HomeMy WebLinkAbout5.8.2006 Minutes of Special Meeting.pdfMay 8, 2006 MINUTES OF SPECIAL MEETING TO REVIEW SEQRA FOR PHOSPOHOROUS PROJECT AT WWTP Attendance: Mayor Lynn, Trustees Antil, Collyer, Staley, Bisogni, Kaplan, Engineer Cross, Atty Tyler The Mayor called the meeting to order at 5:00 pm Engineer Cross presented the SEQRA Long EAF Part 1, which was prepared by Stearns & Wheler Engineers on behalf of the Village. The Trustees reviewed the information and made minor corrections. A copy of the final version is on file. Engineer Cross then lead the Trustees through the SEQRA Long EAF Part 2, which required the Trustees to answer a series of questions about the project and identify any potential impacts of the project as either “small to moderate”, “moderate to large” and whether or not the impact could be mitigated by a project change. There were a number of impacts that were identified and classified as “small to moderate” with no mitigation available through project changes. Upon completion of Part 2, the Engineer Cross read a proposed statement of findings that basically concluded that the positive impact to Cayuga Lake was more significant that any/all of the small impacts identified in the SEQRA questions. Therefore, it was proposed to make a “Negative Declaration” of determination of non- significant impacts. Attorney Tyler and Engineer Cross will prepare a resolution for consideration at the Trustee Meeting on 5/15/06 to adopt the findings and formally announce the determination of non-significant impacts. The Mayor adjourned the meeting at 6:06 pm
