A regular meeting of the Town Board of the Town of Ulysses was held
on May 13th, 1964 in the Town Office Building, Trumanshurg, New York.
The meeting was called to order at 8:00 P.M. by the Chairman, Mr.
Clifford E. Bower.
Members present were: Clifford E. Bower, James Rice, Dana Poyer,
Arthur J. Golder, Jr. , Lloyd Ellis and Francis Potter. Mr. Rodman f
Fellows , Zoning Enforcement Officer and Chairman of the Planning
Board and Mr. Robert I. Williamson, Town Attorney, were also in
attendance. Approximately 90 interested residents were present.
The Town Board meeting was immediately recessed in order to permit
the Public Hearing to be held to consider amending the Zoning Ordinance.
Mr. Bower turned the meeting over to Mr. Rodman Fellows for the report
of the Planning Board.
Mr. Fellows advised that on April 22nd, 1964, a letter addressed to
the Town Board and the Ulysses Planning Committee has been received,
signed by Charles and Jean Lauder, applying for permission to estab-
lish a campsite area on their farm. They accompanied the letter with
a map showing the location of the proposed campsite and a statement
that they plan to make this a seasonal campsite and that they have
no intention of allowing house trailers to be established. They
also included information regarding utilities and water facilities
at the proposed campsite.
Mr. Fellows reported that the Planning Board discussed the request
and investigated it; first, on the basis of the overall development
program for the Town of Ulysses and with the existing ordinance.
Mr. Fellow proceeded to explain the ordinance as it now reads and
read in full the portion designated as Article 3, Section 9, entitled
Planned Development Distrists".
On the basis of developments in the past decade the Board established
that there is more and more demand for the type of facilities which the
Leuderswish to establish. The Planning Board also looked into the
matter of the location and appearance of the proposed campsite and
Mr. Fellows by referring to a map provided indicated to the audience
the specific area involved. Outlined on the map was not only the
actual campsite byt an additional area to be used for trails and

nature walks through the woods. Mr. Fellows stated that• they had
satisfied themselves that the proposed campsite met health department
requirement and that it was in keeping with the nabhre of the area
in which it was proposed and that as far as the Planning Board could
see it would in no way detract from the area, in fact, it would improve
the value of the property and would be an asset to the community,
therefore the Planning Board voted to recommend this Planned Development
District to the Town Board. At the Special Meeting on April 29th the
recommendation was given to the Town Board.

The meeting was then turned over to Robert I. Williamson, Esa. , Town Attorney
for an interpretation of the law and the procedure that must be followed.
Mr. Williamson explained that the hearing tonight was for an expression
of opinions, so that the Board could consider whether or not to request
an amendment of the present ordinance to include a new Planned Development
District. If an amendment is drawn up it will have to be presented at a
Public Hearing, upon 10 days notice, before it can be put into effect.
A brief discussion ensued between Mr. Albanese and Mr. Williamson about
the correct procedure and a detailed report is attached hereto.
Correspondence was requested to be read and Miss Conover, Town Clerk
read the following regarding the proposed campsite:
Mr. Albanese presented the following documents to be placed on record:
1. Petition - dated May 10th - containing 44 signatures; 2. Statement
from Frank B. Howe, Jr. - dated May 12, 1964; 3. Statement from Louise
and Raymond Albrectsen - dated May 13, 1964; 4. Letter from Edward A.
Lutz - dated May 12, 1964.
Miss Conover then proceeded with the reading of the correspondence:
1. Letter - Chamber of Commerce - in favor of campsite
2. Letter - Thomas H. Gorman - against campsite
3. Letter - Tompkins County Soil Conservation District - in favor of campsite.
4. Letter - Beatrice & Dorsey Bruner - against.
5. Letter - Mr. and Mrs. Robert Bock - in favor
6. Letter - Tompkins County Extension Service Association - in favor.
7. Petition: We the undersigned being residents of the Town of Ulysses
and being familiar with the proposal of Charles and Jeanne Lueder for
the development of a family campsite on their property located on the
Kraft Road in the Town of Ulysses, Tompkins County, N.Y. , do hereby
express complete approval of such a proposal.
It is our feeling that the purpose of our zoning ordinance is to
supervise the orderly growth and development of our community in ful-
filling the needs of its visitors as well as its residents. It is appar-
ent that the existing family camping facilities in our area are inadequate
to accomodate those vacationers who wish to share the Cayuga Lake region
with us.
We further believe that the Lueder proposal can provide such accomoda-
tions without affecting the character of the surrounding neighborhood.
Therefore, we respectfully urge the.:Tovn Board to approve the applica-
tion of Charles and Jeanne Lueder as submitted." This petition con-
tained 218 names and upon questioning from the audience regarding the
signatures Mr. Bower asked that they be rend and they duly were.
Mr. Albanese wished to have the records show that there was no indica-
tion in this Petition as to whether any of the signers were property
owners and how far they live from the proposed location.

