PUBLIC HEARING
LOCAL LAW TO AMEND CHAPTER 142 OF THE CODE OF THE TOWN OF ULYSSES PERTAINING TO
SPECIAL EVENTS
Town of Ulysses

The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.

OPENING THE PUBLIC HEARING:
Ms. Thomas opened the public hearing at 7:20 p.m. She introduced the other town staff and board
members in attendance.
SUPERVISOR’S NARRATIVE:
Ms. Thomas noted that the subject of the hearing was the proposed Local Law to amend chapter 142
of the Town of Ulysses titled Special Events. Specifically the amendment includes the following:
• Throughout Chapter 142 of the Code of the Town Of Ulysses the term “Operating Permit” is
replaced with the term “Special Event Permit” in order to differentiate the permit required for
a special event, from a permit required in the building code, which also uses the term
“Operating Permit”
• “Special events permit” should not be confused with a “special permit” granted by the
Planning Board required for some land uses in zoning, (chapter 212) such as airports, hunting
clubs, golf courses, etc.
• A special event permit is required for gatherings (except at the fairgrounds) of people if the
gathering exceeds a certain number of hours, or has more than 50 vehicles, that may involve
camping. This chapter does not apply to non-commercial social gatherings at residences, nor
to commercial events where parking (as defined in zoning) is sufficient for the gathering.
She noted that copies of the proposed law were available in the back of the room and that the date
of the Public Hearing was set by Town Board resolution on March 27, 2018. A notice of the hearing
was published in the Ithaca Journal on April 6, 2018.
She further noted:
The purpose of this public hearing is to afford the general public an opportunity to make statements
and comments about the proposed amendments to the Town of Ulysses Zoning Law. The hearing will
remain open until all members of the public who are present at the hearing have been given an
opportunity to make statements or comments on the proposed amendments. A public hearing is not
a question and answer session. The Town Board is primarily here to listen to comments from the
public, not to debate or comment on the subject.
Comments presented at this hearing will be taken into consideration by the Town Board when it
considers action on the proposed Local Law. The Town Board may take action on this proposed Local
Law tonight based on comments from the public.
Speakers should try to limit their comments to no more than 5 minutes.

Hearing no comments, Mr. Goldman made a motion to close the hearing at 7:24pm, seconded by Mr.
Hertzler and passed unanimously.
