HomeMy WebLinkAbout2025-07-08-TB-FINAL-minutes1 TOWN BOARD MEETING Town of Ulysses July 8, 2025 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. CALL TO ORDER: Ms. Olson called the meeting to order at 7:01pm. ATTENDANCE: TOWN OFFICIALS: In person- Supervisor- Katelin Olson Board members- Mary Bouchard, Rich Goldman, Michael Boggs, Liz Weatherby Town Clerk- Carissa Parlato Highway Superintendent/DPW Director- Scott Stewart Via Zoom- Board member- Liz Weatherby OTHERS: In person- Dolores Higareda, Matt McKenna (Engineer, MRB Group), Deb Austic (Trumansburg Community Nursery School), Erick & Courtney Whelpley Via Zoom- Cynthia Mannino APPROVAL OF AGENDA: Ms. Olson requested to add a new business item (Language line contract). Ms. Bouchard moved to approve the agenda as amended. This was seconded by Mr. Goldman and passed unanimously. PRIVILEGE OF THE FLOOR (3 minutes per person): Dolores Higareda said that she attended the Camp Barton meeting and commended the town for working on this. Eric Whelpley from Falls Road wondered if the town was aware of construction of what appears to be a large light pole at the Grassroots property on Falls. Road. He was concerned as light from the event has been an issue at their house in the past. Ms. Olson said that she would pass this along to the code officer and report back. PRESENTATION- TRUMANSBURG COMMUNITY NURSERY SCHOOL (TCNS): 2 Deb Austic, TCNS Director, reported that they moved into their new building at Village Grove in Jan. and are now licensed. They have space for 48 toddlers and pre-schoolers. She thanked the board for community grant funds. Last year the school was able to give $10k in scholarships. They don’t turn anyone away and allow people to pay what they can. A Village Grove neighborhood picnic organized by Ulysses Community Council is scheduled for Aug. 2. MUNICIPAL BOARD & STAFF REPORTS: Ms. Olson shared that Three Falls LDC had a meeting last week discussing passive use of the old Boy Scout camp. Ms. Weatherby said that CPSC has reviewed 8 chapters of the draft comp plan to-date. They will be sent to the Town Board soon. OLD BUSINESS: AGARD CULVERT HYDROLOGY STUDY UPDATE – MRB GROUP Mr. McKenna presented the results of Agard Road culvert study and said that due to the culvert being undersized, in a 100-yr flood event water would overtake the road and get stored up before passing through the culvert. He said that with an updated culvert water would continue to move along. Upsizing the culvert will help protect properties. $958k is the estimated project cost with a 25% match. Mr. McKenna added that the study is not complete yet. The goal is to submit for a DEC planning grant. GARRETT ROAD CULVERT REPLACEMENT 25% GRANT MATCH REQUIREMENT Ms. Taetzsch said that Garrett Road match will be about $130k and we have $440k total in the reserve. AUTHORIZATION Ms. Olson suggested that the town increase the amount requested due to inflation. RESOLUTION # 105 OF 2025: AUTHORIZATION TO MODIFY AGARD ROAD GRANT SUBMITTAL RESOLVED, that the Ulysses Town Board authorizes the Town Supervisor to approve the grant application modification for the WQIP grant for 2025 for the Agard Road culvert for $1.105 million. Moved: Ms. Olson Seconded: Mr. Goldman Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 3 GARRETT ROAD 25% MATCH REQUIREMENT (Continued) Ms. Taetzsch said that the board could use the bridge reserve to cover the 25% match. The town must front the money and the DEC would pay us back so there may be a need for short-term financing to cover the costs. Additionally there will be costs associated with that process. AUTHORIZATION FOR LETTERS OF SUPPORT FOR TCFA RESOLUTION # 106 OF 2025: AUTHORIZATION FOR LETTERS OF SUPPORT FOR TCFA RESOLVED, that the Ulysses Town Board authorizes the Town Supervisor to submit letters of support in 2025 for Trumansburg Conservatory of Fine Arts grant applications for funding for their historic facility rehabilitation. Moved: Ms. Olson Seconded: Mr. Goldman Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 AUTHORIZATION FOR LETTERS OF SUPPORT FOR NYS DOT SPEED STUDY FOR KRUMS CORNERS RESOLUTION #107 