IN THIS WEEK'S ULYSSES NEWSLETTER: Update from Town Supervisor Comp Plan Public Hearing Climate & Emergency Planning for Private Wells Hunting Updates Comprehensive Plan Open House UPDATE FROM TOWN SUPERVISOR OLSON Greetings, Ulyssians! As we head into a holiday weekend and the unofficial end of summer, I wanted to reach out to share some exciting news. At a special meeting on Wednesday, 8/27, the Town Board unanimously approved a donation agreement with Marvin and Allison Pritts. The Pritts are donating 15.234 acres of land to be used to create the Town's first public park. I am very grateful to Marvin and Allison Pritts for this very generous offer and their trust in the Town of Ulysses to develop a park that is an asset for the neighborhood and the community is a whole. This is truly a monumental, historical event in the evolution of our wonderful Ulysses. Thank you for trusting us with this important responsibility! The Town Board has taken many months to thoroughly examine the environmental and financial implications of accepting this donation. We held two public hearings spread over three different meetings, and have been collecting public feedback for four months. Many thanks to the dozens of people who wrote in and expressed their support for or concerns about a donation of land. Moving forward, the project will be referred to the Town Planning Board and Board of Zoning Appeals. The creation of a new parcel of land to be owned by the Town requires minor subdivision approval. The donation will also need a 12-foot area variance (38 feet instead of 50 feet) from zoning for the width of the pole of the flag pole lot that will be created. Meetings related to the aspects of the project will be posted for public involvement as the agendas are posted. I am also very mindful of and sensitive to the opinions expressed by neighbors on Cold Springs Road who are curious or concerned about how this new activity may impact their lives and their neighborhood. The Town Board is proactively requiring that before a driveway is constructed, a stockade fence will be installed to screen the space from the adjacent neighbor. Other requirements will include no parking about:blank 1/4 9/9/25, 9:50 AM Ulysses Updates for 8/29/25 - Casey Beck - Outlook allowed along the future driveway, and trees will be planted along the residential perimeter in order to create a vegetative buffer between the park and the nearby residences. Additionally, there will be no lights allowed after dark (except what safety requires; no illumination for events allowed), or amplified sound after dark. The Town has also partnered this fall with Cornell's Design Connect program to engage the community in finding out what kinds of amenities and uses would best serve the public. As dates and events are scheduled, the Town will be sharing them through all of our regular ways. Please stay engaged and involved! These fragments can be deadly to some of the scavengers (especially bald and golden eagles) accessing this easy meal. To help reduce negative impacts beyond your target, consider using lead-free ammunition. NY Department of Environmental Conservation has partnered with Conservation Science Global to offer rebates up to $60 for use of lead-free ammunition. For more information on how eligible hunters can receive a rebate and resources to help locate lead-free ammunition, visit Hunters for Eagle Conservation website. This initiative was identified as a high priority in DEC's report, "Minimizing Risks to Wildlife and People from Lead Hunting Ammunition" For more information, visit DEC's website. New Crossbow Regulations about:blank 2/4 9/9/25, 9:50 AM Ulysses Updates for 8/29/25 - Casey Beck - Outlook Hunters in New York State may now use a crossbow in the same seasons, places, and manner as a vertical bow for hunting deer and bear. Crossbows have been used throughout most of New York for over a decade, but New York State law previously limited the locations, times, and types of crossbows that could be used. Crossbows are easier for people of all backgrounds and physical abilities to master and use than vertical bows. In addition, these changes align with several of the recommendations made in DEC's Management Plan for White -Tailed Deer. To hunt deer and bear with a crossbow during the bowhunting seasons, a hunter must have a hunting license and bowhunting privilege. To be eligible to purchase a bowhunting privilege, a hunter must have bowhunter education certification. Hunters can obtain bowhunter education certification through the online or in -person course. For more information, visit DEC's website. When the Hunting and Trapping Regulations Guide went to print, these changes had not yet been enacted. Hunters should check DEC's website prior to going afield for more information on the changes. COMP PLAN OPEN HOUSE SCHEDULED: The Town of Ulysses is in the final stretch of completion of the Comprehensive Plan. An Open House will take place on Monday October 6, 2025 from 4-7pm, at Racker, 3226 Wilkins Rd, Ithaca, NY 14850. The following draft elements are ready for public feedback: • Housing, Element • Built Environment Element • Economic Development Element • Environment & Natural Resources Element • Climate Change & Resiliency Element The drafts were created based on community input as well as county and state objectives and statistics.
