Minutes of July 11, 2016 meeting
Present: Sue Poelvoorde, Brice Smith, Robert Oswald, Andy Hillman, Roxanne Marino
Excused: Bara Hotchkiss
Roxanne called the meeting to order at 7:00 PM.
A motion was made and seconded to approve the minutes of 6/07/2016.
Update on current relevant activities in the Town
Roxanne reported on meetings with Town Officials Nancy Zahler and Liz Thomas, re: items of
interest to our committee and to the Town Board relating to conservation and sustainability.
Also reported on Community Choice Aggregation presentation (TCCOG meeting) with regards
to municipal energy, Westchester County used as an example.
The Town is applying for a grant from NYS that could cover up to 75% of the cost to purchase
green space. The Town has funding to pay the Town’s share. The Habitat for Humanity property
on Salo Drive has a portion they are willing to sell that contains marshy, wetland type areas.
Request from Liz Thomas for letters of support was discussed and some CSAC members
expressed willingness to write in support as individuals; the committee felt this was the
strongest way to support the application, as we have several different areas of expertise.
Activities of the Zoning Update Steering Committee July 11 meeting were reported (Roxanne).
Randall West was chosen to provide recommended changes to the Agricultural District Zoning.
Preliminary draft recommended changes have been provided. An agriculture protection
committee has been formed.
Discussion of Community Shared Solar and Ulysses local law for solar installations issues took
place. The Town Board has requested input from our committee on this. Among the issues
were: effect of a moratorium on further solar farm projects, glare analyses, decommissioning,
and PILOTs.
There followed discussion of items from the June 26th email from Roxanne, on meetings and
trainings of relevance to the committee that were attended or upcoming.
Next meeting will be August 25th (4th Thursday) rather than the 18th.
