CALL TO ORDER: Ms. Olson called the meeting to order at 7:01pm. ATTENDANCE: TOWN OFFICIALS: In person- Supervisor- Katelin Olson Board members- Michael Boggs, Tom Knipe, Steve Manley, Liz Weatherby Town Clerk- Carissa Parlato Via Zoom- Linda Liddle (Planning Board), Roxanne Marino (Conservation & Sustainability Advisory Committee (CSAC); Comp Plan Steering Committee (CPSC)) OTHERS: In person- Rachel Ostlund (Tompkins County Legislator) Via Zoom- Nancy’s iPad APPROVAL OF AGENDA: Ms. Olson requested to remove item 8c and add a new resolution approving a cleaner. Mr. Boggs moved to approve the agenda as amended. This was seconded by Mr. Manley and passed unanimously. PRIVILEGE OF THE FLOOR: No comments PUBLIC HEARING: “A LOCAL LAW AMENDING SECTION 174-11 OF THE TOWN CODE REGARDING EXEMPTION TABLE” Mr. Knipe moved to open the hearing at 7:04pm. This was seconded by Mr. Boggs and passed unanimously. Ms. Olson asked three times if anyone wanted to comment on the law. Hearing no comments, she moved to close the hearing at 7:05pm. This was seconded by Mr. Boggs and passed unanimously. 2 PUBLIC HEARING: “A LOCAL LAW AMENDING CHAPTER 80 OF THE TOWN CODE TO UPDATE REFERENCES TO THE UNIFORM CODE AND ENERGY CODE” Ms. Olson moved to open the hearing at 7:05pm. This was seconded by Mr. Boggs and passed unanimously. Ms. Olson noted that when NYS updates their uniform code, municipalities must follow suit. Hearing no comments, Ms. Olson moved to close the hearing at 7:07pm. This was seconded by Mr. Boggs and passed unanimously. MUNICIPAL BOARD & STAFF REPORTS & ANNOUNCEMENTS (written reports provided) Ms. Ostlund shared that she is on the following committees: •Health and Human Services •Public Safety •Planning Energy and Environmental Quality •Workforce Diversity and Inclusion Ms. Marino shared that CSAC will be meeting on the 3rd Thursdays at 7:30pm this year. The annual Earth Care Day is scheduled for May 2. She added that the group is still waiting for feedback on the water protection plan from DEC. Ms. Weatherby shared that the CPSC is meeting tomorrow and is continuing the public hearing. They are discussing the Future Land Use Map (FLUM) and the latest draft of the plan. Ms. Olson shared that the JCA met last night to hear CPSC updates. Three Falls met. NYS is reviewing a name and concept plan for the park. The Youth Commission is gearing up for summer rec program and sports season. Ms. Olson also noted that the Cold Springs park project is going back and forth between Planning Board and BZA for various approvals. She further added the county has offered the town an opportunity to participate in a pilot IT security program. BUDGET MODIFICATIONS: Ms. Taetzsch walked the board through the 2025 end-of-year budget modifications, noting that none were significant and many were just for rounding purposes. RESOLUTION #52 of 2026: APPROVAL OF BUDGET MODIFICATIONS RESOLVED, that the Ulysses Town Board approves the 2025 and 2026 budget modifications as presented (see Appendix). Moved: Olson Seconded: Boggs Olson aye Boggs aye Knipe aye Manley aye Weatherby aye 3 Vote: 5-0 Date Adopted: 2/10/26 OLD BUSINESS: A LOCAL LAW AMENDING SECTION 174-11 OF THE TOWN CODE REGARDING EXEMPTION TABLE RESOLUTION #53 OF 2026: A LOCAL LAW AMENDING SECTION 174-11 OF THE TOWN CODE REGARDING EXEMPTION TABLE WHEREAS, notice was given that the Town Board scheduled a public hearing for February 10, 2026 at 7:00 p.m. for Local Law No. 1 of the Year 2026 entitled “A LOCAL LAW AMENDING SECTION 174-11 OF THE TOWN CODE REGARDING EXEMPTION TABLE”; and WHEREAS, notice of said public hearing was duly advertised in the official newspaper of the Town and posted on the Town Clerk’s signboard; and WHEREAS, said public hearing was duly held on the 10th day of February, 2025 at 7:00 p.m. and all parties in attendance were permitted an opportunity to speak on behalf of or in opposition to said proposed Local Law, or any part thereof; and WHEREAS, pursuant to the State Environmental Quality Review Act, it has been determined by the Town Board that adoption of the proposed Local Law constitutes a Type II Action as defined under 6 NYCRR 617.5(c)(26) and (33). NOW, THEREFORE BE IT RESOLVED that the Town Board of the Town of Ulysses hereby adopts said local law as Law No. 1 of the Year 2026 entitled “A LOCAL LAW AMENDING SECTION 174- 11 OF THE TOWN CODE REGARDING EXEMPTION TABLE”; and it is further RESOLVED that the Town Clerk be and hereby is directed to enter said Local Law in the minutes of this meeting and give due notice of the adoption of said Local Law to the Secretary of State and the Tompkins County Tax Assessor; and it is further RESOLVED that this resolution will take effect immediately upon filing with the Department of State. Moved: Olson Seconded: Boggs Olson aye Boggs aye Knipe aye Manley aye Weatherby aye Vote: 5-0 Date Adopted: 2/10/26 DIRECTING STAFF TO PROCEED WITH ODA DESIGNATION PROCESS AT 1191 TAUGHANNOCK RESOLUTION #55 OF 2026: DIRECTING STAFF TO PROCEED WITH ODA DESIGNATION PROCESS AT 1191 TAUGHANNOCK WHEREAS, Maureen Foley and Jason Brenner submitted an application to the Town of Ulysses to establish an Open Development Area on/over their property known as 1191 Taughannock Boulevard, Tax Parcel No. 30.