COMP PLAN STEERING COMMITTEE MEETING
Town of Ulysses
Sept. 3, 2025
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice was posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. DiPetta called the meeting to order at 5:01pm.
ATTENDANCE:

Moore, Mo Klein, Karl Klankowski, Allison Weaver, Karen Meador

APPROVAL OF AGENDA:
Ms. DiPetta suggested moving Approval of Minutes to the end of the meeting.
Ms. Weatherby moved to approve the agenda with this amendment. This was seconded by Mr.
Klankowski and passed unanimously.
PUBLIC HEARING-Review of the following Draft Chapter Elements:
Ms. Weatherby moved to open the public hearing. This was seconded by Mr. Klankowski and passed
unanimously.
Ms. DiPetta noted that the committee was taking comments on the following elements (chapters):
Housing, Economic Development, & Built Environment and opened the floor to speakers.
Ms. Thompson suggested that development be contained in clusters and not sprawled; have shared
septic & driveway; be affordable; and be individually-owned, small units.
Ms. DiPetta asked for other comments. Hearing none, she asked for a motion to table the hearing.
Mr. Klein moved to close the hearing at 5:16pm. This was seconded by Mr. Klankowski and passed
unanimously.
PRIVILEGE OF THE FLOOR (3 minutes per person):

Ms. Thompson said that she was concerned about new wetland regulations because they add more
fees and tasks to citizens. She suggested that the town cover those costs.
OLD BUSINESS:
REVIEW REVISED DRAFT OF TRANSPORTATION ELEMENT
The group discussed this element, highlighting the following:
• maps
• statistics on fatalities/accidents
• pedestrian/public transport friendliness
• bikes/road shoulders
• section formatting
REVIEW REVISED DRAFT OF CAPITAL FACILITIES AND UTILITIES ELEMENT
The group discussed this element, highlighting the following:
• public/private water & sewer
• emergency medical services (EMS)
MOTION TO APPROVE THE RELEASE OF THE TRANSPORTATION & CAPITAL FACILITIES ELEMENTS:
Ms. Meador moved to release the chapters with the discussed changes. This was seconded by Mr.
Klankowski and passed unanimously.
PREPARATION FOR 2nd PUBLIC OPEN HOUSE
The groups discussed flyers, postcards, and general publicity for the Oct. 6 Open House.
NEW BUSINESS:
REVIEW LAND USE AND AG MAPS AND DATA
FUTURE LAND USE MAP (FLUM) WORKSHOP
Mr. Tygesen briefly explained what this. The group agreed to work on this at a alter date.
NEXT STEPS:
1. Continued public hearings on the following elements:
a. Environment & natural resources
b. Climate change & resiliency
2. Review draft SEQR full environmental assessment form
3. Review introduction chapter
4. Continued review of the land use element and FLUM workshop
5. Continued preparation for 2nd open house and final hearing/recommendation

APPROVAL OF MINUTES:
Ms. Weaver made a motion to approve the minutes of Aug. 6, 2025. This was seconded by Mr.
Klankowski and passed unanimously.
ADJOURN:
Mr. Klein made a motion to adjourn at 7:28pm. This was seconded by Mr. Klankowski.
