Village of Cayuga Heights
Meeting of the Board of Trustees
Present: Mayor Gilmore, Trustees Andolina, Bors, Riesman, Supron and Szekely, Supt.
Cross, Ass’t Supt. Frisbie, Chief Boyce, Treasurer Silber, Fire Chief Tamborelle, Clerk

Mayor Gilmore called the meeting of the Board to order at 12:04 pm.
Trustee Riesman introduced Rolf Pendall, a Cornell University professor in City and
Regional Planning who spoke about a Comprehensive Plan for the Village and how his
City and Regional Planning fall semester class could aid the Village in drafting a plan.
The Village would be the subject of Prof. Pendall’s fall semester class, entitled “Intro to
Land Use” is typically a class of 5-7 students. Students would need to conduct interviews
of the staff and residents. Some of the issues the class would identify are:
What the community is like now and where it has changed
Develop goals, plans, actions and objectives of the Village of Cayuga Heights
Create a broad value based statement important to the community
Create a policy framework
Spot trends
Coordinate government activities within the Village and among government
entities
Identify the impact of demographic change in the Village of Cayuga Heights
Identify the position of the Village in relation to the Tompkins County and Town of
Ithaca plans.
Protect the Village against negative impacts of surrounding entities
The only cost involved would be what the Village wished to do for the end result.
Prof. Pendall summed up the process as follows: The Village is the subject of the class.
The Village is provided with information that we don’t presently have, which is a good
place to start. The Village gets the information and uses it as a base to move forward
toward a Comprehensive Plan.
Various specific questions regarding the Village of Cayuga Heights were asked and
answered. The Trustees will discuss this and Trustee Riesman will contact Prof. Pendall
soon, as he is starting his plans for his fall semester.
The Trustees thanked Professor Pendall for his time and detailed explanation.

Report of the Treasurer
Treasurer Silber reported that he is concerned about pension costs. There was a $145,000
increase this year from last year pension costs. He also requested the board to approve
correction of salaries in the budget to correct rounding errors as follows:

Move to pass Resolution 6496-A approving the change in the VCH Official Salary
and Wage Schedule FY10 as follows:
J. Frisbie from $1095.03/week to $1095.00/week
J. Silber from $1317.56/month to $1318.00/month
N. Manning from $885.96/week to $886.00/week
G. Galbreath from $1410.71/month to $1411.00/month
Change vehicle allowance for B.Cross from $100/month to $23.50/week.
Mayor Gilmore, Trustees Andolina, Bors, Riesman, Supron and Szekely voted YES.

Move to pass Resolution 6497 approving an additional vehicle allowance for G.
Tamborelle from $100 to $200/month with the set amount to be revisited with the
2011 budget.

The abstract of vouchers was presented.
Motion by Trustee Szekely
Seconded by Trustee Bors
Move to pass Resolution 6499 approving Abstract of Audited Vouchers dated 6/8/09
and any amendments in the amount of $111,216.45 and instruct the Treasurer to
make payments thereon.
Mayor Gilmore, Trustees Andolina, Bors, Riesman, Supron and Szekely voted YES.
Treasurer Silber was asked to summarize all insurances for the trustees for the June 15
meeting.
Report of the Police Chief – Report on file
Chief Boyce presented his report. Questions were asked regarding ICSD liaisons, and
high-speed pursuits.
Report of the Fire Superintendent – Report deferred to June 15 meeting.
Report of the Ass’t. Supt. of Public Works – Report on file
Ass’t. Supt. Frisbie said that storm sewer maintenance started in May. He will put together
a time line of road work this summer.
Atty. Johnston is working with the Village with following through regarding two other
members of the DPW.
Report of the Supt. of Public Works – Supt. Cross spoke said that the Annual
Stormwater Report is completed and presented it to the Clerk for publication on the
website and advertise it in the Ithaca Journal Legal Notices. Supt. Cross stated that the
Village is a charter member of the Tompkins County Stormwater coalition, and that group
coordinates training and outreach functions. They meet monthly and the $1500 that the
Village pays is money well spent on our part. The amount of time spent on the report is
minimized by the work already done by that group.
In March, as part of the Annual Reports, Supt. Cross was going to present a zoning and
permit report, but was unable to due to time constraints. Does the Board want to see a

presentation at a lunch meeting or get a hard copy? The Mayor said that he would like a
presentation, but Supt. Cross should send a hard copy first.
At the Zoning Board meeting which was held on June 1, there was a request for two fences
adjacent to each other on Lowell Place. The Zoning Board initiated an alternative
option…ask the cemetery if they would undertake the project instead of 5 separate
applications from 5 different landowners. The Board advised the two parties to talk to the
Cemetery Association to iron out the details.
Report of the Clerk
Clerk Manning reported that the tax bills had been mailed and payments are being
received.
Trustee Supron stated that the DRAC proposal to the Board was ready, and wanted to
distribute it to the Trustees for them to ponder for a week before releasing it to the public.
Trustee Andolina asked what was the down side to releasing it to the public now? If it is
discussed at the board meeting the following Monday, and the public will be looking at it
for the first time, why not put it out for the public to see now? He proposed that the public
get a copy now. All agreed and copies will be put on the window seat in the Village lobby
and a link to the report will be put on the website.