-3-9 (the “Proposed Action”); and WHEREAS, based upon a review of submitted materials, the Town Planner and Attorney for the Town have recommended classification of the Proposed Action as an Unlisted Action 5 pursuant to the New York State Environmental Quality Review Act (“SEQRA”), Article 8 of the Environmental Conservation Law, and its implementing regulations at 6 NYCRR Part 617; and WHEREAS, a Part 1 Short Environmental Assessment Form (“SEAF”) must be completed relating to the Proposed Action; and WHEREAS, the Proposed Action must be for comment to the Town Planning Board, Tompkins County Department of Planning and Sustainability, the Trumansburg Fire Department, Emergency Medical Services Department, and Tompkins County Sheriff’s office; and NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Ulysses directs the Town Planner to prepare a Part 1 SEAF relating to the Proposed Action; and be it further RESOLVED, that the Town Planner is to circulate the complete action, including the Part 1 SEAF, to the above referenced departments/agencies for comments, to the extent not already provided; and be it further RESOLVED, that the Town Supervisor or their designee is hereby authorized and directed to take all other steps necessary to proceed with the application in order for the Town Board to take action regarding the Proposed Action as soon as reasonably possible; and be it further RESOLVED, that this resolution shall take effect immediately. APPOINTMENTS FOR RECREATION PARTNERSHIP AND COUNTY YOUTH COMMISSION RESOLUTION #56 OF 2026: APPOINTMENTS FOR RECREATION PARTNERSHIP AND TOMPKINS COUNTY YOUTH SERVICES BOARD RESOLVED, that Katelin Olson is appointed to represent the Town of Ulysses on the Recreation Partnership and Tompkins County Youth Services Board through December 31, 2026. CANCELLING FEBRUARY 24 TOWN BOARD MEETING RESOLUTION #57 OF 2026: CANCELLING THE FEB. 24 MEETING RESOLVED that the Ulysses Town Board cancels the Feb. 24 regular meeting. Positive Youth Development: “Brain Break”/After-School Hangout on Weds. afternoons ongoing- at the Episcopal Church. (~8 Youth this month) Movies, ping pong, games, coloring, making snacks, hanging out with friends. Rachel Kennedy and Jane Detwiler are supervising, with teen helper Natalie Holcomb, until Lucky Lucas returns, week of Febuary 8. Teen helper Hurley Carubia joined us January 28 to do some baking, but he ended up working alone, as kids were busy with other things, so he just made muf�ins for everyone, but the kitchen is pleasant to work in, and I think we can potentially use it for small cooking classes. Pictured below is Hurley, and some middle school kids making snacks and cleaning up after themselves :) College Visit To Cortland State University on January 27. (6 High School Youth – 3 M, 3 F) Ok visit. It was a brutally cold day, and the tour guide was a little distant and disengaged, so that was disappointing, but we did see the campus, had lunch, and checked out some of the common spaces. Upcoming: PYD Middle School: Lucky will return next week (week of Feb 8) to the Brain Break Program and intends to start up with cooking workshops again the following week. Civics Internship: Based in part on feedback from youth and in part on wanting to try something new with the same goals in mind and continuing to explore options- my plan for the program starting up again in March will be to match teen interns with local leaders for a combination of conversation and "work." Depending on the context, the work could be volunteering, attending a meeting/s, shadowing, touring a facility, doing a bit of research, attending an event/ webinar/ training of some kind (or a combo of a number of things.) The hours can be flexible and the work whatever seems useful or interesting- but something in the neighborhood of 3 hours of conversation with a mentor and 5 hours of work (with or without a mentor's direct supervision). I would be a point person for everyone, and would just need an accounting