Item 1 – Meeting called to order
• Chair M. Harms opened the meeting at 7:02 pm.
Item 2- December 16, 2013 Minutes

RESOLUTION No. 128
APPROVING MINUTES OF DECEMBER 16, 2013
RESOLVE, that the written, reviewed and revised minutes of the December 16, 2013
meeting are hereby approved.

Opposed- None
Item 3- Public Comment
• This item was moved until after the Public Hearings
Item 4- 207 Kelvin Place Public Hearing
• The applicant completed part 1 of the Short Environmental Assessment Form.
• Chair M. Harms opened the public hearing. No members of the public wished to
speak.

RESOLUTION No. 129
TO CLOSE THE PUBLIC HEARING FOR 207 KELVIN PLACE
RESOLVE, that the public hearing for the second floor addition at 207 Kelvin Place is hereby
closed.
Aye votes – Chair M. Harms, S. Cunningham, F. Cowett, G. Gillespie, and R. Segelken
Opposed- None
• The Board discussed and answered the questions to part 2 of the Short Environmental
Assessment Form.

RESOLUTION No. 130
THE PROJECT AT 207 KELVIN PLACE WILL NOT HAVE A SIGNIFICANT ADVERSE
ENVIRONMENTAL AFFECT
RESOLVE, that the Board select the box on the Short Environmental Assessment Form that
signifies the project will not have a significant adverse environmental effect.

RESOLUTION No. 131
TO APPROVE THE SITE PLAN FOR 207 KELVIN PLACE
RESOLVE, that the site plan for the second story addition at 207 Kelvin Place is hereby
approved.

Item 5- Cornell Child Care Center Public Hearing
• Chair M. Harms opened the public hearing. No members of the public wished to
speak.
• Code Enforcement Officer B. Cross informed the Board the Tompkins County
Planning Department stated no GML 239 review was needed.

RESOLUTION No. 132
TO CLOSE THE PUBLIC HEARING FOR THE CORNELL CHILD CARE CENTER
OCCUPANCY INCREASE.
RESOLVE, that the public hearing for the occupancy increase for the Cornell Child Care
Center is hereby closed.

RESOLUTION No. 133
TO APPROVE THE SITE PLAN FOR THE CORNELL CHILD CARE CENTER
OCCUPANCY INCREASE
RESOLVE, that the site plan for an occupancy increase at the Cornell Child Care Center is
hereby approved.

Item 6- Public Comment
• M. Mecenas discussed ways to engage the community in a project to revive
Community Corners. He also asked questions regarding zoning changes that may be
necessary.

RESOLUTION No. 134
TO RECOMMEND THAT THE BOARD OF TRUSTEES BEGIN IMPLENTATION OF THE
COMPREHENSIVE PLAN
RESOLVE, that it is the recommendation of the Planning Board that the Board of Trustees
begin implementation of recommendations presented in the Comprehensive Plan especially
with respect to zoning changes and including consideration of creating a zoning task force.

Item 7-Other Business
• The Board discussed the Historical Committee meeting held Sunday, January 26, 2014
regarding plans for the Village’s upcoming centennial celebration.
• Chair M. Harms is stepping down from the Planning Board. G. Gillespie read a
resolution thanking M. Harms for his service as Planning Board Chair.

RESOLUTION No. 135
TO RECOGNIZE CHAIR MARTIN HARMS FOR HIS SERVICE TO THE PLANNING
BOARD
WHEREAS, Martin Harms was appointed by the Village Board
of Trustees to serve as Chair of the Planning Board, and
WHEREAS, Martin’s input in the development of the Planning Board
and its direction was very valuable,
THEREFORE BE IT RESOLVED, that this Board recognizes and
thanks Martin Harm’s for his commitment to the Village of Cayuga
Heights Planning Board.
