CONSENT AGENDA FOR RESOLUTIONS #106-110: (items # 3a-d on agenda) RESOLUTION #106 OF 2026: APPROVAL OF RECDESK ANNUAL CONTRACT RESOLVED that the Ulysses Town Board authorizes the Town Supervisor to sign the RecDesk contract as presented. RESOLUTION #107 OF 2026: VILLAGE OF TRUMANSBURG EMS BUILDING – LEAD AGENCY AND SEAF RESPONSE RESOLVED that the Ulysses Town Board acknowledges that the Village of Trumansburg seeks to serve as Lead Agency on the SEAF process for undertaking a new Emergency Medical Services building within the Village of Trumansburg and does not object; and be it FURTHER RESOLVED that the Ulysses Town Board provides no comment on the SEAF Part 1. RESOLUTION #108 OF 2026: LETTER OF SUPPORT FOR WQIP GRANT APPLICATION FOR REYNOLDS ROAD CULVERT 2 RESOLVED, the Ulysses Town Board authorizes the Town Supervisor to sign a letter of support for the WQIP grant application for the Reynolds Road Culvert to be prepared by the MRB Group as part of the Consolidated Funding Application progress. RESOLUTION #109 OF 2026: AUTHORIZATION FOR WQIP GRANT APPLICATION FOR REYNOLDS RD CULVERT WHEREAS, the Town of Ulysses, Tompkins County, supports the submission of a 2026 New York State Department of Environmental Conservation (NYS DEC) Water Quality Improvement Project (WQIP) on behalf of the Town to construct improvements to the Reynolds Road parallel culverts; and WHEREAS, the NYS DEC provides competitive statewide grant funding through the Non- agricultural Nonpoint Source Abatement and Control project subcategory for the replacement of culverts, and the Town of Ulysses considers this project a priority; and WHEREAS, if funding is received, it will allow the Town to replace these deficient culverts and address erosion and aquatic connectivity in the area; and NOW THEREFORE BE IT RESOLVED, the Town Board, on behalf of the Town, identifies the Town Supervisor as the authorized representative for the project, able to execute necessary documents relative to and as required for this application; and BE IT FURTHER RESOLVED, the Town Board does hereby acknowledge the required 25% match for all grant funding awarded as a local match in the form of in-kind services or cash contributions hereby appropriated and obligated; and BE IT FURTHER RESOLVED, that the Town Board of the Town of Ulysses recognizes and fully supports the submission of the WQIP for a Non-Agricultural Nonpoint Source Abatement and Control grant by MRB Group on behalf of the Town, aligning with the June 2024 Engineering Feasibility Study for a Culvert Replacement Project. RESOLUTION #110 OF 2026: LETTER OF SUPPORT FOR THREE FALLS GRANT APPLICATION FOR WATERFALL TRAIL RESOLVED, the Ulysses Town Board authorizes the Town Supervisor to sign the letter(s) of support for the Three Falls LDC to apply for funding for the construction of a trail to make the waterfalls on the property accessible to the public. The board discussed the SEQR. RESOLUTION #111 OF 2026: ACCEPTING SEAF PART 1, DECLARING INTENT TO ACT AS LEAD AGENCY, AND OTHER RELATED MATTERS CONCERNING THE PROPOSED DESIGNATION OF SMITH WOODS AS A CRITICAL ENVIRONMENTAL AREA WHEREAS, the Town Board of the Town of Ulysses is considering the designation of Smith Woods as a Critical Environmental Area pursuant to the State Environmental Quality Review Act and its implementing regulations; and WHEREAS, the Town Planner has prepared Part 1 of a Short Environmental Assessment Form (“SEAF”) for the Town Board’s review; and WHEREAS, the Town Board desires to coordinate environmental review of the proposed designation with all other involved and interested agencies; NOW, THEREFORE, BE IT RESOLVED, that Part 1 of the SEAF prepared by the Town Planner is hereby accepted with the alteration of changing #3a & 3c to 30.65 acres to reflect the April 2026 survey; and be it further RESOLVED, that the Town Board declares its intent to act as Lead Agency concerning environmental review of the proposed action; and be it further; RESOLVED, that the Town Planner is hereby directed to circulate notice of intent to act as Lead Agency to all involved and interested agencies; and be it further RESOLVED, that the Town Planner is hereby directed to notify the owners of properties adjacent to the proposed Critical Environmental Area of such proposal, and all other persons and entities as otherwise required by law; and it is further RESOLVED, that the Town Planner is otherwise authorized and empowered to take such actions as necessary in accordance with this resolution; and it is further RESOLVED, that this resolution shall take effect immediately. In response to Mr. Boggs’ concerns at the 6/9 meeting, Ms. Olson noted that the attorney reviewed town board meeting policies. He opined that any resolutions that require actions, or direct a person or entity to