of the plan, and the follow through. I would likely ask the intern to keep notes and reflect on the experience in some material way. I would be delighted for any teen to show initiative, and would support them however seems realistic, but I'm asking for a minimum of *showing up, paying attention, asking questions. * The basic goal is exposure to how the world works, and continuing to build connections. Thus far I have a soft commitment from 5 adult mentors. Program to start in early March. For the group work- Marie and I will be conducting a 14 hour (over 7 sessions) Kingian Nonviolence training. To date, we’ve included an hour here and there of this content, and we’d like to at least try a devoted training so we can see if the content can be clearer and more meaningful as an approach to initiating change and solving problems. Town Staff, Legal, and Court are pleased with the progress and good faith effort Mr. Allen made last year and look forward to continue working with him in 2026 to resolve the matter. o Keith Dodge, 1942 Trumansburg Road (parcel 20.-3-9.22). 35 Counts of violations against the Fire Code of New York State, New York State Property Maintenance Code, and Ulysses Zoning Code. Town Staff and Legal do not feel Mr. Dodge has acted in good faith, nor kept agreements made to Town Court for the resolution of the violations. Court gave till June with a continued appearance in April. Town Staff and Legal will submit a memo to Town Board on suggested next steps in the near future. Gym space cancellations and availability may have impacted early numbers especially for weekend programming. ● The Monday and Wednesday clinics experienced multiple cancellations in January due to weather, holidays, and school related events. Current youth programming ● The youth basketball clinic started in January this winter ○ The basketball clinic will conclude on February 7th. ○ The clinic was held for five weeks this winter instead of nine weeks. ● The youth basketball team program started “league” games in January. ○ Youth basketball program will conclude at the end of February. ○ Three of the six teams will compete in the Newfield recreation basketball tournament in March. ● Youth track started in December and participated in the first meet at Barton Hall at Cornell in January. ● Driver ’s Education will be held a 5-hour course has not scheduled a winter date as of yet. General administration ● Planning has started for summer camp 2026. The camp start date has not been finalized, but will 0operate for six weeks at the Tburg middle school facility. ● The Youth Commission annual report has been submitted for the review of the 2025 year. ● Ongoing scheduling and coordinating team practice spaces and times, along with rescheduling games and practices due to space cancellations. ● Reserved space and coordinated baseball activities for spring recreation programs for the April-June session. ● Assigned referees for home games. Final home games are scheduled for February 28th. ● Hired additional basketball clinic and game day staff to compensate for increased games and programming needs. Along with hiring Trumansburg high school (three) students to referee some games. There has been a shortage of referees in the area, but we have been able to maintain at least one certified referee for each game. ● Delivered jerseys for winter track programming. ● Began recruiting summer camp administrative staff. ● Communicating to coaches, facilitators, families, other teams, referees, and the school district continuously. ● Paid out staff for basketball programs, tournaments, and t-shirts. ● Secured three teams for the upcoming Newfield basketball tournament for participants in our recreation basketball program. ● Scheduled meeting with SUNY Cortland Recreation department concerning camp barton mini-camp/program planning. I am also presenting a couple of modifications for 2026, which relate to activities that were planned and budgeted for 2025, but have moved to 2026. As detailed in the Supervisor’s Report, total cash balances as of 12/31/2025 were $1,146,931.62, an increase of $496,804.79 from the end of November. A significant contributor to the increase in cash is the final liquidation of investments held at Tompkins Financial. Total investments in NYCLASS on 12/31/25 amounted to $2,587,614.65. Once tax collection and large one-time payments (such as Fire and Ambulance) are made for 2026, I will be investing excess cash in NYCLASS. At this time, I don’t see any surprises in the financial results for 2025 that would suggest a significant departure from projections previously