2016 Preliminary Budget
Town of Ulysses
October 27, 2015

The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.
PRESENT:
Supervisor- Liz Thomas
1St Deputy Supervisor- Nancy Zahler
Board members- Dave Kerness, Rich Goldman. John Hertzler
Clerk- Carissa Parlato
Environmental Planner- Darby Kiley
OTHERS PRESENT:
Greg Reynolds, Dave Schurman, Phil Antweiler, Michael Boggs
ABSENT:
2nd Deputy Supervisor- Michelle Wright
CALL TO ORDER:
Ms.Thomas called the meeting to order at 7:02 p.m.
SUBJECT OF HEARING:
2016 Preliminary Budget
MEETING NOTICE:
Ms. Thomas noted that the public hearing was set by a resolution of the Town Board on October 19,
2015, and the legal notice appeared in the Ithaca Journal on October 23, 2015. She presented the
affidavit of publication.
BUDGET NARRATIVE:
Ms. Thomas gave a narrative of the budget.
MOTION TO TABLE THE HEARING:
Ms. Zahler made a motion to table the hearing at 7:19pm to take clarifying questions from the public,
seconded by Mr. Goldman and passed unanimously.
Ms. Zahler made a motion to take the hearing off the table at 7:23pm, seconded by Mr. Kerness and
passed unanimously.
PUBLIC COMMENTS:
Ms. Thomas noted the rules of the public hearing before inviting public comment.
Mr. Antweiler, speaking on behalf of the Jacksonville Community Association (JCA), supports the
additional funding in the budget for code enforcement. The JCA recently passed a resolution showing
its support.
Mr. Reynolds commented that employee healthcare costs are rising and it may be worth considering
adjusting employee salaries to help provide relief to them.
Mr. Goldman made a motion to close the hearing at 7:29pm, seconded by Ms. Zahler and passed
unanimously.
