TOWN BOARD MEETING
Town of Ulysses
Sept. 9, 2025
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 7:01pm.

APPROVAL OF AGENDA:
Ms. Olson requested to add presentations for community funding applicants; and consideration of
moving pending code cases from Coughlin & Gerhart to NDV Law.
Mr. Goldman made a motion to approve the agenda. This was seconded by Ms. Bouchard and passed
unanimously.

PUBLIC HEARING: DRINKING WATER SOURCE PROTECTION PLAN
Mr. Goldman made a motion to open the hearing at 7:03pm. This was seconded by Ms. Bouchard and
passed unanimously.
Ms. Olson asked for comments on the issue.
Hearing none, Mr. Goldman moved to adjourn the hearing at 7:04pm. This was seconded by Ms.
Bouchard and passed unanimously.
MUNICIPAL BOARD & STAFF REPORTS/ANNOUNCEMENTS:
Ms. Marino invited the board to add comments to the Drinking Water Plan before it is sent to the
DEC. Ms. Olson recommended that the plan be formally sent to the Planning Board as well.

RESOLVED that the Town Board sends the water protection plan to the Planning Board and
Board of Zoning Appeals for review and comment.

MUNICIPAL BOARD & STAFF REPORTS/ANNOUNCEMENTS, Cont’d:
Ms. Koreman shared the following updates from Tompkins County Legislature:
•Budget for the county may have a 4-5% increase
•Trying to find solutions for unhoused folks
•Sales tax update
•Wants to keep funds in county budget for affordable housing and parks
Ms. Olson said that she hopes that the county can consider helping manage EMS due to the many
calls that are from outside of Ulysses. Ms. Koreman said that they had an evaluation from a
consultant on this topic.
Ms. Weatherby shared the following:
•Health consortium:
o 18% increase due to number of claims
o Vote is on 9/25
•Youth commission
o Created budget
o Waiting to see what funds the county will give
Ms. Bouchard shared that the Bee Committee will be handing out seedballs and presenting how to
make beehouses along with TC Pollinator Partnership.
OLD BUSINESS:
COMPREHENSIVE PLAN TIMELINE AND UPDATE
Ms. Olson & Ms. Weatherby updated the board, saying that there are two more public hearings and
an Open House on 10/6/25. The committee will meet on 10/8 to review SEQR and open house take-
aways before a final meeting on 11/5. Then the draft will be shared with the Town Board for review
and adoption.
PRESENTATIONS from COMMUNITY FUNDING APPLICANTS:
Community Science Institute (CSI)

Ms. Shidemantle introduced herself and shared the following information about the Institute’s
activities:
•Partner with trained volunteers to monitor streams and lake for nutrients and ecoli
contamination
•Test for HABS
•Have over 20 years of data on water quality
•Identify risks
•Empower residents to become stewards of their watershed
She said that town funding will allow programs to continue and ensure that residents and local
decision-makers have timely access to data.
The funding request to the town this year is a 2% increase over last year and accounts for 28% of the
cost of monitoring. Other funding comes from the county and fees for service.
The Creative Reset
Jennifer Lynn was unable to be there in person so a recorded video was shared to describe what she
is seeking funding for- a yearlong creative program that supports emotional well-being. She would
like to offer free workshops to town residents.
THREE FALLS LDC COMMUNITY ENGAGEMENT UPDATE
Ms. Olson shared that the LDC has hired a consulting firm- Fisher Associates– to put together a plan
for the future use of the former Camp Barton. A representative will be at the Farmer’s Market on
9/17 and 9/27 to share information and solicit public feedback.

WHEREAS, November 11 is Veteran’s Day and a recognized federal, state, and local holiday
NOW, THEREFORE, BE IT
RESOLVED, that the Ulysses Town Board reschedules the November 11, 2025 meeting for
Wednesday, Nov. 12 at 7pm.

APPROVAL TO TRANSFER ZONING & CODE LEGAL CASES TO NDV LAW
Ms. Olson said that Mr. Perehinec will be leaving Coughlin & Gerhart and joining Mr. VanWhy.
RESOLUTION #125 OF 2025: APPROVAL TO TRANSFER ZONING & CODE LEGAL CASES TO NDV
LAW
RESOLVED, the Ulysses Town Board approves the Town Supervisor to transfer all zoning and
code enforcement files from Coughlin and Gerhart to the Town's attorney's firm, NDV Law,
PLLC.

EXECUTIVE SESSION: For purposes related to current litigation
Mr. Goldman made a motion to go into Executive Session at 7:54pm for the purposes of discussing
current litigation. This was seconded by Ms. Bouchard and passed unanimously.
Ms. Bouchard moved to end Executive Session at 8:25pm. This was seconded by Ms. Weatherby and
passed unanimously.

RESOLVED, that the Ulysses Town Board approve the meeting minutes as presented from Aug.
12, 2025 (regular meeting).

BOARD NOTIFICATIONS:
Ms. Olson informed the board that she approved hiring Taitem for the ground mount solar project at
the highway department. They will put together an RFP for us to go out to bid.

RESOLVED that the Ulysses Town Board approves the budget modifications (see Appendix) as
presented.

RESOLVED that the Ulysses Town Board approves payment of audited claims #431-472 in the
A-SW Funds for $104,342.35; and #11 in the HA Fund for $750.50.
