The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.

CALL TO ORDER:
Ms. Thomas called the meeting to order at 7 p.m.

RESOLUTION 2016-159:
APPROVAL OF MEETING AGENDA
BE IT RESOLVED that the Ulysses Town Board approve the agenda for September 27, 2016.

GENERAL ANNOUNCEMENTS:
Ms. Thomas confirmed that the new code enforcement local law is currently being added to the town's
code. This will increase the efficiency of enforcement proceedings.
Ms. Zahler reminded the board that tomorrow at Sam Don Barber from the Health Consortium will
come to present other health plan options that the town may offer to staff.
She also added that she will be meeting with Jacksonville residents soon to share enforcement updates
for that area.
OLD BUSINESS:
AUTHORIZING THE SUPERVISOR TO SIGN A CONTRACT WITH MRB TO COMPLETE
THE NEPA REPORT FOR THE USDA GRANT
Ms. Thomas updated the board on the TTHM issue in Water District 3.
Mr. Boggs shared his concerns and ideas and the board discussed.
RESOLUTION 2016-160: AUTHORIZING THE SUPERVISOR TO SIGN A
CONTRACT WITH MRB TO COMPLETE THE NEPA REPORT FOR THE USDA
GRANT
WHEREAS remediating the trihalomethanes in the drinking water in Ulysses Water District 3
could cost approximately $1,000,000, and
WHEREAS the United States Department of Agriculture's (USDA) Rural Development
program has not only loans but also grants which could alleviate a large portion of the cost of
remediation efforts, and
WHEREAS the same engineering report prepared for the application to the NYS
Environmental Facilities Corporation can be used for the application to Rural Development,
THEREFORE BE IT
RESOLVED that the Ulysses Town Board authorizes the Town Supervisor to sign the needed
NEPA (National Environmental Protection Act) contract with MRB for $5000 dated Sept. 19,
2016.

RESOLUTION 2016-161: AUTHORIZING APPLICATION FOR FUNDING TO THE
UNITED STATES DEPARTMENT OF AGRICULTURE'S (USDA) RURAL
DEVELOPMENT FUNDING PROGRAM
RESOLVED that the Ulysses Town Board authorize the Town Supervisor to proceed in
applying for funding through USDA Rural Dev.

PRESENTATION OF TENTATIVE BUDGET
Ms. Thomas presented the 2017 Tentative Budget and reviewed some basic concepts of the municipal
budget process.
The board discussed alternate strategies for contributing to the Highway Capital Plan reserve fund.

EXECUTIVE SESSION:
Ms. Zahler made a motion to move into Executive Session at 9:04pm for the purpose of discussing the
possible acquisition of real estate where a public discussion may affect the price or terms. This was
seconded by Mr. Goldman and passed unanimously.
Ms. Zahler moved to end Executive Session at 9:40pm, seconded by Mr. Goldman and passed
unanimously.

Mr. Goldman moved to adjourn the meeting at 9:41 pm; seconded by Mr. Hertzler and passed
unanimously.