of 2025: AUTHORIZATION FOR LETTERS OF SUPPORT FOR NYS DOT SPEED STUDY FOR KRUMS CORNERS WHEREAS, the Town of Ulysses supported a previous speed study by the NYS Department of Transportation for Krums Corners due to resident concerns about safety and excessive speed; and WHEREAS, Assemblymember Anna Kelles’ office has made the Town aware that the NYS Department of Transportation (NYS DOT) is undertaking another speed study, and residents remain concerned about safety; THEREFORE, BE IT RESOLVED, that the Ulysses Town Board authorizes the Town Supervisor to submit a letter on behalf of the Town of Ulysses to the NYS DOT for the Town Board’s continuing support of a speed study and lowering the speed limit (currently 55mph) and safety measures for Krums Corners Road. Moved: Ms. Olson Seconded: Mr. Boggs Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 4 NEW BUSINESS: LANGUAGE LINE SERVICES CONTRACT Ms. Olson explained that Judge Dresser requested this service to assist with increasing needs for language translation in the court. Tompkins County uses this service. It is more expensive to use a translator and this service is by phone and costs $0.99/minute. AUTHORIZATION OF LANGUAGE LINE CONTRACT RESOLUTION # 108 OF 2025: AUTHORIZATION OF LANGUAGE LINE CONTRACT RESOLVED, that the Ulysses Town Board approves the Languageline Services for the Town of Ulysses contract and authorizes the Supervisor to sign it. Moved: Mr. Goldman Seconded: Mr. Boggs Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 APPROVAL OF HIGHWAY EQUIPMENT CAPITAL PLAN Ms. Taetzsch presented the updated capital plan. The group discussed. RESOLUTION # 108 OF 2025: APPROVAL OF HIGHWAY EQUIPMENT CAPITAL PLAN WHEREAS, the Town of Ulysses Highway Equipment Capital Plan (the Plan) has been updated for 2025; and WHEREAS, the Finance Committee reviewed the Plan at their 6/26/25 regularly scheduled meeting and agreed to move ahead with Board approval for the plan; and WHEREAS, the Plan includes the purchase of a new 10-Wheel Dump Truck to replace the 2003 Volvo, T21, truck that is beyond its useful life, therefore, be it RESOLVED, that the Town Board approves the updated 2025 Highway Equipment Capital Plan; and be it FURTHER RESOLVED, that the Town Board directs the Highway Superintendent and Budget Officer to prepare the necessary documents for preceding with an acquisition of the new 10 Wheel Dump Truck, to be reviewed by the Town Board at a future meeting.  Moved: Ms. Olson Seconded: Mr. Goldman Olson aye Boggs aye 5 Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 PARK DONATION UPDATE: Ms. Olson noted that the town has reached out to Ag & Markets for feedback on the Cold springs land donation. After this has been received, the town board will consider a vote. UPCOMING EVENTS July 22 – Regular Town Board Meeting, 7pm @ Town Hall August 12 – Regular Town Board Meeting, 7pm @ Town Hall- Ms. Olson will be away for this meeting August 26 – Regular Meeting CANCELLED 2026 Budget Meetings: • Monday, September 8 (10am), • Wednesday, September 10 (9am), • Wednesday, September 17 (9am) APPROVAL OF MINUTES: RESOLUTION # 109 OF 2025: APPROVAL OF MINUTES RESOLVED, that the Ulysses Town Board approve the meeting minutes as amended from June 24, 2025 (regular meeting). Moved: Ms. Bouchard Seconded: Mr. Boggs Olson aye Boggs aye Bouchard aye Goldman aye Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 PAYMENT OF AUDITED CLAIMS: RESOLUTION # 110 OF 2025: PAYMENT OF AUDITED CLAIMS RESOLVED that the Ulysses Town Board has reviewed and approved payments of audited claims for vouchers in the A-SW funds #337-377 totaling $59,493.10. Moved: Ms. Olson Seconded: Mr. Boggs Olson aye Boggs aye Bouchard aye Goldman aye 6 Weatherby aye Vote: 5-0 Date Adopted: 7/8/25 PRIVILEGE OF THE FLOOR (3 min limit per person): Tim Martinson expressed support for the town to acquire the Pritts property. He also inquired about a traffic study on Van Dorn Corners Road. Ms. Olson explained that the town does not have jurisdiction over speed limits but can make a request to NYS if the Town Board and Highway Superintendent agree that it is warranted.
