UPDATE FROM TOWN SUPERVISOR OLSON:Greetings, Ulyssians!
September means many things: cooler mornings, the stray leaf changing colors, the clatter of footsteps
and cacophony of voices in our local schools, the return of flashing lights in the school zone. At the
Town, it also means budget season!
Starting on Monday at 10am, the Town Board will be gathering for a public review of every fund and the
public is welcome to attend in person or remotely. The posting of all of these meetings is available here.
The Town's preliminary budget ---the first draft ---originates from my office, and I know personally and
professionally how much taxes impact our ability to live and thrive in Ulysses. I am optimistic we will
again be able to deliver a 2026 budget under the tax cap that further cuts property tax rates.
Where do your property tax dollars go?
More than 40% of the taxes collected by the Town is specifically spent on Fire and Emergency Medical
Services (EMS), with roads, culverts, and the staff in the DPW being the other big driver of expenditures
(approximately 23%). Health care costs, including ambulance services, are rising in the 8-18% range,
putting significant pressure on the Town to adopt a 2026 budget that meets current needs and also
plans for long term financial and environmental sustainability.
Just like in households, the Town Board is charged with making careful financial decisions. I am proud
that the Town continues to be able to consistently deliver budgets that keep our tax rate the lowest of
any municipality in Tompkins County, Schuyler County, and Seneca County. As the Town takes on new
projects and initiatives —from fixing bridges to developing parks-1 will continue to proactively seek new
funding sources to protect the local taxpayer from escalating costs and keep Ulysses as affordable as we
can for all residents.

We also have a regular Town Board meeting on Tuesday @ 7pm at Town Hall, and the public is welcome
to attend in person or remotely. The board packet and other materials are available here.
JOB OPENING:
We are seeking a full-time Administrative Assistant 3 to serve as the central support for the
Planning/Zoning, Building, and Public Works departments.

PUBLIC HEARING on Draft DRINKING WATER PROTECTION PLAN:
The Town of Ulysses is developing a
[Drinking%20Water%2OSource%2OProtection%20PIan%20(DWSP2)]Drinking Water Source Protection
Plan (DWSP2). A committee was appointed by the Town Board to work with a New York Rural Water
Association specialist to identify drinking water supply resources, potential threats, and protection
strategies unique to our community. Adoption of a NYS-approved plan will help the Town in obtaining
grant funding for water projects.
The WSPP Committee presented the Town Board with a complete final draft DWSP2 at their August 12
meeting. The next step in the process is review and comment by the Town Board and staff, Ulysses
residents, and the NYS DEC and DOH.
A Public Hearing will be held on Tuesday, Sept. 9, 2025 at 7pm at 10 Elm St., Trumansburg NY 14886.

All interested residents (or their agents/representatives) will be afforded an opportunity to submit
written and/or oral comments on this topic. Comments may also be sent in advance via email to the
Town Clerk by 5pm on Sept. 9, 2025.
FINAL STRETCH OF THE COMP PLAN...
The Town of Ulysses is in the final stretch of completion of the Comprehensive Plan and the following
draft elements are ready for public feedback:
• Housing Element
• Built Environment Element
• Economic Development Element
• Environment & Natural Resources Element
• Climate Change & Resiliencv Element
These drafts were created based on community input as well as county and state objectives and
statistics. Peruse and let us know what you think! Comments may be shared at a Town Board or CPSC
meeting, sent via email or at the Public Hearing (see below).
Public Hearing continuation- Wednesday, September 24th, at Town Hall at 5pm.
A Public Hearing was opened at the Sept. 3 meeting and will be continued. Members of the public are
invited to attend in person, via Zoom, or submit comments in writing.

BEE SMART: GROW NATIVE! NATIVE PLANT FESTIVAL AND SALE
Fall is an excellent time to plant native trees, shrubs and perennials! The Friends of the Montezuma
Wetlands Complex will host their Native Plant Festival and Sale at the Montezuma National Wildlife
Refuge visitor center on Saturday September 20, from 9:00 AM to 3:00 PM. The program will feature a
guided nature walk and 3 presentations on native plants and pollinators:
• Guided nature walk with Pete Saracino, NY State Master Naturalist
• Efforts in place to boost the native plant seed supply, with Janice Wiles from Go Native!

• Fascinating and diverse interactions between native plants and native pollinators with Molly
Jacobson from SUNY ESF Restoration Science Center
How to build the all-inclusive pollinator garden, with Krissy Boys from the Finger Lakes

2025 AIRPORT DAY & PREPAREDNESS EXPO
SATURDAY, SEPTEMBER 13TH FROM 7AM TO 1PM
Between East Hill Flying Club and Taughannock Aviation off Brown Road
The day will start with the annual Runway 5k and East Hill Flying Club's popular Pancake Breakfast,
followed by a variety of activities (scenic flights, control tower tours, hot air balloon rides, etc.),
informational displays, health screenings, and a county employee -sponsored Red Cross blood drive from
10am-3pm.
Sept. is Emergency Preparedness month, so several agencies and organizations will be participating,
including local law enforcement and fire companies, Emergency Medical Services, the Ithaca Salvation
Army, Cayuga Health Systems, Guthrie, and the National Weather Service Binghamton Office. A full list of
