Boyce Chief of Police To: The Honorable Walter Lynn Members of the Board of Trustees Village of Cayuga Heights I hereby submit the annual report of the activities of the Cayuga Heights Police Department for the year ending2007'- There have been many changes in thre ranks of the police department personnel at the close of the 2007 year with Chief Lansing retiring. I was promoted from the rank of Sergeant to Chief and Officer Steinmetz was promoted to the rank of Sergeant. The promotions created a full time office:r position which was filled by Chad W. Lansing. Chad has only been with us for a fe'*'months, but he has proved to be a great fit for the department, and I am sure he will serve the department well for many years to come. Our part-time staff remains in tack and are a very reliable and important part of the department. I have met the many new challenges of the position of the Chief of Police with a great sense of enthusiasm and awe. My fir:st official week on the job, as Chief of Police, was one that I will never forget. It was thr: fourth day of the fust week and I was traveling in my vehicle toward the office to get my day started. I heard a police pursuit on the police radio of my vehicle, which was occurring out in the county, where a suicidal individual was refusing to pull over and intentionally drove his vehicle off the roadway in an attempt to take his own life. As I pulJled into the Cayuga Heights Police Department parking lot, still listening to the events unfolding, I heard one of the Cayuga Heights Police Officers voices over the radio requesting an ambulance at the scene for the individual out in the county that ran his vehicle off the roadway. At this point, I knew that an officer of our department must be involved in this incident in some way shape or form. I responded to the incident location and found that the 911 dispatch center put out an all points bolo in an attempt to find the siuicidal individual that the Sheriff s Department was looking for. One of our Cayuga Heights Police Officers observed the individual in question driving near the Village of Cayuga Heights. After a very brief attempt to stop the individual, by multiple police agencies, the individual purposely drove his vehicle off the roadway. The individual did succeed in his suicide attempt. This event is just one of the many challenges that a police deprartment encounters and has to deal wittr. As you will see as you look over the figures of this report, the amount of time spent on case work, investigations, and general paperwork is high. The police department is working very hard to keep up with the ever pressing demands to provide top quality investigations, good case preparation to avoid extra time and scrutiny in court, and mandatory state reports. As a case in point, the above case that I mentioned was just one example of a case that took up a lot of time. The above case involved muitiple police agencies, so the bulk of the investigation was turned over to the one agency (New York State Police) that was not involved in the incident. This transfer of investigation is a necessary part of a case like this to avoid any scrutiny that the investigation was bias in any way shape or form. But, even with a case that is turned over to another agency, we must conduct our own investigation to determine that all actions in a case are in accordance with department rules and regulations. My thoughts on the future of this department are to continue to equip the department with the best personnel, the right number of personnel, traini.ng, and modern equipment. We can not and will not allow our department to fall from our rich heritage of being the best. We are in the middle of making two very significant changes in the equipment that the police department uses to keep on the cutting edge of technology in radio usage and computer usage in the patrol vehicles. We will be changing over to the 800 MHZ system which will make your communications through out the village and county the best that it can be. The computer system which will be installed in the pahol vehicles is known as the Tracs System. With this computer system in the car the officers will be able to generate uniformed traffic tickets that will be sent to Albany and the Court System electronically, which in return saves time spent in the office processing the tickets. The system will also be used to generate police incident report in the field and then will be downloaded from the vehicle to the police server by way of a routing device. By using this new technology we will be making our operation as efficient as it can be. As I looked over all the total figures of this report, I norticed that Felony and Misdemeanor arrests were up and the police department spent a lot more time on case reports and investigations.
