IN THIS WEEK'S ULYSSES NEWSLETTER: Help Craft the Vision for the Town's Future Speed Limit Reductions JCA Picnic Rebates for Lead-free Ammo Manufacturing Training HELP CRAFT A VISION FOR THE TOWN'S FUTURE: The Town of Ulysses is in the final stretch of completion of the Comprehensive Plan. The Comprehensive Plan Steering Committee (CPSC) has released the following draft chapters for public feedback: • Housing Element • Built Environment Element • Economic Development Element The drafts were created based on community input as well as county and state objectives and statistics. Peruse and let us know what you think! Comments may be shared at a Town Board or CPSC meeting, or sent via email. A second Open House to gather more public input is currently in the planning process to present the draft Comp Plan in its entirety along with the draft environmental assessment. More information on the venue and timing of the Open House will be provided in the near future. SPEED LIMIT REDUCTIONS COMING: The NYS Dept. of Transportation (DOT) has approved the lowering of speed limits on several roads near Taughannock Park. As the Town of Ulysses does not have the authority to reduce speed limits, a request must be made to the DOT. A request was submitted in April of this year. The following roads will be affected: • Gorge Road (from Jacksonville Road to NY-89) will be lowered from 55 to 35 mph • Rice Road (from Cayuga View Road to Taughannock Park Road) will be lowered from 55 to 35 mph • Jacksonville Road (from Cold Springs Road to Taughannock Park Road) will be lowered from 55 to 45 mph • Taughannock Park Road (from Jacksonville Road to NY-96) will be lowered from 55 to 45 mph about:blank 1/3 7/29/25, 10:17 AM Ulysses Updates for 7/25/25 - Casey Beck - Outlook The changes will take effect once new signage is installed (which may take a few months). Email iLnfo@.jLa-ny.org REBATES FOR HUNTERS PURCHASING LEAD-FREE AMMUNITION: NYS Dept. of Environmental Conservation (DEC), in partnership with Conservation Science Global, New York Cooperative Fish and Wildlife Research Unit at Cornell University and U.S. Geological Survey is offering hunters up to $60 in rebates for purchase of certified of lead-free ammunition, and participation in both pre- and post -hunt surveys. Participation in the rebate program is voluntary and will be available to all firearm deer hunters statewide. The goal of this research is to determine how the increased use of lead-free ammunition for deer hunting can improve the health and survival of bald and golden eagles. Lead bullets used for deer hunting are relatively soft and can fragment into many small pieces that can travel up to 18 inches from the wound channel and be dispersed in a deer's vital organs after impact. Eagles can then ingest these fragments when scavenging the remains left behind after a hunter field dresses a deer. If an eagle consumes a lead fragment as small as a grain of rice, the subsequent lead poising can be lethal. While the bald eagle population is soaring in New York, research has shown that lead -related mortality has slowed this population growth. The golden eagle population in the eastern U.S. is relatively stable, but vulnerable to a potential population decline due to lead poisoning. This study aims to determine whether this source of mortality can be reduced by increasing the proportion of hunters using lead-free ammunition.