reported to the Board. I anticipate some further adjustments to the 2025 preliminary financial statements as I complete closing entries for the year and undergo audit. However, I do not anticipate any material changes. Bookkeeper/Budget Officer Activities Below are some highlights of monthly activities: • Personnel/Payroll: Year-end tax law changes related to overtime and Paid Family Leave coverage have created some payroll challenges at the start of the year. I have been working closely with our 3rd party payroll processor to make necessary corrections for our employees, and I have been communicating with affected employees to keep them informed. • Finance Committee: I would like to see the Committee begin to meet in March to develop a work plan for the remainder of 2026. • General Accounting and Budget Support: The independent audit is scheduled for the week of February 16th. Barring any unforeseen circumstances, I expect to file the Annual Financial Report with the Comptroller’s Office by the deadline of March 1. • Other Administrative Support: I coordinated the completion of our insurance applications for 2026, and will continue to interface with our agent, Tompkins Insurance, on behalf of the Town. To reflect the purchase of an new vehicle to support the Code Enforcement function of the Town, along with the NYSERDA grant secured for the purpose of purchasing an electric vehicle, and the use of reserves to fund the cost in excess of the grant amount. TOWN OF ULYSSES LOCAL LAW NO. ___ OF THE YEAR 2026 A LOCAL LAW AMENDING CHAPTER 80 OF THE TOWN CODE TO UPDATE REFERENCES TO THE UNIFORM CODE AND ENERGY CODE Be it enacted by the Town Board of the Town of Ulysses as follows: Section 1. Authority and Purpose This Local Law is enacted pursuant to the authority and provisions of Section 10 of the Municipal Home Rule Law of the State of New York and all other powers and authority vested in the Town Board of the Town of Ulysses to protect the health, safety and welfare of its residents. It is the purpose of this Local Law to update references within its building administration law to the current New York State Uniform Code. Section 2. Amendment to Section 80-2 Section 25-2, entitled “Definitions” is amended by replacing the definitions of “FCNYS,” “PMCNYS” and “RCNYS” with the following: FCNYS The 2025 Fire Code of New York State as currently incorporated by reference in 19 NYCRR Part 1225. PMCNYS The 2025 Property Maintenance Code of New York State as currently incorporated by reference in 19 NYCRR Part 1226. RCNYS The 2025 Residential Code of New York State as currently incorporated by reference in 19 NYCRR Part 1220. Section 3. Severability If any provision of this law is deemed invalid by a court of competent jurisdiction, such invalidity shall not affect the remaining provisions, which shall remain in full force and effect. Section 4. Effective Date This law shall take effect immediately upon filing with the New York State Department of State. TOWN OF ULYSSES LOCAL LAW NO. ___ FOR THE YEAR 2026 A LOCAL LAW AMENDING SECTION 174-11 OF THE TOWN CODE REGARDING EXEMPTION TABLE Be it enacted by the Town Board of the Town of Ulysses as follows: Section 1. Statutory Authority The purpose of this Local Law is to grant a partial exemption from taxation to qualifying senior and disabled citizens in the Town of Ulysses as authorized by § 467 of the Real Property Tax Law. Section 2. Amendment of Section 174-11 Section 174-11 of the Town Code of the Town of Ulysses is hereby amended by deleting and replacing it entirely with the following: §174-11. Severability The provisions of this Local Law are severable and if any provision, clause, sentence, subsection, word or part thereof is held illegal, invalid, unconstitutional, or inapplicable to any person or circumstance, such illegality, invalidity or unconstitutionality, or inapplicability shall not affect or impair any of the remaining provisions, clauses, sentences, subsections, words, or parts of this local law or their application to other persons or circumstances. It is hereby declared to be the legislative intent that this local law would have been adopted if such illegal, invalid, or unconstitutional provision, clause, sentence, subsection, word or part had not been included therein, and as if such person or circumstance, to which the local law or part thereof is held inapplicable, had been specifically exempt therefrom. Section 5. Effective Date This Local Law shall take effect immediately upon filing with the New York State Secretary of State in accordance with Section 27 of the Municipal Home Rule Law.
