SPECIAL TOWN BOARD MEETING
2026 Budget
Town of Ulysses
Sept. 8, 2025
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 10:01am.
ATTENDANCE:
TOWN OFFICIALS:
In person-
Supervisor- Katelin Olson
Board members- Michael Boggs, Rich Goldman, Liz Weatherby (arrived at 10:38am)
Town Clerk- Carissa Parlato
Bookkeeper- Blixy Taetzsch
Highway Superintendent/DPW Director- Scott Stewart
OTHERS:

2026 TENTATIVE BUDGET:
GENERAL OVERVIEW:
Ms. Taetzsch shared an overview of the budget process, and discussed the following:
•Benefits increases
o health insurance at about 18%
o Retirement 10%
o 3% COLA
o (Still waiting on other numbers)
•A Fund revenue & appropriations going down due to parking lot project being done
•Fund balance estimates
•Fire
•EMS
Ms. Olson discussed issues with EMS with respect to mutual aid calls (responses to areas outside the
district).
HIGHWAY FUNDS DISCUSSION:
A Fund:
•New doors needed for cold storage

DA Fund (Highway for all town):
•Funds budgeted for engineering study for Curry Road culvert replacement in order to apply
for grants
•Replacement of 1 ton truck and water truck
•Will not be contracting with Tompkins County to plow county roads this year- this will save
money
DB Fund (Highway for town-outside village):
• No major changes
SW3 Fund (Water District 3):
•Funding for engineering study to help create a plan for maintenance
•Shift toward charging users (as opposed to those who live in the district but use their private
well) for operation and maintenance
SALES TAX:
Discussed the end-of-year projections as well as 2026.
ADJOURN:
Mr. Goldman made a motion to adjourn at 11:37am. This was seconded by Ms. Weatherby and
passed unanimously.
