleased, and thanks for your patience.
Larry Sharpsteen is working on the nuts and bolts estimate of the building rehabilitation
project to be presented at the October 19 board meeting.
The work on the handicap accessibility in the entrance to Village Hall is progressing.
The WWTP started using the new phosphorous filter last month. The report is that
everything is working well. The new system will be 100% on line by end of year. The

DEC will give the Village a new formal requirement to meet after tests are verified. The
Mayor asked Sarah Hatcher if she would consider doing an article in the next issue of The
Courier on reducing phosphorous in our homes.

Report of the Police Chief – Chief Boyce presented his report, which is on file. It was a
busy month. All departments involved in the homicide worked very well. Trustee Szekely
asked how the agencies work together. Chief answered that CHPD retains jurisdiction and
works with assistance from the other agencies.
Regarding the scheduling of part-time officers, Chief Boyce explained the contractual
obligations to part-time officers and other fill-ins as necessary.

Report of the Fire Superintendent – Chief Tamborelle presented his report, which is on
file. Open House at the Fire Station is scheduled for Saturday, October 17 from 11-3. Flu
vaccinations are not being done by the Health Dept. free for emergency responders. The
vaccinations are not mandated at this time. The Mayor thanked Supt. Tamborelle for his
hard work with the original October 1 public hearing location of the Fire Station, and was
sorry that it had to be changed at the last minute.

Report of the Mayor – The Mayor and Board discussed the public hearing and how it
would work. The Mayor would like the trustees to have time to speak. Trustee Supron
said that the purpose of a public hearing is to hear from the public. Discussion ensued on
this topic. It was decided that copies of the draft deer plan would not be brought to the
hearing, as the draft plan is available on the Village’s website.

Privilege of the Trustees - Trustee Szekely stated that Andrew Janis has raised money in
memory of his friend, Jay Kaplan (deceased son of Mark and former Trustee Phyllis
Kaplan). This money will be donated to Cayuga Heights Elementary School to be used for
construction of new playing fields.
The subject of the Newman papers purchase was then discussed. After much discussion,
the following motion was made:

Move to pass Resolution 6564 as follows: Whereas the Village of Cayuga Heights was
founded by Jared Newman, along with Charles Blood, and; Whereas recently a
collection of personal papers of Mr. Newman has been recently discovered, and;
Whereas Cornell University maintains a collection of nearly 40 boxes of materials
relating to Jared Newman, and; Whereas making these papers publically available
would enrich the knowledge of the history of the Village of Cayuga Heights, it is

hereby resolved to purchase one half of this collection at a cost not to exceed $1750,
and to make said collection available to the public through Cornell University, which
has agreed to acquire the remaining portion.
More discussion followed this motion as some trustees felt that this was not the kind of
subjects that should be brought up at a noon meeting of the Board. Immediately the
following motion was presented by Trustee Bors.

Move to pass Resolution 6565 to table this subject until the October 19 evening
meeting.
There was much discussion on both motions that were on the floor.
Trustee Szekely made a motion to table her original motion.
Mayor Gilmore, Trustees Andolina, Bors, Donner, Riesman, Supron and Szekely
voted YES.

Move to pass Resolution 6566 adjourning the meeting at 1:45 pm.
