APPROVAL OF MEETING AGENDA
RESOLUTION 2016-108: Approval of Meeting Agenda
BE IT RESOLVED that the Ulysses Town Board approve the agenda for June 14, 2016 with the
following changes: adding an additional member to the Sustainability and Conservation Advisory
Committee, removing the report from audit of town finances, moving the approval of claims to the
beginning of the meeting, and adding an executive session for the purpose of discussing possible
acquisition of real estate.

PRIVILEGE OF THE FLOOR: Jacksonville resident Ms. Diane Hillmann reported that Jacksonville
held its community picnic last Sunday, June 5th' at the Jacksonville Community Park. There was an
excellent turnout despite the rain. A tent and pavilion kept most people dry.
REPORTS FROM REPRESENTATIVES: Ms. Roxanne Marino from the Sustainability and
Conservation Advisory Council reported that the Council held its first organizational meeting. Meetings
are set for the third Thursdays of each month with some exceptions during the upcoming summer months.
The council will create a Dropbox account to help share and access all relevant documents. Ms. Marino
brought up possible action items for the council, including zoning law revision, input into upgrades to
7 RZ Qff D®VHVAC system, and looking at model solar laws in relation to the zoning law revisions.

OLD BUSINESS:
MEMBERSHIP TERMS FOR AGRICULTURAL COMMITTEE MEMBERS
RESOLUTION 2016-110: MEMBERSHIP TERMS FOR AGRICULTURAL
COMMITTEE MEMBERS
WHEREAS the resolution forming the Town of Ulysses Agricultural Committee specifies
staggered terms for its 5 members, and
WHEREAS committee members have been appointed, but no terms have been set, and
WHEREAS the resolution establishing the committee sets the terms at 3 years.
THEREFORE BE IT RESOLVED that the Ulysses Town Board assigns the following terms to
members of the Agricultural Committee:

NOW, THEREFORE, BE IT RESOLVED that, upon motion of Mr. Michael Boggs, seconded by
Ms. Elizabeth Thomas, the proposed Local Law to amend Chapter 80 of the Code of the Town of
Ulysses was introduced to the Town Board for its review and consideration.
Discussion: Ms. Zahler said that Mr. Phil Antweiler had some concerns over the language in the
proposed changes to the Code of the Town of Ulysses. He wants to make sure that the language in
the Code is consistent with the wording in the zoning code in regards to properties that are out of
compliance and grandfathered in to the Zoning Code. Ms. Thomas feels confident that the town
attorney has reviewed the language and there is not a conflict.

AMENDMENT OF CHAPTER 80 OF THE CODE OF THE TOWN OF ULYSSES
WHEREAS, a proposed Local Law to amend Chapter 80 of the Code of the Town of Ulysses

Uniform Fire Prevention and Building Code, the New York State Energy Conservation
Construction Code and the Property Maintenance Code of New York was introduced at a Town
Board meeting held on June 14, 2016 by a member of the Town Board; and
WHEREAS, Municipal Home Rule Law §20(5) requires a public hearing before a local law is
adopted by the Town Board, to be held upon at least five days' notice;
NOW, THEREFORE, BE IT RESOLVED that the Town Board shall hold a public hearing on
June 28th, 2016 at 6:30pm at the Town Hall, 10 Elm Street, Trumansburg, NY 14886 on the
proposed local law to amend Chapter 80 of the Code of the Town of Ulysses; and be it further
RESOLVED that notice of such public hearing shall be published and posted at least five days
before the date thereof.

RESOLVED to approve Andrew Hillman as a member of the Sustainability and Conservation
Advisory Council for the Town of Ulysses.

EXECUTIVE SESSION:
Ms. Thomas made a motion to move into Executive Session at 9:26pm for the purpose of discussing
possible acquisition of real estate where a public discussion may affect the price or terms. This was
seconded by Mr. Goldman and passed unanimously.
Ms. Thomas moved to end Executive Session at 10:17pm, seconded by Ms. Zahler and was passed
unanimously and the regular Town Board meeting resumed.
AUTHORIZATION TO NEGOTIATE WITH EXXON MOBIL OIL CORPORATION
RESOLUTION 2016-116: AUTHORIZATION TO NEGOTIATE WITH THE EXXON
MOBIL OIL CORPORATION
WHEREAS, the Town of Ulysses Comprehensive Plan of 2009 outlines the Town
#25.-4.26;
RESOLVED the Town of Ulysses is not committing to purchasing this land should they be
unsuccessful at acquiring grant funding. Final decision shall be contingent upon approval of the
Town Board. The Purchase offer price shall not exceed $50,000.

May 17 - The PB held a public hearing and approved a 3 -lot subdivision on Trumansburg Rd (#1631 and
1635).
June 7 ❑The PB reviewed a sketch plan for a 484 kW photovoltaic system on Jacksonville Rd, south of
the solar project currently under construction.

Residential Energy Score Project ❑Working on revisions to the second draft. At the July 12th meeting,
the Town Board will be asked to consider a resolution accepting the final project report.
Zoning Updates Grant ❑The steering committee met on 6/2 and discussed the 6/6 Jacksonville meeting
and the project timeline. We will request a modification to the schedule. About 40 members of the public
and board members attended the public meeting in Jacksonville on 6/6.

Stormwater Coalition (SWC) F1 5111: the SWC discussed the following: a group that will be working on
revisions to the MS4 permit; training for municipal employees; stormwater ads for the spring; the
stormwater mapping project.
Cayuga Lake Watershed Intermunicipal Organization (IO) 115/25: Members discussed grant
proposals.
Water Resources Council (WRC) 115/16: the WRC heard a presentation on the Cayuga Lake blueways
trail.
Planning Advisory Board (PAB) 115/25: the PAB heard about a proposed green infrastructure program,
made a recommendation to a revision to agricultural district #2, and heard about the energy and economic
development task force report.
Solar leasing ❑attended a session on 5/18 where presenters discussed solar leasing for farmers and rural
land owners.
Smart growth F1 attended a session on 5/20 where planners and realtors discussed smart growth issues

In May, 7 Building Permits were issued for projects totaling $413,000. Permit fees for these Permits
totaled $1,792. 3 of the projects are new houses.
Mr. Myers completed a structure for keeping track of what properties need fire inspections and when.
No progress in hiring a new Fire Inspector.

MR. BOGGS:
Mr. Boggs has been doing some work in regards to water quality in Water District 3. Roger Linder
from Suez gave a quote for a new aerator at $119,500. Life Science Laboratories will do some tests on

water in Jacksonville looking for organics in water. Ms. Thomas asked Mr. Boggs to inform MRB
Engineers of these investigations as the Town needs to move forward with a plan soon.
MR. GOLDMAN:
Mr. Goldman, Liaison to Planning Board.
Renovus presented their proposal for a second solar installation, next to the first one they have already
built on Agard Road. The first project was initially intended to provide the Sciencenter with solar
electricity but Renovus said that the project had changed to be a community solar farm project. Mr.
Goldman expressed his concern that Renovus did not share the change in the scope of the project with
the Town Board, and is disappointed that there was not more communication from Renovus. Ms.
Thomas suggested that Mr. Goldman make a list of his concerns and have the Town attorney, Mariette
Geldenhuys, review them to see if there are any legal implications.
MR. HERTLER:
Mr. Hertlzer attended a presentation on Ithaca Ride Share. There was also a discussion on the New
York State Energy Bill that helps to slow down climate change.
