Meeting of the Board of Trustees
Present: Mayor Lynn, Trustees Antil, Bisogni, Collyer, Kaplan, Mount, Staley, Chief
Lansing, Police Sgt. Boyce, Chief Tamborelle, Attorney Tyler, Treasurer Silber, Ass’t.
Supt. Frisbie.
Absent: Supt. Cross

At 7:00 P.M. Mayor Lynn opened the September meeting of the Board of Trustees. The
August minutes were presented and discussed.

Move to approve the Minutes of August 20, 2007.

Privilege of the Floor – Sally Grubb spoke. She received an anonymous letter regarding a
number of issues, with the key issue being the re-routing of the TCAT bus route. Vincent
Lukas said that he felt that there was no structural reason to divert TCAT from E. Upland
Road to Northway. Ralph Bishop commented that the busses drive too fast…the Village
was not designed for vehicles as large as the TCAT busses. Molly Shoemaker spoke on
issues regarding Northway Road, the new TCAT bus route, and repaving. She feels that
the Village and the Engineer have not been responsive to her emails. Mindy Mindland
announced that she was the author of the anonymous letter being referred to. Regarding
the TCAT issue, how can protocol be put into place so that the Board makes decisions
including the residents, not just a few people. This protocol needs to include procedures
on all issues that affect Village residents. Harry Misserian commented that he appreciates
the bus service, however, Klinewoods Road is very narrow with cars parked on it. There
are many children that walk on the side of the road. The Village should consider providing
sidewalks on the road. Valerie Cayward stated that the back entrance of the Cayuga
Heights School is the major entrance and that intersection is very busy. There are no signs
on the road addressing the school zone. Monica Tousenard said that there is something
wrong with the process. The residents should have been notified when the route changed.
It is a courtesy to the residents as community members. Who ultimately makes the
decision on the routes? Michelle Kiefer spoke on the safety factor. Busses speed through
the 20 mph zone regularly. Olivia White spoke on the TCAT busses on Klinewoods Rd.
Nishi Rasswick feels unsafe having her 5 year old child walk to school. Has the TCAT bus
route been changed permanently? The Mayor answered that the Village has not been
formally informed. The question was asked as to how to get information to residents when
things like this occur? Rosemary Laurie is disappointed with the lack of responsiveness.
The residents are not asked about decisions. They know what is going on in their
neighborhoods. Their opinions should count. Why are there no speed bumps? Her faith

in the Village has been shattered. David Lenox appreciates the bus service. He stated that
the bus cannot only go on roads originally designed for them. The Cayuga Heights School
is the center of the target. The back entrance needs to be looked at. Paul Kitner said that
the problem is not just the TCAT busses, but the students, too. The busses are too
loud…he resents the fact that the busses drown out conversation in his backyard. Ralph
Bishop thinks that transportation could be served by a smaller vehicle. There was much
discussion by all on the bus routes. Rosemary Laurie asked if anyone has gotten any
feedback from TCAT employees. Mindy Mindland said that Nancy Oltz of TCAT told her
that Brent Cross suggested to TCAT to use Northway Road. Mayor Lynn interjected that
the entrance to Cayuga Heights School is more significant now than it has been before.
There is a driveway in the front of the school for use, and a crossing guard exists in that
area. Chief Lansing said that Northway Road is not part of the designated school zone
because of its distance from the school, but maybe a sign can be put up there anyway.
TCAT creates their own route. Supt. Cross should be talking to the Police regarding
TCAT’s route. Can the Village speed limit on the Parkway be lowered to 20 mph?
Pavement painting (School Crossing) will be done on Wednesday.
There being no one else wishing to speak, at 8:02 P.M. the Privilege of the Floor ended.

Report of the Mayor – The Mayor presented two resolutions appointing a new Chief of
Police and a new Sergeant.
Motion by Trustee Bisogni

At the recommendation of the Public Safety Committee (Trustees Collyer, Mount and
Kaplan), the Trustees herewith approve Resolution 6281 appointing Sergeant
Thomas L. Boyce to the office of Chief of Police for the Village of Cayuga Heights
effective September 29, 2007, the retirement date for Chief Kenneth Lansing.
Trustees Antil, Bisogni, Collyer, Kaplan, Mount and Staley voted YES.

At the recommendation of the Public Safety Committee (Trustees Collyer, Mount and
Kaplan), the Trustees herewith approve Resolution 6282 appointing James M.
Steinmetz to the office of Police Sergeant for the Village of Cayuga Heights effective
September 30, 2007.
Trustees Antil, Bisogni, Collyer, Kaplan, Mount and Staley voted YES.
At this time, the draft fence ordinance change was discussed. The trustees have not
received fence modules from Supt. Cross as suggested at the August meeting, so the type
of fencing required could not be discussed in detail.

Move to pass Resolution 6283 scheduling a Public Hearing for the Board Meeting on
October 15 at 7:00 P.M. to consider Revision 9 – Revision of Fences and Walls.

Report of the Police Chief – Report was distributed and is on file. Trustees Kaplan and
Staley asked more questions about speed bumps. Trustee Mount is in favor of continuing
public transportation in the Village.

Report of the Fire Supt. - Report was distributed and is on file.
- The Open House is scheduled for October 14.
- The question was raised at the September Board meeting whether the Lansing Fire
Dept. arrived at the structure fire on Winthrop Drive before Cayuga Heights. Chief
Tamborelle explained that the Lansing fire department didn’t arrive before Cayuga
Heights, a Lansing firefighter who was driving a Lansing support vehicle lives at
Gaslight Village, heard the call while in the area, and drove to the scene.
- There was discussion on the difference between resident bunkers vs. student
bunkers.
- Trustee Staley commented on green signs with house numbers that he has seen in
rural areas. Is that something Cayuga Heights’ residents should get to make it
easier for emergency vehicles to identify residences? The Chief will check to see if
there is any funding available for those types of signs.

the Trustees, a copy of which is attached to these minutes.

Report of the Treasurer – Treasurer Silber presented the transfers and abstract of
vouchers. The transfers were split – one group dated 9/17/07 and one group dated 5/31/07.

Motion to pass Resolution 6284 approving the transfers dated 9/17/07 as listed on the
attached form.

Report of the Attorney – Attorney Tyler reported on the following:
- The Attorney is working on Fire Department discipline procedures.
- The Village has been asked to become a member of the Random Access
Memory suit by the Attorney General of New York. Since there was no
objection, Mr. Tyler will reply in the affirmative to the Attorney General.
- Regarding the Wadach project on drainage – Trustee Bisogni has been
working hard on this case and we hope that it is approaching a final
conclusion. Attorney Tyler is waiting for a call from Attorney Hooks with
Mrs. Wadach’s decision.

Springs September 18-20.

Continuation of Executive Session of September 17, 2007
Present: Mayor Lynn, Trustees Antil, Bisogni, Collyer, Kaplan, Mount, and Staley,
Attorney Tyler
The Mayor reconvened the Executive Session of September 17 at 5:30 p.m.
Motion by Trustee Antil

Move to come out of Executive Session at 6:00 P.M.

Move to pass Resolution 6287 authorizing the Mayor to notify Tom Boyce of his base
salary of $92,000 effective September 29, 2007. A letter of appointment will be sent to
state effective April 1, 2008, the Village will increase the Chief’s salary to $95,000
based upon a satisfactory review of Boyce’s performance as Chief.
In addition to base salary, Chief Boyce will receive annual education ($645) and
longevity ($850) benefits.
