TOWN OF ULYSSES
September 12, 1972
Meeting called to order at 8 p.m. by Supervisor Bruce M. Payne. Others
present: H. William Smith, Councilman; Dana Poyer and James E. Rice, Jr. ,
Justices; Francis Potter, Highway Superintendent; Arlee Robinson, Zoning
Officer; Alice Conover, Town Clerk; A. Beers, Secretary.
Guests: Mrs. Onalee Conklin, Mrs. Mary Slade and Mr. Charles Warren, both
of Maplewood Point, and Mr. Arthur Fellows .
Upon motion of Mr. Poyer, seconded by Mr. Smith, the minutes of the
August meeting were approved as typed and distributed to the Board members.
Voted and carried.
Mr. Payne reported on action taken by the Highway Department at the
Bower Cemetery. He said weeds had been cut, a atone moved from the
Bower Farm to the Cemetery (upon request of Miss Ellen Bower) and a sign
ordered for placement at the Cemetery. He also said a trust fund had been
established for the Cemetery by the Bower Family, the cemetery association
which once had the care of the cemetery had ceased to exist many years
ago and that the interest accrued from the trust fund would cover the
cost of the work done at the cemetery. He also said there were three
cemeteries in the Township which were no longer under the care of
associations, and these cemeteries were now under the care and supervision
of the Town Board. Mr. John Murphy, County Commissioner of Budget and
Administration, has been sent a statement of costs incurred by the Highway
Department.
Mr. Rice moved that claims be paid as itemized on Abstracts No. 9 as
follows:
General #129 through 143 - $568.80
Highway # 107 through 124- 3189.01
Part Town # 26 through 32- 118.87
Mr. Poyer seconded the motion, voted and carried.
Mr. Rice moved the adoption of the following Resolution for approval of
the Revised Zoning and Mobile Home Ordinances and the Zoning Map:
WHEREAS: the Planning Commission appointed by the Ulysses
Town Board has duly prepared a revised Zoning
Ordinance and Mobile Home Ordinance, and
WHEREAS: a Town of Ulysses map showing zoned areas is hereby'
declared to constitute a part of this revised Zoning
Ordinance, and
WHEREAS: these Ordinances were presented at a public information
meeting on June 6, 1972, and a public hearing on
September 6, 1972,
THEREFORE BE IT RESOLVED: that the revised Zoning Ordinance,
the Mobile Home Ordinance and the .accompanying map
of the Town of Ulysses, having been duly presented by
public hearing to residents of the Town of Ulysses and
otherwise having complied with Town Law of the State of
New York, be approved by the Town Board of the Town of
Ulysses and that the Revised Zoning Ordinance, Map of
the Town of Ulysses and Mobile Home Ordinance be hereby
made a part of the minutes of this September 12, 1972,
meeting of the Town Board, and that these Ordinances
and Map be duly printed and published on October 5, 1972,
in the official publication of the Town of Ulysses, and
be posted by the Town Clerk in the Town Office as
required by law; the Ordinances to take effect ten days
after official publication and posting.

Mr. Rice moved the adoption of the following resolution:
WHEREAS: the Zoning Commission appointed by the Town Board in
1971 has most diligently and capably accomplished the
enormous task of revision of the Zoning and the Mobile
Home Ordinances for the Town of Ulysses, and
WHEREAS: the Zoning Commission has complied with the legal
procedures preparatory to presentation of these
Ordinances to the Town Board for action,
THEREFORE BE IT RESOLVED: that the Town Board of the Town of
Ulysses extend its deep appreciation to members of the
Zoning Commission for the time and thought they have
so generously given to the accomplishment of this task,
and this resolution be spread upon the minutes.
Mr. Poyer seconded the motion, voted and carried.
Mrs. Robinson requested permission of the Board to acquire three extra
inspectors to work during registration and at the polls for the November
election this year. This permission was granted pending the legality of
the appointment of extra inspectors. She is to inquire into the legality
of such appointment.
NOTE: The Board of Elections advised that it would not
be possible to add three extra inspectors to work
during registration and at the polls for the
November election this year, the rule being that
one Democrat and one Republican must be added in
each District. District 2 will be the busiest
since there are many students living in that area,
so two extra inspectors are to be added as per the
rule above. )
Mr. Potter reported on the work of the Highway Department the past month,
and mentioned work still to be done before winter snows. This work
includes cutting down certain trees, resurfacing three miles of streets
for the Village of Trumansburg.
Mr. Potter also requested permission to have the following funds trans=
ferred: from Account DS5140.1, Miscl. (Brush & Weeds) , personal services,
the sum of $2500.00 to Snow Removal, Account DS5142.1, Snow Removal,
personal services; from account DS5140.4, contractural expense, the sum.
of $3000.00 to Account DS5110.4, Repairs, and $4,000.00 to Account
DS5142.4, Snow Removal, Town Highways. Mr. Rice moved the transfer of
these funds be made, Mr. Poyer seconded the motion, voted and carried.
Mr. Rice suggested the rental of a Gradeall for a few weeks each year for
cleaning ditches, etc. Mr. Potter is to check into the possibility of
renting such a machine.
Mr. Payne asked Mr. Potter if Mr. Richer had done the work to alleviate
the water run-off conditions in Waterburg which has caused serious flooding
in certain homes on Brook Road. Mr. Potter said the work had not yet been
done.
General discussion developed on damages done on Maplewood Road by the
June flood. Mr. Potter said he still has not received bids for repair of
the road, saying the contractors contacted so far believe the estimated
costs of repairs set by the Army Engineers are too low. It was suggested
he ask the contractors to go ahead and present their bids without con-
sideration of trying to meet the cost figures presented by the engineers,
and then present these figures to the agency handling flood repair re-
imbursement costs. Mr. Payne said he would also contact a contractor
he knows personally. Mr. Charles Warren asked the Board what were the
overall plans for Maplewood Road repairs. Mr. Potter said there are
plans to have it resurfaced with stone and oil, but not repaved at this
time. Mrs. Slade also commented on the bad conditions of this road.

The question of snow removal was also discussed by guests and Board
members. Mr. Fellows suggested the reconsideration of priorities in
snow removal. Mr. Potter said the snow was removed from highways 96 anal
89, and school bus routes involving hills, before other roads were plowed.
He also said it was imperative to clear the main highways first because p5
the necessity of access to the hospital in cases of emergency, and that
State Aid reimbursed the Town for this work. Mr. Rice brought to the
attention of the guests that the State Aid receipts kept the cost of Town

taxes down.
Mr. Payne asked if the guests were satisfied with the discussions
regarding Maplewood Road and snow removal. There being no further discus-
sion, Mr. Ri:e moved the meeting be adjourned.