undertake something need to be shared in advance of the meeting, as those resolutions were. This was seconded by Mr. Manley and passed unanimously. PRIVILEGE OF THE FLOOR: Sarah Adams asked questions about the two agendas and whether resolutions could be available online earlier in the future and about the updated Comp Plan timeline. Rob Montana expressed gratitude for the community and advocated for the town to continue with the Recreation Partnership so that Ulysses residents can continue to have access to pool, Cass park, camp, art, music and theatre at a fraction of what it would cost without the partnership. He encouraged additional outreach to let citizens know about the opportunity. Krys Cail feels strongly that the portion of the town outside of the Trumansburg school district is disadvantaged and the Rec Partnership is important for them (and her). She thinks access to a pool is important due to HABS in the lake. Ms. Olson clarified that there is no discount for Ulysses residents for the Cass Park pool. Roxanne Marino supported the prior comments. When she was on TB many years ago, they did analysis on this topic. OLD BUSINESS: INTERVIEW OF TOWN BOARD MEMBERS: Ms. Olson said that in lieu of interviews, applications for the Town Board vacancy would be shared with the public. 8 COMP PLAN: Ms. Olson said that the 239 from Tompkins County has not yet been received by the town but it will be publicly shared when it is. She added that a Special Town Board Meeting is sched for next Tuesday and the Comp Plan Public Hearing will be re-opened. Other residents may be unable to afford the cost of owning and maintaining a vehicle. Still more residents may not want to drive due to concerns about environmental damage or the dangers of driving. Certainly though, All residents should be able to independently move around their community, to a friend or family’s house or to a park, school, or other service and should not be trapped in their homes due to their inability to own or use a personal vehicle . All amendment numbers refer to those in her original document. Amendment 1: Page 57- In the Low Density Residential Future Land Use description, we removed, “It is important to note that there will be some overlap between the Rural Residential land use due to the large number of properties within the Agricultural District.” The above language no longer makes sense or applies due to the amendment and the removal of “agricultural district” from the original text. Amendment 2: The Town Board included a sentence regarding housing dissatisfaction in the executive summary. Including this language in the full plan is also important. As a result, on page 77, second paragraph, last sentence, the language crafted at the last Town Board meeting is included. Amendment 8: On page 32, the last sentence of the last paragraph is now its own standalone paragraph. Specifically, the last sentence talks about all public engagement results (e.g. open house, survey, focus groups, etc) that are found in the appendix. The paragraph it was originally tied to discusses the survey. Amendment 20, 21, 34-40: The chart resolution in the OneDrive provided document is crisp, while the charts within the Ulysses United website document are blurry. We provided the Town with the same document and uploaded it to the website and SharePoint. I had to reduce the file size to upload the document to the website because it was so large. I would use the SharePoint document as your point of reference going forward for reviewing/printing. 220 Salina Meadows Pkwy #120, Syracuse, NY 13212 • 315.457.0537 MRBGroup.com Amendment 24: New addition H-P-1.5.4 was added to Appendix A, “Matrix of Overlapping Objectives and Policies between Elements.” The Climate Change and Resiliency chapter was identified as an overlapping element. Amendment 42: We identified Trumansburg Family Dentistry and Trumansburg Optical as optical and dentistry services located within the borders of Trumansburg. Amendment 49: 1) In previous meetings, it was stated to include “(Town owned)” after “Smith Woods”. “Smith Woods (Town owned)” is found throughout the document. 2) Since Amendment 49 is a new policy, we determined there is overlap with the Community Well- Being and Capital Facilities elements in Appendix A. Amendment 50: 1) I included “Create a Climate Action Plan by collaborating with regional and county agencies.” Agency collaboration is important to successfully create this type of plan. This new policy is also included in Appendix A. We concluded that the policy will overlap with all of the planning chapters. 2) We included text relating to the Climate Action Plan in the last paragraph of the executive summary. The text states, “One tool of importance, such as a Climate Action Plan, will help guide Town decisions.
