UPDATE FROM TOWN SUPERVISOR:
Greetings, Ulyssians!
We are in the depths of budget season!
Next Tuesday, my office will be presenting the 2026 Tentative Budget at the regular Town Board meeting.
Overseeing the development of the annual budget is one of the most important responsibilities of the
Town Supervisor, and I'm lucky to have Blixy Taetzsch as Budget Officer and excellent department heads
creatively working to manage Ulysses efficiently and effectively.
Property taxes can be a tremendous burden for property owners in New York, and I know that being
able to afford to live and work here is essential to the health and well-being of Ulysses. It remains a high
priority of mine to keep tax rates as low as we can, while still providing the high -quality services that are
important to Ulysses residents. I'm excited to share that the 2026 Tentative Budget continues to deliver
on those fiscally responsible goals.
Notable elements of the Tentative 2026 Budget:
It comes under the tax cap, roughly at the same rate as inflation;
The median home in the Village (valued at $315K) would see less than a $1 increase from 2025;
The median home in the Town -outside -Village ($300K) would see their tax bill rise about $10 from
2025, directly to meet increased costs for fire and ambulance services from Trumansburg Fire and the
Village of Trumansburg Emergency Medical Services Department. (Village residents pay for these
services in their village taxes, not their town taxes, which is why the increases are different between a
house in the Village and in the Town -outside -Village.)

HELP CREATE A PLAN FOR THE FORMER CAMP BARTON!
As you may have heard, NYS Parks purchased the former Boy Scout camp, Camp Barton. Three Falls LDC,
a non-profit partnership of the Towns of Ulysses and Covert and the Village of Trumansburg have
entered into an agreement with NYS to manage the space. To assist this effort, Fisher Associates has
been hired as a consultant.

DROUGHT WATCH FOR TOMPKINS COUNTY:
DEC has expanded a drought watch which now includes 50 New York counties because of a shortage of
rainfall and declining levels of streamflow and ground water.
A watch is the first of four levels of State drought advisories, which are watch, warning, emergency, and
disaster. No mandatory restrictions are in place under a state Drought Watch.
Local public water suppliers are urged to assess the current situation, promote voluntary conservation,
and take appropriate actions to manage risk.
To protect water resources, homeowners in regions under drought watch are encouraged to voluntarily
reduce water use and follow these tips:
Water lawns only when necessary, choose watering methods that avoid waste, and water in
the early morning to reduce evaporation and maximize soil hydration.
• Reuse water collected in rain barrels, dehumidifiers, or air conditioners to water plants.
• Raise lawn mower cutting heights. Longer grass is healthier with stronger roots and needs
less water.
• Use a broom, not a hose, to clean driveways and sidewalks.
• Fix leaking pipes, hoses, and faucets.
• Wash only full loads of dishes and laundry.
• Take shorter showers or fill the bathtub partly.
• Install water saving plumbing fixtures.
• Don't run the tap to make water hot or cold.
• Wash cars less frequently.

TOMPKINS COUNTY LAUNCHES AMPLIFY GRANT TO UPLIFT UNDERSERVED VOICES AND LOCAL
CHANGEMAKERS:
Tompkins County is proud to announce the launch of the Amplify grant, an innovative initiative
dedicated to fueling the dreams, work, and visions of local leaders, especially those from communities
that have been disenfranchised or under-resourced. Funded through the 2025 county budget and
unanimously approved by the legislature, the Amplify grant offers up to $5,500 to a grassroots initiative,
nonprofit, or small business creating community impact. While the Amplify grant is designed to elevate
and fund one outstanding recipient, the selection committee reserves the right to divide the award
among multiple applicants whose proposals collectively demonstrate significant potential for community
impact.
Applications are due October 15, 2025 at 11:59 PM, and recipients will be announced during the GARE
Local Meeting, a national convening of racial equity practitioners, community leaders, and public sector
champions, that takes place in Ithaca from October 20 through 22.
FINAL STRETCH OF THE COMP PLAN...
The Town of Ulysses is in the final stretch of completion of the Comprehensive Plan and the following
draft elements are ready for public feedback:
• Housing Element
• Built Environment Element
• Economic Development Element
• Environment & Natural Resources Element
• Climate Change & Resiliencv Element
These drafts were created based on community input as well as county and state objectives and
statistics. Peruse and let us know what you think! Comments may be shared at a Town Board or CPSC
meeting, sent via email or at the Public Hearing (see below).

Public Hearing continuation- Wednesday, September 24th, at Town Hall at 5pm.
A Public Hearing was opened at the Sept. 3 meeting and will be continued. Members of the public are
invited to attend in person, via Zoom, or submit comments in writing.
Open House -
Join us on Monday October 6, 2025 from 4-7pm, at the Racker Center, 3226 Wilkins Rd, Ithaca, NY
14850 to learn about the plan and share your feedback. We'll provide food and drinks.
