HomeMy WebLinkAbout2025-09-10-STB-FINAL-minutes1 SPECIAL TOWN BOARD MEETING 2026 Budget Town of Ulysses Sept. 10, 2025 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. Video recordings of meetings are available on Youtube at https://www.youtube.com/channel/UCWVIs--g9CpHIxdk9YxZyPw. CALL TO ORDER: Ms. Olson called the meeting to order at 9:04am. ATTENDANCE: TOWN OFFICIALS: In person- Supervisor- Katelin Olson Board members- Michael Boggs (at 9:10am), Rich Goldman, Liz Weatherby, Mary Bouchard Town Clerk- Carissa Parlato Bookkeeper- Blixy Taetzsch Court Clerk- Angela Champion Town Justice- Mark Dresser Second Deputy Supervisor- Teressa Naylor OTHERS: 2026 TENTATIVE BUDGET DISCUSSION: A FUND notes COURT: Ms. Taetzsch noted that revenue has gone up dramatically in this line. Judge Dresser indicated that it is due to new policing practices and additional traffic enforcement. CLERK: Similar to previous years. CENTRAL COMMUNICATION: Software subscriptions and general IT support are included here. PRINTING & MAILING: Postage costs can vary from year to year. RECORD MANAGEMENT: Budget includes funding for updating laws after the comprehensive plan is completed. TOWN HALL EQUIPMENT: 2 Computer updates- now on a 3-yr cycle. TOWN HALL: • Funds this year for solar consultant • 2026- hire a consultant for HVAC • EV charging- will assess needs in 2026 once the village’s fast charging station opens B FUND: BUILDING/CODE LINES: • Not much change from last year to this year • Success of new fees this year • Increasing building permit fees for 2026 PLANNING/ZONING LINES: • Mr. Tygesen recommends the Town Board do a housing action plan (as an addendum to comp plan) • Increase in engineering fees to find a consultant to apply for grants to do zoning updates OTHER: • Attorney lines discussion HEALTH INSURANCE DISCUSSION: The group discussed ways to mitigate the 18% health insurance increase. Ideas included lowering the town’s contribution. ADJOURN: Mr. Goldman made a motion to adjourn at 11:03am. This was seconded by Ms. Bouchard and passed unanimously.
