HomeMy WebLinkAbout2026-07-06-TB-FINAL-minutes DRAFT- TOWN BOARD MEETING & PUBLIC HEARING Town of Ulysses July 6, 2026 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. Video recordings of meetings are available on Youtube CALL TO ORDER: Ms. Olson called the meeting to order at 12:12pm ATTENDANCE: TOWN OFFICIALS: In person- Supervisor- Katelin Olson Board members- Steve Manley, Liz Weatherby Town Bookkeeper- Blixy Taetzsch Clerk- Lori Asperschlager OTHERS: none APPROVAL OF AGENDA: Mr. Manley moved to approve the agenda as presented. This was seconded by Ms. Weatherby and passed unanimously. RESOLUTION #127 OF 2026: Approval of Agenda RESOLVED that the Ulysses Town Board agenda for the special meeting of July 6, 2026 is approved as presented/amended. PRIVILEGE OF THE FLOOR: No members of the public NEW BUSINESS: IT SERVICES – PLAN FIRST CONTACT: Ms. Olson spoke about the current contract with Advanced2000 out of Buffalo that expires July 31, 2026. Due to the distance the town contracted with The Computer Room in Ithaca to facilitate on- site needs and communication with Advanced2000. Since the contract was expiring other quotes for technology services were requested. Ms. Taetzsch spoke that the current phone service contract with Advanced2000 will continue and can do so without any other services provided by them. In addition, the new contract with Plan First is a month-to-month basis so if anything needs to change with services, it can be done more easily. Mr. Manley asked about the statement on the quote regarding security related matters that may arise. Should the Town Board be kept abreast of any security events and any costs related to those during the first year of the contract. Ms. Olson stated that Plan First does not anticipate any security issues and the transition to their service should be straightforward. The statement in the quote was boilerplate language but agrees with Mr. Manley that the Board should be informed of security events or costs associated. Ms. Weatherby confirmed the contract with Advanced2000 will include phone services only and the rest of the technology services will be from Plan First out of Cortland. Ms. Olson stated the contract with Plan First is pending Town attorney’s approval, but does not expect any needed changes with the contract. RESOLUTION #128 OF 2026: Managed Services (IT) Agreement with Plan First WHEREAS, the Town of Ulysses has conducted a search for IT services and considered three different firms and considered their advantages and disadvantages financially and professionally; NOW, THEREFORE, BE IT RESOLVED, that the Ulysses Town Board opts to end its IT services, excluding phone service, with Advanced 2000 at the end of our current contract; and be it FURTHER RESOLVED, that the Ulysses Town Board authorizes the Town Supervisor to sign the agreement with Plan First for managed services, a month-to-month contract, pending Town Attorney approval; and be if FURTHER RESOLVED, that the Town Supervisor, Town Clerk and their designees are empowered to execute any necessary steps to implement IT service provision changes in connection with the ending of one contract and the transition to a new one. Moved: Olson Second: Weatherby Olson Aye Manley Aye Weatherby Aye Boggs Absent Vote 3-0 Date adopted 7/6/26 PAYMENT OF CLAIMS: RESOLUTION #129 of 2026: PAYMENT OF AUDITED CLAIMS RESOLVED that the Ulysses Town Board approves payment of Vouchers #318-358 in the A-SW Funds totaling $79,132.01. Moved: Olson Second: Manley Olson Aye Manley Aye Weatherby Aye Boggs Absent Vote 3-0 Date adopted 7/6/26 BOARD NOTIFICATION: Ms. Olson said that starting today the Town is going to enter into a contract for non-sport recreational programs for adults. Within the 2026 budget there was money allocated for this programming. The contract will cover development of programs during July-August 2026 with the plan to execute the programs in September-November 2026. The model for this programming is expected to have the cost be absorbed for the position within the cost of the fees being established (revenue neutral). The contract has not be signed yet, but Ms. Olson will notify the board when that happens.
