We run 566 calls for the year. There werc251 runs in the Village of Cayuga Heights, 193 runs in the Town of Ithaca and we responded to I22 requests for mutual aid. There were 9 structure fire calls, 15 motor vehicle crashes,266 EMS calls and 276 othet type incidents. "Other type incidents" fall into the category of calls such as car fires, fire alarmactivations? power lines down, flooded basements,, brush fires, spills, cooking fires etc... These types of calls are the majority of non EMS related incidents that the department responds to" The firefighters and EMT"s of the Cayuga Heights Fire Department are a solid and well trained group. This department is an asset not only to our cornmunity but also to the surrounding communities. The dedication to serving the community makes this department one of the best in the area. Our members respond to every single alarm we are activated for. From structure fires to fire alarms to medical calls and wires down the members of the department a:e always ready to respond. We provide and excellent service to our fire district but are also always ready to assist our neighbors. We were requested 122 times last year to provide assistance to other fire departments. Many of those responses were to the Ithaca Fire Department while the Thurston Avenue bridge was closed. The Ithaca Fire Department had our department on first alarm assignment for calls in their district on this side of the bridge in the early part of 2007. This accounted for 57 of the I22 requests ;for mutual aid. The rest of the requests came from other departments who needed the help of our department. Many were requests for our FAST (Firefighter Assist and Search Team) by the departments in the Town of Dryden. We also provided equipment and manpower for working fires in the Village and Town of Lansing, the Town of Dryden, the City of Ithaca and the Town of Newfield. We are very proud that not only do the residents of our district realize whal a wonderful department we have but that the officers of the surrounding departments realize this as well and call on us in their time of need. ,, T{ET,F PREVENT Ftr}?ES" In 2007 we had an average out the door response time of 3.3 minutes with an average of 10.5 firefighters per call. Our average call length was 22 minutes per call with a total of 2'554.89 man hours out on calls for 2007. As stated in previous years reports, the man hour total only includes the time s;rent on the call and does not cover the amount of time spent cleaning our equipment after each call to put it back in service. This number also does not cover all the time spent by department members maintaining equipment, cleaning trucks, maintaining and cleaning the fire station, mowing lawns in the sulnmer and clearing snow in the winter. lJre members of the Cayuga Helghts Fire Department are very proud of our equipment and our station and work very hardio keep everything in top condition. The volunteers of the Cayuga Heiglrts Fire Department put together 45 in house trainingsin 2007 " Our firefighters put in 2283 man hours of training at the fire station with an average attendance of 17 members per training. Additionally we attended state and national trainings totaling 2192 man hours of training outside the station. This is a totalof 4475 man hours of training for 2A07. This number does not include the countless hours of EMS training done at other sites for our EMS providers to maintain certification. Our EMT's must complete continuing education hours every six months as well as prove skills proficiency to evaluators. Al1 members of this department train hard. All members are required to attend at least 12 in house trainings throughout the year as well as maintain state certifications. All of'our off,rcers are required to take officer development classes prior to assuming an offtcers position in the clepartment. All interior firefighters must have at least NYS Firefighter 1 and to be on th; FAS.I team they are required to have taken Firefighter Survival and the NYS FAST training course. We are p.rrling o,r, senior firefighters to take the officer deveiopment trainings offered by the fiie acadimy. Every single member of the deparfimenthas takenthe FEMANIMS level 100 and 700 classes and all of the officers have taken the level 200 and 800 classes. We are 100%o compliant with the ftderal mandate .For these classes. There are currently 50 members of the department. At this time we have 22 interior firefighters, 14 exterior firefighters 10 probationary members and 4 members of the support staff' The recruitment of ne'w volunteers for the Cayuga Heights Fire Department is still one of the major tasks of the department. Every year we graduate several of our members and they must be replaced, In2006 we recruited and retained l5 members in a spring '06 Recruit Class" In2007 ure decided not to run a spring recruit class due to the success of the 2006 class. We did rrun a Fall '07 class and in October accepted 10 new members to the department. We ran them through the Recruit Training Progiam and they all completed all of the required in hLouse classes during the program. Out of the 10 who started the fall ciass we have retaine,C 5 going into 2008. The five who dropped from the department failed to rcalize the level of commitment that being a volunteer firefighter required. We were not upset with these people and it is better that they rcalizedearly that they could not maintain their membership. We wiil run a Spring '08 ciass and continue to work on recruiting more permanent