11. Petition: "We, the undersigned, being the owners of real property
located in the Town of Ulysses, Tompkins County, New York, at
locations so marked on a copy of the zoning map of the Town of
Ulysses, do hereby protest amending the zoning ordinance permitting
a camp site and travel trailer park on property of Charles Lueder

and Jean Lueder located in a residential zone on Kraft Road in
said Town." Petition contained 44 signatures, which were read.

After reading of the correspondence Mr. Bower invited questions and
statements from the floor, but requested that they be brief. Active
discussion followed and a detailed report is made and attached to these
minutes. After all those wishing to speak had been heard Mr. Bower
called a short recess before reconvening the Town Board Meeting.
The recessed Town Board Meeting was called to order and Mr. Bower
suggested that the resolution regarding the zoning ordinance amendment
be the first order of business in order to permit those interested
to hear the decision of the Board without further delay.
Mr. Arthur J. Golder, Jr. presented the following resolution:
RESOLVED, that the Town Board amend the Zoning Ordinance to provide
for a Planned Development District in order with the proposed development
of Mr. and Mrs. Charles Lueder. Seconded by Mr. James Rice.
Discussion: Mr. Golder commented that there were advantages and dis-
advantages, but that in his opinion the advantages outweighed the dis-
advantages. He stated that he could not conceive that the traffic
problem would great. He advised he had examined the site and it seemed
to be an admirable use for the area in question and could not see that
the proposed use would depreciate the property value.
Mr.P8yyrhad no comments but indicated he was in favor of the proposal.
Mr. James Rice commented that it appeared to him that many people in the
Town of Ulysses were thinking we could afford two Cayuga Heights in
the Town. He stated that every proposal that had been brought before
the board, since he was on it, had had opposition from the same group
of people, objecting to any change or growth in the community. He
stated he was in favor of the resolution.
Vote called: 5 Ayes, none opposed.
Mr. Bower directed and authorized the Zoning Enforcement Office to take
the necessary steps to draw up the actual amendment.
Minutes of the last special meeting were read and with the addition of
the incorporation of an agreement were directed approved by Mr. Bower.
Correspondence read by Miss Conover and recorded by her.
Petition addressed to the Ulysses Town Board and Highway Department
was read and is made a part of these minutes and annexed hereto. This
petition contained 28 signatures and requested completion of the recon+
struction of the Gorge Road.

Mrs. George Earl and Mrs. Beach Stover, representing the signers of this
petition, made a further personal appeal for action with regard to Gorge
Road. Mr. Bower advised them that there were no funds available for
paving the road at this time, but he did ask Mr. Potter to do the best
he could to keep the road in a more satisfactory condition. Mrs. Earl
and Mrs. Stover thanked the Board for their consideration.

Mr. James Rice moved that Mr. Milton Harris be appointed to the Appeals
Review Board to fill the vacancy left by the expiration of the term of 1
Art Millspaugh. Seconded by Mr. Ellis: Vote: 5 Ayes, 0 No.
Jim Crimmins had contacted Mr. Bower with regard to a joint venture
to purchase land for a town dump. He was invited to attend the next
meeting of the Town Board to discuss this matter.
Mr. Francis Potter having investigated the purchase of a used roller
advised that he felt it might be wide to consider purchase of same
since the present one is not in good condition. Mr. James Rice moved,
upon recommendation of the Superintendent of the Highways, That we
authorize the Town Cleric to advertise for bids for a used roller.
Seconded by Mr. Ppyer. Unanimously carried.
Mr. James Rice presented a letter from Dr. Broad and suggested that
the matter be tabled for a future meeting. It was agreed so to do.
Having received a request for use of the Town Office Building from
Mr. Haight it was agreed to extend this courtesy to him.
Residents remaining for the entire meeting were Rev. Martin of
Jacksonville and Mr. Ralph Holcamp.
Bills Nos. 46 through 56 and Highway Department Bills Nos. 42 through
56 were presented to the Board. Motion was made by Lloyd Ellis,
Seconded by James Rice that these be approved. Unanimously carried.
Mr. James Rice moved that the meeting be adjourned, seconded by
Mr. Arthur J. Golder. Unanimously carried.