rnembers for the department. We have slowly, over the years, been increasing the number of Emergency Medical Calls that we respond to. In 2007 our EMS responses accounted for 46% oi oui total calls. We a.re the only fully Advanced Life Support (ALS) first response agency in the county. This means that our rescue truck (R241) carries every piece of equipment that an ambulance carries except the stretcher. We are not able to transpott patients. We currently have 19 EMS providirs in the department. We have 2 Paramedics, 1 Critical Care Technician, 1 Intermediate EMT and 17 Basic EMTs. Every member c,f the fire department is required to be CPR/AED qualified as well. We continue to encourage members of the department to take the EMT class and we currently have four of our EMTs taking advanced classes. We are almost always on scene before the ambulance arrives and we establish good patient care and turn over patient care to Bangs on their: arrival. We have an excellent reputation as an outstanding rescue squad' We still look forward to some improvement of the Village water system. In 2007 some of the system was replaced with improvement of hydrant availability in a small portion of the village. We hope to see some major work done in the lower village along The parkway, Highland Road and Cayuga Heights Road in 2008. We will continue to provide the Village Engineers Office and Bolton Point any assistance we can to move this project forward. We had planned to do hydrant testing.with Bolton Point and the Town of Ithu.u in that part of our district in2007 but put those plans on hold until the new pipes were installed along Hanshaw Road in anticipation of the roadway improvements that are planned for spring of 2008. We will work with those agencies in the summer and fall of )OOS to test the water system in those areas. The 800 MIiz radio system is still a work in progress for the county. Through 2001 the department worked with the Department of-Em.rg"tt"y Response to ensure that the new radio sysl.em will meet the needs of this department. With the support of the Board of Trustees we were able to order the additional radio equipment that we will need to fiil out the complement of radios for the fire department. When the system cornes on line we will finally be able to follow the NFPA recommendation that every seat on each heavy truck (E202,E203 and L231) is equipped with a portable radio. This will allow every firefighter to have access to communications on the fire ground. We are very pleased with this development as it will make our operations much safer. The county is providing over 80K of equipment with the viilage supporting the rest of the system with an additional 20K of needed equipment. The firefighters of this department are very grateful for this support from the village. We continue to have a positive impact on the community we serve. We provide fue prevention education to all of the schools in our district. Our members visit all the schools every October to do fire prevention lectures to the children in kindergarten through second grades. We thank the Fire Company for providing the necessary frre prevention education supplies that we hand out to the kjids. We also open the station to local day care providers and organizations with pre school children to get the message of fire prevention out to the smaller kids as well as making them feel safe around firefighters and EMTs. In the sulnmer we play host t,oo many day care programs for chiidren of all ages. It is a nice break for the kids to come to the station and see the trucks and spend time with the members of the department. Our fire station is the meeting place for many community organizations such iis the Ithaca Women's Club, the Garden Club, Guiding Eyes for the Blind, The Ithaca Gi.rls Hockey Board, The Star Trek Club, the Girl Scouts and several other organizations. lfhe Fire Companies Community CPR program held a class at the station free of charge to residents of our community last year and is currently getting ready to hold a training class to certify more instructors in anticipation of hold several more Community CPR classes. Our annual Open House is well attended and anticipated event. We also have been trying to have at least on community pancake breakfast and one community spaghetti dinner a year to keep the community aware of the fire departrnent at a time other than an emergency. The bunking program is strong with all of the rooms full at this time. We have seen a shift away from student bunkers reoently. In the past students have made up the majority of bunkers but currently we have 2 student bunkers and 5 non student bunkers. This allows us to have a little more stability in the length of time we retain folks in these rooms. The bunkers are doing an excellent job covering calls at all times of the day and night as well as keeping the station and equipment in top condition. This does not discount what all of the other members of the department do. With the average of 10.5 members per call this means that we still see all of our members actively engaged in responding to calls at all times of thLe day and night and in any weather. I am proud to be the Fire Chief of such a fine organization. We at the fire deparlment are dedicated to our mission of providing a very high level of fire and EMS protection to our community. The officers and firefighters of the Cayuga HeighLts Fire Department are proud of our accomplishments over the past year and look forward to improving our services in the coming year.
